Introduction/Background
On 28 September 2018,
a series of strong earthquakes struck the Central Sulawesi Province, Indonesia.
The strongest of these earthquakes was measured at 7.4 magnitude, with an
epicenter in the Donggala district. The earthquake triggered a tsunami whose waves
reached up to seven meters in some areas. The earthquakes also led to
liquefaction on farm and urban land and several landslides. According to the
latest overall figures from the Government, the death toll has reached 4.340,
including 667 people who have been declared missing as well as 1.061 bodies
that were unidentifiable.
The Government as
well as the communities were not prepared well enough to cope with the imminent
disaster. Even now, the resources available are not sufficient to install
mechanisms and build capacities to be well prepared for and mitigate a
potential future hazard.
The Swiss NGO’s
Solidar Suisse (hereafter called Solidar) and Caritas Switzerland (hereafter
called CACH) responded to the Central Sulawesi emergency since October 2018.
Together with their local partner organisations Muhammadiyah Disaster
Management Center (MDMC) and Pusaka, they intend to join forces to provide high
quality support to both, governmental bodies (mainly on district level) as well
as communities to improve and foster the preparedness and resilience of the
people in in Central Sulawesi’s Donggala and Sigi districts.
2.
Purpose
The main purpose of
this assignment is to identify opportunities for the consortium to provide
quality support for the improvement of the preparedness and resilience of communities
at risk of natural disasters in Central Sulawesi. The findings of the
assignment and recommended measures shall be the basis for a potential upcoming
consortium project.
3.
Objective
The overall objective of this assignment is to
provide an intervention opportunity for the consortium partners, based on a
thorough assessment as well as concrete and applicable measures that show the
added value as well as the expected impact of such a consortium project.
The following specific objectives have been
identified:
i)
To map relevant
stakeholders (both, governmental and non-governmental) active in the Disaster
Risk Reduction sector in Sigi and Donggala districts, Central Sulawesi
ii)
To assess what
actions are being implemented and plans are in place for Disaster Risk
Reduction by relevant non-governmental actors in Sigi and Donggala.
iii) To provide an overview of existing relevant governmental policies and
their status of implementation, and assess what actions are being implemented
and plans are in place for Disaster Risk Reduction by the district governments
of Sigi and Donggala. Based on these findings, identify the gaps and support needs
of the respective governmental bodies
iv) To assess responsibilities, actions taken as well as needs of community
members and community groups for Disaster Risk Reduction
v)
To identify
opportunities for a consortium intervention, engaging at both government as
well as community level, that shall add value and achieve significant impact on
the preparedness and resilience of communities at risk of natural disasters in
Central Sulawesi
4.
Scope of Work
The scope of the assignment
covers all measures and plans related to Disaster Risk Reduction by the
respective governmental bodies in Donggala and Sigi as well as on community
level. Likewise, ongoing interventions by other non-governmental actors and projects
on national level that affect the target area are to be taken into account. The
assessment takes stock of the situation at the time of the consultancy, whereby
a look at the historical development as well as expected future trends are
necessary to better understand the entire context.
5. Methodology
The consultancy is
based on a desk review of documents provided by Solidar Suisse and Caritas
Switzerland but also on a thorough research of secondary literature/data by the
consultant him-/herself. During a field visit, interviews of various kind (e.g.
focus group discussions, semi structured interviews, etc.) shall be held with
relevant stakeholders, such as governmental representatives, NGO
representatives, community members/leaders, community groups, project staff and
other DRR-experts. Data shall always be triangulated and the findings will be
discussed with the project team and other stakeholders if appropriate.

A total of 19 working
days is estimated for this assignment (3 days for desk review and elaboration
of inception report, 12 days for field visit including feedback workshop, 4
days for final report writing)

7. Deliverables
The consultant(s) is

Feedback workshop which is organized to validate and discuss the provisional findings
with the consortium’s team in Indonesia.

8. The Evaluation
Consultant/Team
The client can be an
individual consultant or a team of consultants (international and/or national
consultant/team)
Key Qualifications in
the team should be:
·
Master degree in
disaster management/ humanitarian/ social work or other relevant fields.
·
A minimum of 10
years’ experience and expertise in the field/sector of Disaster Risk
Reduction/Management.
·
If the consultancy is
a team, the team leader will have conducted at least three assessments in the
last five years ideally in the relevant field. If the consultancy is an
individual, s/he will have to qualify as the team leader.
·
If the consultancy is
a team, the team member has participated in at least three assessments ideally
in the relevant field.
·
If the consultancy is
a team, the team leader and team member must have worked together in a similar
assignment before
·
Knowledge of
Indonesia with focus on topics such as disaster response, disaster risk
reduction, climate change, etc.
·
Detailed
understanding of the Government of Indonesia’s approach and policies related to
disaster risk reduction including but not limited to resilient community
program (desa tangguh bencana).
·
Working experience in
Indonesia.
·
Experience in project
cycle management.
·
Experience in social
science methods
·
Excellent oral and
written English skills (state other language too, if applicable)
·
At least one member
of the team has to speak Bahasa Indonesia fluently to conduct interviews and
read documents
·
Sound MS Office and
IT skills
