Monitoring Evaluation, and Reporting Specialist
(MERS)
As the world’s largest archipelago nation in area
and population, Indonesia is highly vulnerable to the impacts of climate
change. With 30% of the world’s mangroves (>3 million ha) and 22 million ha
of peatlands, peat and mangrove ecosystems (PME) provide adaptation and
resilience capacity for vulnerable communities, including coastal protection,
flood control, water quality, and food security. Indonesia’s PMEs also boast
some of the highest ecosystem carbon densities (mangroves=1,023 MgCha-1 and
peatlands=2,658 MgCha-1) and hence great capacity for mitigation. However, PMEs
are amongst Indonesia’s most threatened ecosystems. No peatlands in North
Sumatra (275,000 ha) and West Papua (1 million ha) are protected, despite
regulations requiring protection of deep peat. Less than 10% of West Papua’s
mangroves (650,000 ha) are protected despite having the highest diversity of
mangrove species in the world.
To address those challenges, Conservation
International (CI) is just awarded a project called Mitigation, Adaptation
through Conservation and Sustainable Livelihoods in Indonesia's Peat and
Mangrove Ecosystems funded under International Climate Initiative (IKI),
Federal Ministry for the Environment, Nature Conservation and Nuclear Safety
(BMU). The project will increase climate change resilience of highly vulnerable
communities and biodiversity, while substantially mitigating GHG emissions in
Indonesia by accelerating large-scale conservation and effective management of
peat and mangrove ecosystems (PMEs). In the priority regions of West Papua and
North Sumatra, the project will identify sustainable economic solutions (such
as crab fisheries, non-timber forest products, paludiculture) to conserve PMEs
that are critical for adaptation while building alternative livelihoods.
To implement the IKI project, the CI requires high
qualified monitoring, evaluation, and reporting specialist (MERS). The position
will support IKI Senior Program Manager and Senior Terrestrial Program Director
to oversee, track, and evaluate the project progress and prepare the report for
stakeholders. The position requires
working closely with donor, external partners at local, district, provincial
and national levels and will further together with the other CI team be
responsible for establishing constructive relationships with government, other
NGOs and the private sector to support project alignment with government
development objectives. The MERS will be based in Jakarta with frequent travel
to CI field offices in North Sumatera and West Papua.
KEY RESPONSIBILITIES
1. Monitoring and Evaluation
- Develop Activity, Monitoring and Evaluation systems to track success of program implementation and provide adaptive implementation
- Lead the M&E system and tools to enable to collect, aggregate and support analysis of data, in order to meet all relevant reporting requirements and to facilitate and inform project management.
- Lead on integration of IKI M&E system with the other landscape and project indicators such as BPS data, SDGs, Landscape Accounting Framework (LAF), and GGP
- Advise and support project managers on choice of indicators and development of monitoring plans including project impacts.
- Co-ordinate implementation of the M&E system, M&E tools, and project monitoring plans, including training and support for project managers and field teams, support data analysis and usage.
- Lead on design and implementation of qualitative and quantitative data collection analysis such as needs assessments, baseline and impact analysis. Liaise with consultants for new survey methodologies if not experienced. Work with staff to develop and standardize survey tools and other data collection forms for monitoring programmes.
- Train relevant programmes and government staff on M&E tools, data collection and analysis and basic surveying and sampling techniques.
- Provide support for project managers and Senior Director of Terrestrial Program, with input from field and HQ sector advisors, to develop M&E elements of donor proposals and reports, including provision of monitoring plans, project data, and reports on progress towards indicators.

Project Reporting and Coordination
- Develop monthly, annual reports are submitted on time for review;
- Develop M&E systems are in place, will aid in the collection of reliable data and information;
- Ensure that the field teams are submitting high quality reports, responsive to requests for success stories, testimonials and other materials required by program needs;
- Work with CI-Indonesia personnel to identify appropriate materials and mechanisms to support improved reporting and communications;
- Develop infographic and presentation deck for support CI communication and outreach
- Coordinate with donor to ensure quality of reporting and
QUALIFICATIONS
- A Degree in statistic, and natural resource management-related science with a minimum 5+ years of experience;
- Extensive monitoring and evaluation, reporting, and leadership experience;
- Experience in coordinating and managing program support from International and National donor agencies, foundations and private sources;
- Ability to work effectively in cross-cultural situations with a wide range of people in both the public and private sectors, including business, government, non-governmental organizations, donor organizations, local communities, consultants and volunteers;
- Knowledge and background in the customs and government organizations of Indonesia;
- Proven track record in writing/editing successful conservation-focused strategy documents, funding proposals, progress reports and relevant materials;
- Willingness to travel and work long hours, including work in arduous field conditions, often to remote areas and work weekends and after hours as needed;
- Proven record of success as part of interdisciplinary project teams;
- Good communication skills and develop network;
- An advance in English (Speaking, Reading and Writing);
- Computer literate in words, graphic software, excel, and statistical software.
