SUTRI NAMA, a
nationally appropriate mitigation action (NAMA) registered with the
UNFCCC, aims to tackle challenges of growing urban traffic congestion and
related greenhouse gas emissions by transforming urban transport in Indonesia
with a mix of capacity-building, technical advisory and funding support through
a national sustainable urban transport (SUT)-programme. Another component
of the programme, the Indonesia Bus Rapid Transit Corridor Development Project
(INDOBUS), is to support particularly bus rapid transit (BRT) development in
selected pilot cities of Indonesia and improving national framework conditions
for BRT. It addresses sub-national and national levels through planning,
project management, operations management, funding plans as well as reform of
the private minibus-sector. The programme is being implemented until December
2022, a date by which lasting sector transformation and replication of
technical solutions is expected to be kickstarted. SUTRI NAMA is financed by
the NAMA Facility and the INDOBUS-component by the State Secretariat of
Economic Affairs of Switzerland (SECO). The programme is being implemented by
GIZ.
We are seeking one
qualified Indonesian candidate for the following position:
MRV Advisor in
Urban Transport
Responsibilities
Focussing on GHG emissions reductions in the public
transport sector, the advisor is responsible for the coordination of the establishment
and operation of an MRV framework with counterpart institutions at national and
sub-national level including private sector operators. In this sense the
advisor:
- Provides technical advice and assistance on climate mitigation topics around Monitoring, Reporting and Verification (MRV) of urban transport to the project team, counterpart institutions, other GIZ projects, and private sector actors in Indonesia.
- Develops communication material for technical and non-technical readers.
- Conceives capacity building activities for different target groups and develops training materials.
- Oversees and contributes to the:
- Development of an MRV methodology for BRT-systems and other core public transport activities implemented by the programme
- Development and monitoring of a counterpart-run database on GHG emission reductions

Integration of other parameters such as key co-benefits and other key
indicators of the programme (e.g. SUT funding) and government indicators
(e.g. from RPJMN).
- Manages the coordination among relevant counterpart institutions, where appropriate, in coordination with other MRV-related projects.
- Coordinates and monitors consultancy services related to the MRV activities of the programme.
- Facilitates achievement and monitoring of MRV-related milestones.
- Contributes technical knowledge on sustainable urban transportation to the programme.
- Reports to the team manager and other team members as required.
- Task
Under the coordination of the technical team leader
and the programme director:
1.
Professional Advisory Services
·
Develop technical reports and publications on MRV of
sustainable urban transport activities
·
Contribute to events, conferences and other outreach
activities on behalf of the programme
·
Prepare training materials and conduct training
sessions on MRV and transport related GHG emissions and co-benefits
·
Coordinate consultants in the area of MRV, monitor
progress and ensure quality criteria are met
·
Support the institutionalization of the MRV framework
at national and sub-national level with the five pilot cities
·
Support the monitoring of project activities,
particularly the MRV-related (output 5) of SUTRI NAMA
·
Supports technical team in the implementation of
SUT-related programme activities in Indonesia (in the programme’s five pilot
cities and at national level).
2.
Networking and Cooperation
- Become a liaison with counterparts (e.g., Ministry of Transportation and BAPPENAS) on climate/ MRV issues in urban transport sector.
- Become a liaison with the GIZ urban mobility and climate portfolios through: (1) engagement in communication and collaboration, (2) learning and understanding latest developments of GIZ’s approaches to MRV in the urban transport sector, (3) presenting and promoting the programme’s developments, approaches and lessons learned.
- Manage main counterparts’ expectation (Kemenhub) through good communication and advice.

Knowledge Management
- Contribute to the programme’s knowledge management of climate/ MRV in urban transport sector based on GIZ standards, assisting the programme’s M&E Advisor.
- Monitor, evaluate, provide inputs/ feedback to continuously improve implementation.
- Document and share lessons learned with the programme’s M&E Advisor.
4.
Other duties/additional tasks
- Support relevant project team members in achieving relevant milestones of the project, both in SUTRI NAMA and INDOBUS components, including but not limited to: (1) developing standard operating procedures for the Technical Support Unit (TSU), (2) developing service packages and modes of delivery to assist pilot cities on specific transport projects, (3) developing guidelines and standards on demonstration projects in pilot cities,
- Performs other duties and tasks at the request of the programme’s management.
B. Required
qualifications, competences and experience
Qualifications
Essential: Academic degree on public policy,
environmental science, transport engineering, or other related fields
Professional
experience
Essential:
· At
least 5 years’ experience in climate change mitigation and MRV of GHG emissions
reductions
· At
least 5 years’ experience in mass public transport, transport infrastructure
construction.
Desirable:
· Experience
in cooperation with Indonesian governmental institutions.
· Experience
in managing data tools and in data collection as well as analysis
Other
knowledge, additional competences
- Mother tongue Indonesian. Proficiency in English language (reading, listening, and writing)
- Presentation and writing skills
- Excellent communication skills, also with different target groups and within different cultural contexts
- Openness to change and ability to manage complexity
- Self-organized and accurate
- Ability to prioritize while considering special assignments, interruptions, deadlines, and available resources
- Excellent command of MS-Office (Excel, PowerPoint, Word)
