Project Overview and Role

Palladium
implements the USAID-funded Health Policy Plus (HP+) Project. HP+ works
with key stakeholders to advance health policy and financing
for family planning and reproductive health (FP/RH), HIV, and maternal
and newborn health (MNH) at national and subnational levels. The project
aims to improve the enabling environment for equitable and sustainable
health services, supplies, and delivery systems
through policy development and sustainable
health services, supplies, and delivery systems through policy
development and implementation, with
an emphasis on voluntary, rights-based health programs, and by
strengthening in-country partners' capacity to navigate complex
environments for effective policy design, implementation, and financing
aligned to the existing priorities.
Responsibilities
The
Minimum Services Standard ( Standard Pelayanan Minimal/SPM) in the
health sector is regulated by the Minister of Health Regulation Number
4/2019 on the Technical Standard for Basic Services in SPM for health.
The regulation states that the local government’s performance in
providing high quality basic health services must meet 100% of target
coverage. This means that in order to provide optimum
basic services, the Local Government must perform optimal efforts that
are comprehensive and measurable starting from data collection, and
quantification, to planning and implementation.
To
assist the local government in developing an activity and budget plan
for SPM that is targeted and evidence-based, in 2018 the Center
for Health Financing and Insurance, Ministry of Health (Pusat
Pembiayaan dan Jaminan Kesehatan/PPJK) developed an SPM costing tool
using Microsoft Excel. In practice, the SPM costing tool that is
completed by the District Health Office (DHO) will be further
processed into an information system called Siscobikes (Sistem Costing
Biaya Kesehatan). Currently Siscobikes is co-managed by P2JK and
Pusdatin (Center for Data and Information, MOH). The costing tool helps
District/Municipality Health Offices primarily to
estimate the quantity and quality of product and/or service, and human
resources needed to achieve 100% achievement of the SPM target coverage.
PPJK
has conducted socialization and advocacy of the costing tool at the
national and local levels, during a national-level meeting in 2019
and early February 2020. The aim of the socialization is to ensure that
the sub-national governments can use SPM costing tool as well as to
utilize the Siscobikes application.
In
the midst of COVID-19 pandemic, PPJK considers that a distance learning
method (e-learning) on SPM Costing tool needs to be deployed so
that health planners at the sub- national level can complete the
budgeting and planning of SPM and to submit it into the Siscobikes in a
timely manner.
For
this purpose, HP+ is seeking a qualified consultant(s) to work in
collaboration with PPJK to develop an e-module for SPM Costing Tool.
The e-module is visualized through Video Tutorial that capture the,
features and steps of the SPM Costing Tool. To accommodate variation of
local government capacity, the video tutorial must be user-friendly,
comprehensive, and accessible by internet across
the country.
This
is a deliverable-based contract. The consultant(s) will work closely
with HP+ Program Manager (based in Jakarta, Indonesia) and DC-based
technical staff to ensure accuracy and completeness of the e-module.
Consultant’s Responsibilities
- Discuss with PPJK and HP+ to learn the current SPM costing tool, Siscobikes, and to understand stakeholders needs for the new e-module materials.
- Acquire user guideline for Siscobikes (PDF) and presentation materials (PPT) of Siscobikes (PPT) to be used as the first material to develop the video tutorial of the e-module.
- After meeting with relevant GOI counterparts, consultant(s) will develop the 1st story board of the video tutorial. There will be at least 1 revision for the story board after receiving inputs from key stakeholders.
- Actively communicate with HP+ on issues/challenges affecting the assignment.
- Work closely with GOI stakeholders and HP+ Indonesia and Washington DC leads to deliver technical solutions
Deliverables and Reporting
- 1st and 2nd storyboard of Video Tutorial of the e-module for SPM costing tool
- Presentation/format of the Video Tutorial of e-module of SPM costing tool. The video tutorial must also align with Ministry of Health standard for IEC material. The video tutorial must be user-friendly, comprehensive, and easily accessible across various location across the country.
Requirements
- 5+ years of experience in developing training module of health, education, or related fields in the formant of Video Tutorial or Infographics.
- Experience working with GOI stakeholders (PPJK,MOHA) is preferred.
- Ability to work iteratively, presenting intermediate work products and responding to evolving requests.
- Ability to conduct security and performance testing and recommend optimizations.
- Excellent English writing, communication, and reporting skills.
- Flexibility, adaptability, and resourcefulness.
