Supply Logistic Manager
Under Memorandum of
Understanding (MOU) of The Ministry of Health of The Republic of
Indonesia (MOH) , MSF and MOH are in collaboration in strengthening
the implementation of the adolescent reproductive healthcare
program in Indonesia through programs as the following :
- Enhance awareness of adolescent on reproductive health in schools by supporting the activities of School Health Unit (UKS); and outside the schools by strengthening the existing support mechanisms
- Enhance the capacity and capability of health professionals in implementing reproductive health programs for adolescent.
- Enhance the quality, utilization and access to reproductive health services for adolescent at a community health center (Puskesmas) including preparedness for emergency/disaster.
- Strengthen the reporting system linked to adolescent health at community health center.
OBJECTIVE OF THE POSITION:
Planning, coordinating, and
monitoring all technical supply/ logistics related activities in the
project according to MSF protocols, standards and policies, in order to
optimize the mission’s response to the needs of
the target population and ensure an optimal running of the project
JOB PROFILE:
Accountabilities
- Establishing, planning and supervising in close collaboration with the head of units in the project. Identifying and addressing the needs of the project
- Monitoring the implementation of the following activities in accordance with MSF procedures and guidelines:
Main Task
- Participate in Project coordination team planning and implementation of activities
- Ensuring and monitoring the implementation of logistics/technical activities in the project including the following:
- Supply: implementation and maintenance of an appropriate supply chain procedures for the project (Order Processing, Procurement, Warehouse and Transport).
- Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
- WATSAN: support and supervise the implementation of water, health and sanitation (WATSAN) activities in the project locations and provide technical support to MoH.
- Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
- Identifying and maintaining lists of service providers (contractors, electricians, plumbers etc., suppliers, transporters)
- Proactively ensure all premises and assets (incl. motorbikes, cars and IT/phones) are managed and maintained in perfect functioning condition and develop policies and procedures with the respective users.
- Manage the end-to-end supply chain using approved policies and formats together with the requesters and finance department. Manage purchases and storage.
- Responsible for HR associated processes (recruitment, training, evaluation, and detection of potential, development) of logistics staff in the mission (drivers).
- Ensuring technical reference for all logistics/technical issues in the mission and providing coaching to logistics staff under his/her responsibility.
- Defining and monitoring technical aspects of the project risk reduction policy, security policy and guidelines.
- Participating in monthly reports according to guidelines.
• Support the mission in developing and setting
up, implementing and monitoring the mission supply chain including all
procedures as well as maintain links to administration (contracts) and
finance (accounting).
• Support the development and implementation of
logistics policies and procedures for the mission – including fleet
management, stock management, safety and security management.
• Support and supervise the logistics team in WATSAN assessments and related activities .
• Maintain all contracts related to supply and logistics and ensure adequate follow-ups.
• Contribute to the development of e-prep strategy and ensure adequate implementation if
needed.
• Be responsible for mission logistics budgeting and contribute to forecasting and annual budgets
• Ensure all reporting is done properly and timely.
• Communicate directly with the technical referents in HQ for support on supply and logistics.
- Be available for supporting duties either in other projects or emergencies.
CANDIDATE PROFILE:
- Essential, Essential diploma or university degree
- Have technical skills in three or more of the following fields: vehicle mechanics, energy electricity, ICT, supply management, communication, construction, watsan.
- Valid and clean driving license
- Essentials, 7 years of previous working experience. in logistics/supply activities related jobs. Desirable, previous experience in humanitarian aid
- Language Level;
- an understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in his/her field of specialization.
- Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain for either party.
- Can produce clear, detailed text on a wide range of subjects and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options.
CONDITIONS:
