Caritas Germany is a Catholic relief agency that
commits itself worldwide to emergency aid and reconstruction, and develops
social services in many countries of the world. The Country Office of Caritas
Germany in Indonesia, located in Yogyakarta, is hiring a
Capacity Building Project Coordinator (CPC)
Starting in May 1st 2020 for a three
years project (36 months)
1. ToGETHER programme
With the support from the German Foreign Office
(Auswärtiges Amt, AA), Caritas Germany is establishing a consortium with four
other German NGOs to apply the program called “ToGETHER” - Towards Greater
Effectiveness and Timeliness in Humanitarian Emergency Response”. The aim of
the project is to support local actors in strengthening their capacities in
humanitarian response, preparedness, coordination and advocacy.
The program will take place from March 2020 to
February 2023 in altogether eight countries, of which Indonesia is one. In each
of the countries, up to five national organisations can participate in the
programme as Local Humanitarian Partners (LHP).
Based on an assessment, the program will design and
implement country-specific activities to increase the representation of local
actors in the national humanitarian system and to shape their advocacy in
relevant policy processes. It will furthermore strengthen LHP’s capacities for
a more effective operational humanitarian response through trainings, workshops,
mentoring and a strategic partnership.
2. Rationale
To implement this project in eight countries, four
German humanitarian NGOs, namely Caritas Germany (CG), Deutsche
Welthungerhilfe, Diakonie Katastrophenhilfe (DKH) and Malteser International (MI)
working together in a consortium. The lead of the consortium – who is also
responsible for reporting towards the AA – is Welthungerhilfe. In each of the
eight countries, the program implementation is led by one of the consortium
partners. In Indonesia, this is Caritas Germany.
For the Program Contract Holder to meet its
obligations towards AA, a Programme Management Unit (PMU) is established at
Welthungerhilfe Headquarters in Bonn / Germany. For a smooth implementation of
the Localisation Programme and its current scope of 4 Consortium Partners, 8
Country Projects, and 40 Local Humanitarian Partners, it is essential that the
Consortium Contract Holders assign a Capacity Building Project Coordinator
(CPC) in their respective Country Projects. He/she will be chiefly in charge of
the technical and management support for the implementation of the different
project stages in order to ensure the quality of the projects. Additionally,
the Capacity Building Project Coordinator’s work focuses on ensuring project partners’
compliance to the operational standards of AA. He/she will also be part
of a Caritas Germany Country Office Indonesia, therefore he/she responsible to
provide program update respectively to the Head of Office Caritas Germany
Country Office Indonesia. As a team leader he/she will supervise and work
closely with a Senior Project Finance Officer and a MEAL Officer.

Objective
The Capacity Building
Project Coordinator (CPC) facilitates the cooperation at country level between
the 5 participating Local Humanitarian Partners (LHPs) in order to enable a
productive and transparent joint capacity building process which is beneficial
to all participants. The CPC assures the implementation, reporting and
financing requirements by AA (including queries by the AA, audit companies,
evaluators, PMU, Programme Steering Committee are met in quality, time and
language) for submission to the
Consortium Focal Point and thereafter to the PMU and AA. In addition, the CPC
assures that all requirements and actions concerning Code of Conduct compliance
and audits are met in their respective Country Projects.
4. Duties
The duties of the Capacity Building Project
Coordinator (CPC) include:
Process and Finance Administration management:
•
Lead the Country
Project Unit (CPU)
• Supervise the Process and Finance Administrator and
the MEAL Advisor to ensure the compliance with the AA guidelines and
programmatic approaches (including narrative and financial reporting)
• Provide timely, high quality activity report to the
Consortium Focal Point/PMU.
• Project Coordination (under the guidance of the PMU/
Consortium Focal Point): Facilitate a participatory and transparent cooperation
of the 5 LHP, providing them equal access to opportunities and resources
offered under the project.
• Lead the selection process for the LHPs in the country
and operationalize the Country Steering Committee.
• Development of objectives, concepts and measures for
the capacity building program.
• Facilitate the application of the generic project
standards provided by the PMU in the local context
• Drive and shape the project activities based on the
country priorities identified by the Country Steering Committee.
• Lead and ensure the quality of the project
implementation through the development of country specific work-plans.
• Facilitate in country workshops and conferences on the
Localisation Programme
• Maintaining the flow of information towards project
partner and coordination with Head of Office Caritas Germany Indonesia
including KHK in Headquarters, in regards to strategic working fields.
• Maintain the network with local, regional and national
authorities in order to promote higher standards for project implementation
5. Qualifications and skills
Essential
• Excellent professional track record with at least five
years of experience in the NGO sector working in program/project
implementation, preferably in humanitarian assistance or related fields.
• Professional experience in the host country or
knowledge of the local context
• Completed degree in a relevant field.
• High interpersonal skills with a strong analytical
approach in problem solving and management
• Strong intercultural and social competences with
regard to communication and interaction
• Ability to manage partnerships and relationships with
a range of stakeholders (LHPs and Non–traditional actors)
• Ability to facilitate/guide/moderate change at an
operational and strategic level
• Willingness to travel inside the country and visit
partner initiatives on the ground, sometimes in complex environment.
• High resilience, improvisation talent and flexibility
• Excellent proficiency in English and the local working
language
Desirable
• Specific experience of managing capacity building
projects
• Experience conducting organizational capacity
assessments and design capacity building plans
• Knowledge in organizational development
• Ability to transfer/multiply lessons learned
• Experience in mentoring and coaching local partners
5. Starting Date
• 1st of May 2020
6. Terms and Conditions
• Caritas Germany will offer competitive salary on Grade
6 with range IDR 14-16 million per month (depend on salary history) and benefit
as Indonesian Labour Law
• Leave entitlement: 20 days annual leave a year in
addition to relevant public holidays
• Hours: Standard working week is 40 hours in five days
Monday to Friday. However, the demands of the job are likely to be such that a
willingness to work longer hours, as required, will be necessary
