Under contract to USAID Indonesia, MSI implements the
Indonesia Monitoring and Evaluation
Support Project (MESP), which improves the strategy, planning, implementation,
M&E, and knowledge management across USAID’s portfolio of programs in
Indonesia. MESP provides USAID and its implementing partners with a combination
of M&E implementation, technical assistance, training, and knowledge
sharing.
Project Summary
USAID/Indonesia is preparing to
develop a new Country Development Cooperation Strategy (CDCS) for FY 2020-2024.
The new CDCS will presumably cover these main sectors: Democracy, Rights, & Governance (DRG), Education, Environment, Health,
and Economic Growth. As required by USAID policy, the development of the
CDCS must be informed by a gender analysis of the technical areas of the USAID’s
portfolio. USAID has tasked the MESP to conduct a country-level Gender Analysis
in coordination with USAID personnel. In addition, MESP will provide support to the Collaborating,
Learning and Adaptation (CLA) events addressing gender integration.

Position Summary
MSI is seeking three (3) Gender
Sector Specialists who
posses strong gender analysis
experiences with solid knowledge and experience in one or multiple sectors
above to serve as team members for this Assessment,
under the direction of the Team Leader. Specifically, MSI is seeking Gender
Sector Specialist in Health, Environment,
Economic Growth & Education. She/He
will have primary overall
responsibility for conducting the gender analysis using document
reviews,with both relevant quantitative and qualitative data ocllection
methods. He/she will
perform analysis of those documents and data, develop report, and present
findings to stakeholders. He/she
will also work in collaboration with one International Gender Aviser, USAID/Indonesia Gender Specialist, or other
relevant stakeholders
Period of Performance
The Gender Sector Specialist is tentatively starting in January up to May 2020
Responsibilities:
1. Participate in the planning and coordination meetings
with MESP and USAID personnel.
2. Collaborate with the USAID/Indonesia Gender Specialist, and other relevant stakeholders, under MESP coordination.
3. Contribute to the development of the design of assessment, including the research methodology, data collection
instruments and sampling plan, and workplan
4. Collect primary and secondary data.
5. Synthesize and analyze the collected data.
6. Contribute to the writing of report (draft and final),
and debriefing
7. Produce presentation materials, draft and final report in
coordination with MSI Senior Gender Advisor.
8. Perform other relevant tasks as assigned by MESP and
USAID personnel.
- Maintain proper research ethics throughout the implementation of the assessment.
- Coordinates and cooperates with MESP and USAID team personnel.
11. Build and maintain
clear communication and coordination with relevant stakeholders for the
assessment.
Qualifications:
·
Post-graduate
degree in a relevant social science, preferably in public policy, gender/women studies.
·
Demonstrated
record of skills and work on gender analysis or assessment, women’s rights, gender audits,
and advocacy for gender-sensitive policies in Indonesia, covering national and
subnational levels.
·
Expertise
in one or more of the core technical areas of the USAID/Indonesia portfolio:
DRG, Economic Growth, Education, Environment, and/or Health.
·
Demonstrate skills in data collection methods
quantitative and qualitative
·
Familiarity
with USAID’s Gender Equality and Female Empowerment Policy, program cycle, ADS
Chapter 205 regulations on gender integration, and USAID-required gender
indicators.
·
Excellent
English writing and editing skills and communication/interview skills for the
presentation and stakeholder discussions, as well as an ability to take
information from a wide variety of sources and draft clear, succinct,
high-level analysis and reports for general dissemination.
