Islamic
Relief Worldwide in Indonesia was operation since 2003 following the
MOU signing with the Ministry of Home Affairs. The objective of IRW in
Indonesia programme is to contribute to the social welfare of the
Indonesia people and to alleviate the suffering. The main sector for the
programme include:

The geographical area are Banten, NTB, Aceh and Central Sulawesi province directly implementing or through partners.
Islamic Relief Worldwide in Indonesia is looking to recruit a Consultant :
Conducting Final Evaluation of ‘Enhanced Health of Malnourished Children in Indonesia Project”
Islamic
Relief Worldwide in Indonesia implemented a project titled “Enhanced
Health of Malnourished Children in Indonesia” in the urban slum Kasemen
in Serang City in West Java from April 1, 2018 to October 1, 2019 funded
by Islamic Relief Sweden and Radiohjalpen.
The
main goal of the project is to reduce morbidity and mortality among
poor malnourished children in the urban slum of Serang City. The
expected outcome is to reduce the severe and moderate malnutrition rate
among the targeted children under the age of five by the end of project
period.
Expected output results of the project are:
Output
Result 1: 969 families of malnourished children are trained and
sensitized on the accurate feeding, nutrition, health and hygiene
practices
Output
Result 2: 300 families of severely malnourished children receive
therapeutic food during the necessary treatment period and they are
trained on how to serve it at home
Output
Result 3: Severely acutely malnourished children with acute disease
receive support to access government healthcare and monetary support for
transportation costs and medicine
Output
Result 4: 80 cadres are trained in the Positive Deviance Approach, how
to run the Nutrition Post and conduct home trainings.
Output
result 5: 636 families of moderately malnourished children implement
the accurate feeding, nutrition, health, sanitation and hygiene
practices in their child care
Output
result 6: Faith and community leaders are trained on nutrition, gender
and child protection and engage in combatting malnutrition in their
community
Output
result 7: 150 children under the age of five have improved daily access
to safe drinking water and receive vitamin and mineral supplements
Output result 8: 50 families of malnourished children receive support to improve access to clean water and latrines
Major activities of the projects

