
The USAID Jalin Project (hereafter referred to as “Jalin” or the
“Project”) is a five-year initiative implemented by DAI Global, LLC and its
consortium of partners – IntraHealth, Vital Strategies, and Market Share
Associates. The overall goal of Jalin is to contribute to national goals to
accelerate maternal and newborn mortality reduction. Indonesia has these
national goals, and they have been recently reconfirmed at Presidential level, because
the maternal and neonatal mortality rates are among the highest in the region,
they are far above the Sustainable Development Goals targets; and they have
stagnated in recent years. The overarching problem that Jalin is striving to
solve is: the quality of care accessible to mothers and newborns is uneven
across the country as seen in both public and private facilities at both
primary and secondary levels of care.
USAID Jalin aims to contribute to national goals to reduce
maternal and newborn mortality through improvements in MNH quality of care in
public and private, primary and secondary facilities at scale; and through
improvements in the efficiency and effectiveness of emergency
referral systems at community and facility level at scale. To achieve
these high level results, Jalin will be working to support: a) sustained
improvements in practice by clinical hospital teams in treating obstetric and
newborn complications; b) stakeholder strategies that are more focused on the
main causes of maternal and neonatal death; c) sustained improvements in
quality of care by private midwives; d) integrated ICT referral platforms that
are scaled; and e) improved referral networks that are scaled.
Duties
and Responsibilities
The Technical
Lead will work with IntraHealth International, a sub partner to DAI on Jalin,
and will be based in Jakarta at the Jalin Office. S/he
works closely with all Jalin staff to oversee and contribute to activity
implementation and effectively communicate Jalin approaches, activities,
outputs, and impacts with USAID, the Government of Indonesia, and other
audiences. This person reports directly to the Portfolio Manager for
day-to-day technical supervision.
The
Technical Lead is responsible for managing, monitoring, and reporting on the
progress of IR 3.1 – Reviving and strengthening Bidan Delima as part of the
Jalin Results Framework (RF). The Technical Lead will work with Jalin staff and
external stakeholders to strengthen quality of care provided by midwives to
mothers and newborns, with special attention to strengthening Bidan Delima in
Jalin provinces through mentoring and certification of private midwives. The
Technical Lead will identify technical assistance (TA) needs for activity
implementation and collaborate with the Program Management Lead for efficient
work planning, financial management, procurement and activity
monitoring/reporting.
Specific
responsibilities of the Technical Lead include, but are not limited
to:

Lead the planning, implementation and reporting of assigned
activities in accordance with the approved workplan
·
Working collaboratively, provide appropriate technical guidance
to Jalin, the MOH, and implementing partners, and communicate within and across
the portfolio teams to share and receive lessons learned
·
Lead in relationship management and collaboration with external
stakeholders and organizations
·
Participate at national and international meetings and
conferences as required to represent Jalin and/or assigned activities
·
Support the recruitment and selection process for short-term
consultants, subcontractors, grantees or other service providers to support
assigned portfolio
·
Conduct monitoring visits to ensure the successful
implementation of activities and coordinate with the MELA team to document
progress towards milestones
·
Author weekly, monthly and quarterly reports (to MOH, USAID etc)
for assigned portfolio
·
Coordinate with others in the technical team to produce project
success stories, lessons learned, fact sheets, or other project communications
projects as assigned
·
If required, represents the project at a variety of national and
international health and development fora, as requested.
·
Other duties as assigned that are consistent with the overall
focus of the project.
Requirements
·
Clinical degree: Midwifery or Obstetrics
·
At least 10 years of experience in technical area and
established partnerships to relevant stakeholders
·
Understanding of and experience with maternal and newborn
health, midwifery/obstetric practice in
Indonesia
·
Expertise and demonstrated ability to provide TA in maternal and
newborn quality of care across the Jakarta and regional implementation teams
·
Ability to prepare and present reports, presentations and other
products in English and Bahasa
·
Computer literacy in Microsoft Office applications.
·
Skilled in partnership management and working collaboratively
with multiple stakeholders
·
Excellent oral and written communication skills in Bahasa
Indonesia and English.
