BACKGROUND
A.1. SNV
SNV
is an international not-for-profit development organization, working in
+25 countries in Africa, Asia, and Latin America. SNV specializes in
supporting the resourcefulness of development
actors by developing local capacities, improving performance and
services, strengthening governance systems, helping to create access for
excluded groups and by making markets work for the poor. Our global
team of advisors use their specialist sector and change
expertise in Agriculture, Renewable Energy and WASH to facilitate
sustainable change in the livelihoods of millions of people living in
poverty.
A.2. Voice for Change Partnership (V4CP) Program
In
partnership with the International Food Policy Research Institute
(IFPRI), the Netherlands Ministry of Foreign Affairs and the Embassy of
the Kingdom of the Netherlands,
in 2016 SNV launched a five year programme entitled Voice for Change
Partnership (V4CP). The programme is implementing in 6 countries:
Burkina-Faso, Honduras, Ghana, Kenya, Rwanda and Indonesia. The
programme’s main goal is to support progress in globally
challenging topics related to the Sustainable Development Goals, with a
specific focus on inclusion and equity issues. This goal is to be
achieved by increasing Civil Society Organisations (CSOs) capacities to
participate, contribute and influence strategic
debates and policy-making processes.
The specific objectives of the Advocacy programme are determined as follows:

Increase CSOs capacities in leadership, advocacy, utilisation of data and evidence, sector knowledge and business development
·
Improve enabling
environment in terms of improved policies, frameworks, regulations,
budget allocation, services, inclusive business and
accountability/collaborative mechanisms
In
Indonesia, the two topics that are addressing through the programme are
Water, Sanitation and Hygiene (WASH) and Food and Nutrition Security
(FNS). This year is the last
year of the programme. Therefore, the documentation of project’s lesson
learned is critical to disseminate our work and give the input for
other programme development with information that increase effectiveness
and efficiency and to build on experience that
has been earned by the project.
B.
SCOPE OF WORK & KEY DELIVERABLES
The objective of the work is to document
the project’s lesson learned and develop attractive report from that.
Lesson learned should draw on both positive experiences and negative
experiences – lesson learned only after an undesirable
outcome has already occurred. Also, it should consist the lesson
learned from the programme approach, advocacy approach, programme
implementation and the story of change from the partners. Often, project
lessons are collected in an ad-hoc fashion in the form
of documentation, presentations, word-of-mouth, narratives, diaries,
and databases[1].
Then, it should be transformed in a way that easy to understand by the
public, attractive, and could be transferred beyond the individual on
the project team and internal organisation.
By the end of the contract, the consultant/team is expected to produce these deliverables, which are:
1.
Develop an initial concept and story note based on
the secondary data (e.g. project reports, monitoring evaluation report,
story of change, etc) and internal discussion with SNV team before small
scale data collection through phone interview
with the stakeholders (if needed).
2.
Develop one lesson learned story book on the topics
of “Role of Civil Society Organisation in Ensuring Inclusive
Sustainable WASH and FNS services”
3.
Develop one lesson learned brief based on the full book (no longer than 10 pages)
4.
Develop one concept not for some mini-videos (3-4
minutes) that highlight the lesson learned findings and supervise the
development process of the video
5.
As the supporting document, the consultant/team should provide interview logbook including
a.
The listing of the respondents and their contact
b.
Consent form from respondents to agree with the
interview process and the use of their story/information for the lesson
learned story book development
c.
Recording and transcript from the interview
6.
All of deliverables should be written either in English
OR Bahasa. However, the secondary data (e.g. project reports,
monitoring evaluation report, story of change, etc) includes both in
English
AND Bahasa
C.
TIMEFRAME
It is expected that a contract will be signed by May 2020. After
receiving feedbacks from SNV, all of deliverables should be delivered by
end of July 2020.
A tentative timeline is set out below:

Consultation/ Meeting : Week 1
·
Desk study to prepare concept note (Preparation & Submission
of overall story book concept & work plan including identification
of respondents for interview, questionnaires
logistical, contact, and schedule preparations for interview made : Week 2-3-4
·
Data collection and interview process : Week 5-6
·
Analysis, preparation & submission of draft story book, brief,
and video concept : Week 7-8-9
·
Incorporation of SNV's feedback
& submission of Final Document : Week 10-12
D.
QUALIFICATIONS
·
The
consultant could be individual or a team that have university degree in
related to journalism, communication, behavioral science, sanitation,
food nutrition security, organisational development,
international development, public policy, or related background
·
Professionals
(at least 5 years experience) in the field of journalism,
communication, behavioral science, sanitation, food nutrition security,
organisational development, international development,
public policy
·
Preferably has previous experience with advocacy and civil society organisation issue
·
Five years of progressively responsible research work/journalism experience at those issues
·
The consultants should have experience in developing the lesson learned report or book
·
Strong writing skills in Bahasa
OR English, reading skills in Bahasa AND English, and could speak fluently in Bahasa
E.
Duration of The Contract
This contract is from 9 May
2020 through 31 July 2020
F.
IMPLEMENTATION ARRANGEMENT
Under
the supervision of the V4CP programme manager and PME Officer, the
consultant/team will coordinate their work with all SNV V4CP Team.
Regarding the monitoring process, the consultant/team should report and
coordinate regularly with the SNV team within the agreed schedule and
time-frame.
