The FAO-GEF (International Waters) project “Enabling
transboundary cooperation for sustainable management Indonesian Seas (ISLME)”
aims to strengthen regional cooperation and to support the effective and sustainable
management of the ISLME region. The project will assist Indonesia and
Timor-Leste in addressing transboundary concerns and in resorting and
sustaining coastal and marine fish stocks, biodiversity and dependent
livelihoods. The project will develop collaboratively a Strategic Action
Programme (SAP), based on a Transboundary Diagnostic Analysis (TDA), strengthen
capacity in natural resource management, regional coordination and information
sharing. In Indonesia the project is led by the Ministry of Marine Affairs and
Fisheries (MMAF), while in Timor Leste the project is led by the Ministry of
Agriculture and Fisheries (MAF) and the management of activities in each
country is supported by a National Project Officer.
The ISLME project aligns with national
development goals and policies reflected in priority programs the MMAF
Strategic Plan (RENSTRA) 2014 – 2019, among others are improving fisheries
governance and sustainable fisheries management. MMAF foresees that improving fisheries
resources management is carried out based on Fisheries Management Areas (or
locally called Wilayah Pengelolaan Perikanan, WPP) through strengthening
data of fisheries resources and statistics; and strengthening institutional
management of FMAs. With regards to that, development of information system for
WPP is relevant to provide favourable environment and tools for the WPP manager
to effectively function. In line with that, the project aims to recruit an ISLME
Information System Technical Assistant (ISTA) to perform a range of duties
related to the development of information system for the Indonesian WPPs.
The ISTA will work under the overall
supervision of the FAO Representative in Indonesia, the general supervision of
the AFAO Representative for Program, ISLME Regional coordinator and the direct
supervision of the ISLME National Project Officer. Furthermore, the ISTA will work
in close consultation and coordination with FAO ISLME technical team and the MMAF
team in Indonesia. This position is a part of activity under the following:

WPPNRI 712, 713, 714, and 573.
The ISTA, specific responsibilities are to:
1.
Construct
and develop comprehensive, user-friendly and appropriate model and templates for
WPP information systems which covers all the existing information available at
the MMAF including, but not limited to, EAFM domain and indicators such as fish
stock, productivity, fishing methods and status; habitats; fishing ports and
permits; compliance, institutions, and other relevant information to fishing. SDGs
indicators, and LME core indicators.
2.
Identifying
the strengths and weaknesses in information system constructed and make
improvement.
3.
Construct
the information system for ISLME-focused WPPs (712, 713, 714, 573) using all
available information recommended by the MMAF including thematic GIS fish
resource maps and evaluate the effectiveness of the system constructed,
4.
Provide
the information system for further development of a desktop, mobile, and web application,
5.
Exercise
the systems, and demonstrate the use of the system developed to deliver particular management challenges
such as WPP fishing productivity,
6.
Ensure
maintaience of the system constructed,
and make sure the easiness of handling and knowledge-technical (know-how)
transfer to MMAF respective staff.
Provide on-the-job-training
for knowledge and technical transfers to MMAF staff

Required Competencies:

Minimum Requirements

University degree
or relevant higher education in information systems including GIS, interactive
information systems, and mobile application developer (additional fisheries and environmental proven backgrounds are
preferable).

of experience
