The
AHA Centre – ASEAN Coordinating Centre for Humanitarian Assistance on
disaster management is an inter-governmental organisation established by
10 ASEAN Member States: Brunei Darussalam, Cambodia, Indonesia, Lao
PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam,
to facilitate cooperation and coordination among ASEAN Member States
(AMS) and with the United Nations and international organisations for
disaster management and emergency response in the region.
The
AHA Centre was established on 17 November 2011 during the 19th ASEAN
Summit in Bali, Indonesia, through the signing of “the Agreement on the
Establishment of the ASEAN Coordinating Centre for Humanitarian
Assistance on disaster management (AHA Centre)” by ASEAN Foreign
Ministers, witnessed by all ASEAN Heads of State/Government. The AHA
Centre’s office also houses the Emergency Operations Centre (EOC), which
serves as the central location in monitoring disasters and coordinating
ASEAN’s collective response to disasters.
The
AHA Centre’s ICT infrastructure was first constructed through the AHA
Centre ICT Phase I project, which was initiated in 2011. It was then
enhanced in 2013 with the implementation of the ICT Phase II project,
aimed to connect ten AMS and the AHA Centre through IT systems and
solutions. As a result, disaster-related information from AMS can now be
shared in a real-time manner, and resulted in the strengthened
cooperation and coordination among AMS and the AHA Centre. The ICT Phase
III project began in February 2016 to ensure availability of the system
to AMS and continuous operations of the AHA Centre. The ICT Phase IV
project started in September 2018 to enhance the ICT operational
capacity of the AHA Centre to enable the AHA Centre to further enhance
its disaster monitoring and analysis capability and support a
well-informed decision-making process. The ICT projects have been
implemented with generous funding support of Japan-ASEAN Integration
Fund (JAIF).
One
of the main activities in the ICT Phase IV Project is AHA Centre ICT
platforms enhancement. The AHA Centre has various platforms and tools to
monitor, share, and update situations on hazards and disasters in the
region, including the ASEAN Disaster Information Network (ADInet),
Disaster Monitoring and Response System (DMRS), ASEAN Science-based
Disaster Management Platform (ASDMP), and AHA Centre website. Data from
those platforms should be seamlessly synchronised on a regular basis.
Therefore, enhancement of those multiple platforms is needed.
To
support this key activity, the AHA Centre is looking for a full-stack
web developer to be responsible for producing scalable web platform from
concept, development to deployment which helps create an integrated and
interoperable ICT platform environment.
RESPONSIBILITIES
- Conduct AHA Centre’s web-based multiple platforms assessments, analysis and recommendation;
- Provide technical assistance to the website troubleshoot and improve current front-end and back-end applications and processes;
- Build the front-end website architecture through appealing visual design;
- Develop and manage well-functioning databases and applications;
- Work with end-users to determine system requirements and updates
- Design excellent user interactions on web pages;
- Design and develop effective APIs and ensure cross-platform optimisation;
- Provide regular web platform security, protection and enhancement;
- Program testing to ensure that developments are installed into the live system without causing disruption to end-users;
- Troubleshoot, debug and upgrade the platform to ensure responsiveness and efficiency;
- Create security and data protection settings;
- Perform quality control on all products and deliverables to ensure product releases are fully documented, participate in the design of test plans;
- Maintain technical documentation for new and existing applications;
- Assist in other reasonable IT tasks as assigned by supervisor;
- Comply with the AHA Centre’s rules and regulations.
REQUIREMENTS
Required Skills:
The consultant needs to have the following technical requirements:
- Minimum bachelor degree in Computer Science, Computer Programming, or related field
- Minimum 5-year experience in information technology, computer science or computer engineering
- Strong understanding of the full-stack web development best practices, programming techniques and tools, including coding standards, code reviews, source control management, build processes, testing, and operations
- Fluency or understanding of specific languages, such as Java, PHP, Python, or NodeJS, and ability to adhere to coding and documentation standards.
- Experience building and maintaining many APIs and SDKs
- Excellent knowledge of relational DBMS, SQL, Postgres
- Proficiency with HTML, CSS, JavaScript, Sass, Bootstrap and jQuery
- Experience with responsive and adaptive design
- Strong knowledge of SEO principles
- Ability to work with a team of developers, communicating professionally and effectively to meet assigned deadlines
- Analytical, fast, composed, logical and detail-oriented
- Good command of English both in written and spoken
Prefered Skills:
Experience in the following skills will be an advantage:
- Knowledge of SDLC, Agile/Scrum, Continuous Integration
- Knowledge of WordPress CMS
- Have worked with geospatial data and application
- Have worked with ticketing and version control services, e.g. Jira, Bitbucket/Github (Git)
The
interested consultant must provide sufficient information in the
proposal to demonstrate compliance with the requirements in the ToR. The
proposal shall include, as a minimum:
- Letter of Interest;
- Curriculum Vitae (CV) outlining relevant qualifications and experience;
- Expected monthly fee;
- A summarized description and brief examples of work on the previous specific project, if applicable.
