IT Programmer - MINISTRY OF AGRARIAN AFFAIRS AND SPATIAL PLANNING / NATIONAL LAND

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as IT Programmer.

The IT Programmer will work under and be responsible to report to the Project Management Unit (PMU) at the Ministry of ATR/BPN. The IT Programmer will work under the guidance and supervision of the PMU Director and the Project Technical Coordinator, s/he will be responsible to provide technical assistance in developing ESMF instrument using Kobo Toolbox application that are web-based, and during  the Training of Trainers for BPN and PMU representatives in using the ESMF Kobo Form and ensure that the tools are working efficiently. The assignment will be part-time work and the selected programmer will be contracted until December 2019. The assignment is expected to start in October, 2019.

The Consultant shall have the following minimum qualifications and experience:

a.       Holds a S1 degree in relevant fields such as Computer sciences, information technology/management or equivalent;

b.      Minimum 7-year works of relevant experience in IT programming and/or MIS;

c.       Demonstrate ability to work independently with limited supervision and obtain results in accordance with the agreed objectives and schedule;

d.      Strong client orientation with commitments to results on the ground;

e.       Strong English and Bahasa Indonesia communication skills, both in writing and verbally.

The selected IT Programmer will carry out the following tasks, but not limited to:

a.       Assist in the process of constructing a Database for monitoring ESMF and FGRM;

b.      Develop and prepare Kobo training materials for development ESMF tool and FGRM;

c.       Provide technical assistance and guidance to the development of ESMF and FGRM form based on the available instruments during the workshop with the PMU team;

d.      Ensuring the development of ESMF and FGRM form using Kobo toolbox is finished and comply with the system requirements;

e.       Oversight and provide technical assistance during Training of Trainers (TOT) in using Kobo form as the risk screening instrument to BPN Provincial representatives and Public Awareness Specialists;

f.        Assessing the needs of hardware and software resources compatible with One Map Project main database;

g.      Develop basic manual and guidelines of Frequently Asked Questions related to the trouble shooting in using Kobo Forms for ESMF and FGRM monitoring.

PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
