MEAL CONSULTANT (BISA PROJECT)
1 (one) position based in Jakarta
Introduction
The
Better Investment for Stunting Alleviation (BISA) programme is an
integrated nutrition-specific and nutrition-sensitive programme designed
jointly by Save
the Children (SC) and Nutrition International (NI) (‘the BISA team’) to
assist the Government of Indonesia (GoI) to realise the goal of
National Strategy to Accelerate Stunting Prevention (2018-2024). BISA
targets two Provinces – West Java (WJ) and Nusa Tenggara
Timur (NTT).
To support the GoI’s ambition to reduce stunting, BISA will:
- Implement a Social and Behaviour Change Communication (SBCC) Package focused on improved maternal, infant, and young child nutrition (MIYCN) and water, sanitation, and hygiene (WASH) practices of adolescents, pregnant and lactating women (PLW), and caregivers of children under two;
- Provide technical assistance to District and Provincial government and health service providers to improve the delivery and enhance access to and use of iron-folic acid for pregnant women and pregnant adolescent girls; Weekly Iron Folic Acid for adolescent girls; vitamin A supplementation, zinc, and oral rehydration salts for children under five, and MIYCN counselling for pregnant and lactating women, adolescent girls and caregivers;
- Provide technical assistance to the national, Provincial and District government to improve the allocation and effective use of funding and human resources at Provincial, District and Village levels.
Over
a five-year period, BISA will enable 3.3 million people including
734,100 women, 489,343 children under two, and 1.45m adolescent girls to
access high impact
nutrition services. BISA will test and scale-up two packages of
interventions: (1) The ‘Essential’ Package focused on strengthening the
supply side of nutrition service delivery; and (2) The ‘Essential+’
Package that combines supply side services with demand
side services through the provision of direct support to communities.
The two packages will be tested in four districts (two per Province) in
the first two years to assess impact and generate evidence (Phase 1),
and in the end of year 3 the package will be
scaled-up to an additional eight districts to a total of 12 Districts
(Phase 2).
Prior
to the start of activities, BISA is implementing a 5-month inception
phase (July-November 2019) investing time to form a robust plan for
monitoring and
evaluating the project and capturing lessons learnt, as well as to
develop a clear strategy for which elements will be scaled-up over the
project lifespan.
Aim & Objectives
The
aim is to support BISA team and partners to develop robust approaches
and systems for monitoring, evaluation, assessment and learning (MEAL)
and scale-up
during the inception phase. Specific objectives are to:
- Develop a MEAL framework for the project, including log frame and key indicators, evaluation approach, and monitoring and data quality tools and approaches.
- Advise on and support the establishment of an appropriate management information system for the project.
Deliverables
- MEAL Framework, including:
- Updated logframe and key indicators, with targets and criteria for scale up
- List and definitions of all indicators (outcome, output, input), how each is collected, source of data (secondary or primary), summarised and reported on
- Draft key monitoring activities including budget and data collection tools (to be tested)
- Updated learning agenda document align with logframe and monitoring activities
- Evaluation approach to assess progress on stunting and other outcome indicators (pre-post, comparison group? Etc)
- Orientation agenda for staff
- Scoping for MIS system, including:
- what digital platform to use,
- who will manage it,
- cost of managing it,
- what it needs to include,
- next steps to set it up
- Training and capacity building approach for project staff
Required Expertise:
- Minimum Bachelor’s Degree required. Advanced degree in MEAL, public health, nutrition, development, health sciences or related field preferred.
- Minimum of 10 years of experience required in designing and providing technical direction to MEAL for development. Nutrition and health development project experience preferred
- Proven experience developing complex MEAL frameworks and systems for development projects.
- Experience with quantitative and qualitative research designs, including experimental and quasi-experimental methods.
- Proven capacity to train and coach staff on MEAL
- Experience working in Indonesia and Asia region desirable.
- Experience designing gender sensitive MEAL frameworks
- Strong written and verbal language skills in English
- Ability to travel frequently to Indonesia during consultancy.
