The USAID Jalin
Project (hereafter referred to as “Jalin” or the “Project”) is a five-year
initiative implemented by DAI Global, LLC and its consortium of partners –
IntraHealth, Vital Strategies, and Market Share Associates – to work with the United States Agency for International Development
(USAID) and the Government of Indonesia, Ministry of Health (MoH) towards the
following results:
1) Improved maternal and newborn health
(MNH) quality of care in public and private, and primary and secondary
facilities, at scale; and
2) Improved efficiency and effectiveness
of the emergency referral system at community and facility levels, at scale.
Jalin was
initiated in September 2017 aimed at contributing to national objectives to
accelerate reduction of maternal and newborn mortality. Indonesia has national
goals, which have recently been reconfirmed at the Presidential level, because
the maternal and newborn mortality rates are among the highest in the region;
are far above Indonesia’s Sustainable Development Goals (SDGs) targets; and
have stagnated in recent years. The overarching problem that Jalin is striving
to solve is that the quality of care accessible to mothers and newborns is
uneven across the country in both public and private facilities and at both
primary and secondary levels of care.
Duties and
Responsibilities
The
Adviser for Maternal and Newborn Health (MNH) reports directly to the Regional
Manager of North Sumatera with close consultation with the Senior Technical Adviser
in Jakarta. Specific responsibilities of the consultant
include but are not limited to:
· Liase with high key officials of local
government both at provincial and district level of North Sumatera to develop a
road map for potential collaboration between stakeholders in MNH, including at
the national level as required, in particular for new district of Jalin’s
intervention area; Mandailing Natal, Deli Serdang, Asahan and Nias.
· Assess, document and review current
government intervention on MNH at provincial and district level including NGOs
program that addressing MNH issues.
· Provide supports and inputs on develop strategies and technical concepts for Jalin
intervention’s in North Sumatera, in particular for Bidan Delima and referral system.
· Support regional manager to advocate on
using evidence and findings to better shape of the government program and
policy in addressing MNH issues.
Deliverable:
· Technical concepts of local solution
available highlighted one or more Jalin priority focus
· Short report on best practice from
government interventions and non-government supported program on MNH program in
North Sumatra.
· Documentation of meetings that
targeted on the use of evidence for government program and policy development
· Documentation of meetings that
targeted on the development of a road map for potential stakeholders
collaboration at provincial and district level.
Level of Effort
Up to 40 days,
base in Medan, North Sumatera.
Period of Performance
15 February 2020
to 30th June 2020
Reporting
Consultant will
technically report to Regional Manager of North Sumatera.
Requirements
·
Master’s degree
or equivalent in a relevant discipline (e.g., public health, biostatistics).
·
Minimum of 15
years of relevant work experience with the government, donors, and/or civil
society and has extensive networks in North Sumatera.
·
Demonstrated
ability in manage relationships with Ministry of Health, Provincial and
District Health Office.
·
Excellent oral and written communication
skills in Bahasa Indonesia and English.