Nutrition post holds trainings on the Positive Deviance Approach (PDA)
and the accurate feeding, nutrition, health, sanitation and hygiene
practices
5.2 The Nutrition Post provides vitamins and minerals in cooperation with Government Health Center
6.1
Training on nutrition, gender and child protection, and awareness
raising on child/early marriage for faith and community leaders
6.2 Facilitation of the faith leaders and community leaders to get engaged in combatting malnutrition through the Nutrition Post
7.1 Facilitating improved access to safe water, vitamins and minerals to malnourished children
8.1
Subsidy to support poor families with malnourished children to improve
access to clean water and latrines through water piping and latrine
provision
I. Description of the assignment
The
overall objective of the final evaluation is to critically assess the
progress & impact made towards objectives and results by the project
according to project Results Framework as well as to assess the
relevancy, efficiency & effectiveness and sustainability and lesson
learned in relation to the approach, strategies and interventions of the
project.
The specific objectives are as follows:
o To evaluate the appropriateness of the project interventions, approaches and methodology.
o To
assess the effectiveness and relevance of IGAs, livelihood
choice/option and asset transfer for the multi categories beneficiaries.
o To
assess the efficiency, effectiveness & impact of the project in
light with the project overall goal, outcomes and results.
o To
assess the socio-economic changes/effect in the lives of targeted
households as a result of project interventions and change and
implementation of government policies.
o To
assess the sustainability of project results, impact and approach at
different level (household level, community level, organization level).
o To
examine the effectiveness and impact of mainstreaming issues including
gender, disability child protection, elderly, person with disability
etc.
o To identify and document the lessons learnt and best practices of the project.
o To
provide recommendations for future strategic directions for scale up or
replication of the current project strategy & approach based on the
findings and lessons learnt analysis.
II. Key Questions for the Evaluation:
Relevancy:
o To
what extent is the project design, as evidenced by its original result
framework components (outcomes, results, analysis of assumptions/risks,
and identification of problem and need of the target population),
strategy and approach appropriate to address the problem and to the
physical and policy environment of the project areas?
o Development
of clear and useful result framework, to remedy earlier deficiencies in
design and methodology, and provide a clear and useful document for
further monitoring and evaluation of the project
o Adequacy
of criteria used for selection of beneficiaries, and political
interferences in selection of beneficiaries. Is it appropriate and
relevant to the project results and objectives?
o To
what extent is the project’s timescale/range of activities realistic
with regard to beneficiaries’ capacities and deliver the planned results
in a sustainable way?
Efficiency:
o Evaluate
the financial and technical inputs made available to implement
activities by all parties including respect of deadlines,
o To measure the efficiency of management of resources in a transparent and accountable manner,
o Assess the efficiency of the project monitoring system/framework with regard to aims, staff resources and outputs.
o Are the important progresses, process and benefit monitoring data being captured and fit for purpose?
o In carrying out the baseline survey what lessons have been learned which can be used to improve execution of the next update?
o How efficient has the project’s human development and training been changes in behaviour, attitude and knowledge etc
o whether
distribution process of national food to beneficiaries were made
according to plan, timely and free of any leakage; appropriateness of
project operating costs,
o How
far is the partnership effective for this project purpose? How could
partners improve their role for the remaining period of the project?
What additional support do partners need from IR to fulfil the project
activities?
Effectiveness:
o How effective has the needs assessment process been in terms of beneficiary participation and satisfaction?
o Whether planned benefits have been delivered and received;
o management response/flexibility to unforeseen external factors affecting project purposes,
o Any shortcomings due to a failure to take account of cross-cutting issues such as gender, environment, poverty etc.
o What are the major lessons learned from this project and what are the implications for the project strategy?
Sustainability
o Evaluate the financial and economic sustainability of the project (status of beneficiaries after end of the funding).
o Evaluate
the relationship, networking and linkages among project staff,
community, service providers and beneficiaries. Is it appropriate and
sufficient to ensure the financial and economic sustainability of
beneficiaries after the project?
o Is the current project budget and duration adequate to achieve its purpose in a sustainable manner?
Impact:
o How far has the project made impact against the objectives and results so far
o What
are the non-tangible benefits created of the project? How project
address the cross cutting issues etc and what are the impact?
Sustainability:
o To what extent did the benefits of a programme or project continue after donor funding ceased?
o What were the major factors which influenced the achievement or non-achievement of sustainability of the project?
III. Major Tasks
- Collect and review all project documents as well as relevant other documents
- Conduct preparatory discussions/meetings with relevant stakeholders, including IR Indonesia, similar implementing organizations, relevant government officials, field level project team.
- Design qualitative and quantitative data collection tools, sampling methods, field survey schedule and division of tasks
- Arrange/appoint data collector and orientation of data collectors/ enumerators
- Data and information collection from different level and stakeholders including project beneficiaries and group, project staff, similar implementing INGOs, relevant government officials, government line department, etc.
- Design/develop data entry template in suitable software (MS Access, SPSS, as well as data cross checking/validation methodology)
- Processing of field data collection and analysis of the data
- Write draft report and arrange a presentation session on draft report with IR Indonesia, and other representatives and collecting feedback on this report.
- Finalize evaluation report after incorporation of feedback and submit to IR Indonesia
- Evaluator will disseminate key evaluation findings and learning with IR Indonesia and national platform
IV. Expected Outputs:
The main outputs of the assignment will be:
1) Primary data and information will be collected from field interviews / surveys
2) The final evaluation report will be submitted both hard and electronic copies.
3) Organize and disseminate key evaluation findings and learning with national level

o Main analysis and findings (structured by Relevance, Efficiency, Effectiveness, Impact and Sustainability).

