KOMPAK Program
KOMPAK
is an Australia-Indonesia government partnership supporting the
Government of Indonesia's efforts in reducing poverty through
improvements in basic service delivery and creating opportunities for
work. KOMPAK focuses its efforts on three result areas:
- Supporting Local Governments and Service Units to better address the needs of basic service users;
- Supporting the poor and vulnerable to benefit from improved village governance; and
- Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.
The Opportunity
The
Senior PFM Researcher will provide support to rapidly explore the
utilization of PFM tools in sub-national development planning and
budgeting processes. In addition, the Senior PFM Researcher is expected
to also provide support to review other analysis on sub-national budget
and expenditure (as needed).
Key Duties
- Lead the PFM Tools Utilization Rapid Assessment on Sub-national Development Planning and Budgeting
- Develop and finalize methodology and assessment plan of the PFM Tools Utilization Rapid Assessment
- Develop high-level presentation materials and be the main source-person in the PFM Tools Utilization Rapid Assessment dissemination session (plan and results) to KOMPAK, DFAT and/or Government of Indonesia counterparts, as necessary
- Provide inputs to other KOMPAK’s studies on sub-national budget and expenditure, as necessary

Key Requirements
- Master’s degree in economics or relevant field
- 10-15 years of experience in socio-economic studies in Indonesia
- Extensive knowledge on PFM system at subnational and village level
- Solid experience in conducting public budget and expenditure review in Indonesia, especially at sub-national level
- Proven ability to write study reports and/or policy briefs
- Demonstrated capacity to work in a team, and also to work autonomously
- Understanding of gender equality and social inclusion issues