o Comparative assessment of indicators with baseline and final evaluation
o Key lessons learned throughout the period of the project to guide future intervention.
o Recommendations for future implementing organizations, program donors, and government and wider stakeholders.
o Annexes:
including but not limited to: ToR, Methodology, assignment schedule and
persons met/interviewed, field data, at least 3 case studies, at least 5
photographs, checklists and questionnaires etc.)
V. Methodology
Consultant
will responsible to design and prepare the overall evaluation process
using both qualitative and quantitative methods. He/ She will provide
strategic and technical support to his/her appointed evaluation team and
develop quantitative and qualitative tools and determine the
methodologies that are holistic in nature so that they can provide
lessons to the implementers. The consultant will analyse the information
and have the responsibility for writing the evaluation report in
collaboration with the evaluation team.
In
the evaluation process IR country office MEAL, project office staff can
be included as extended team members and assist to prepare field visit
plan and organizing the events as required by the evaluation team. The
consultant will improve enumerator’s skill and knowledge regarding data
collection and review process through an orientation. Analysis would be
made in current familiar analysis software like SPSS..
Accountability & Support
The
Consultant will share the action plan and communicate to the
MEAL–Manager of IR who is overall responsible to coordinate this
process. In addition, final evaluation support and coordination will be
done by the head of programmes, Islamic Relief Worldwide in Indonesia
from country office and in field level Programme Coordinator along with
the support of other sector and field office staff.
VI. Duration & Location
The
final evaluation will take place in October –November 2019 (six weeks).
The whole process including final report preparation, feedback
collection incorporation and final report submission should be completed
by end of November 2019. The final number working days will be agreed
by negotiation before signing of contract. The working locations will be
selected in project area under Serang City and other stakeholder of
local and national level.
VII. Reporting
The
Consultant will provide regular updates to Head of programme, with a
copy to MEAL Manager. Soft copy for both draft and final report of the
evaluation should be produced in English as per given outline and
submitted to MEAL Manager. Draft report must share with relevant peoples
and finalised after incorporating their comments.
VIII. Profile of the Consultant
The consultant (review/evaluation team leader) should have:
o Proven
experience of evaluation in a team including Team leader in evaluation
of area of health, nutrition , child protection, food security and
sustainable livelihood programmes
o Have proven experiences in qualitative and quantitative research methodology
o Excellent knowledge and skills on health and nutrition, gender, nutrition framework, food security, livelihood framework.
o Good knowledge and experience on working with ultra poor, NGO, multi disciplinary stakeholders.
o Highly respectful towards extreme poor people’s dignity and honour.
o Ability to work in adverse situation, remoteness and with diverse peoples and groups
o Excellent writing and speaking skills in English.
o Masters of Social Science, development, economics and M&E or higher relevant degree.
o Evaluation
team members have excellent knowledge and skills on health, nutrition,
child protection, food security and sustainable livelihood programmes

Technical Proposal: The
proposal should not contain any publicity documents/brochure of the
bidder. It is mandatory that the proposal should maintain the
following format:

· Technical aspect of the proposal and outline of proposal
· Proposed team of the study with names and designation
The
detail CV of the team members should be included in the annexure of the
technical proposal. It is desirable that the proposal should contain
the above mentioned sections only.
Financial Proposal:
The
financial proposal shall be structured around the specific tasks and
key deliverables described in the Terms of Reference. Interested
individual consultants/organization must specify a total lump sum amount
for each task and deliverable, which are to be completed by the
deadlines specified in the ToR. In order to assist IR Indonesia in the
comparison of financial proposals, the financial proposal will include a
breakdown of this lump sum amount (including travel, per diems, and
number of anticipated working days, as required).

IX. Confidentiality
All
the outputs e.g. reports, documents, information etc product by this
assessment will be treated as IR’s property and consequently

sold, used or reproduced in any manner by the assigned organization /
individual without prior permission from IR Indonesia.
