Oxfam in Timor-Leste

Oxfam has been working for positive change in Timor-Leste since 1974. Oxfam has maintained an operational in-country presence in Timor-Leste since 2000 and currently has staff present in Dili, Covalima and Oecusse.

Since 2000 the Oxfam program in Timor-Leste has transitioned from a predominately humanitarian response, to long term development, partnership and influencing programs. Oxfam in Timor-Leste works to be a catalyzer and facilitator in development processes, working to support, co-implement and collaborate with a range of partners. Thematic priorities for Oxfam in Timor-Leste in the current country strategy (2018 – 2020) focus on livelihoods, resilience (including humanitarian preparedness) and inclusive development.

Acknowledging the opportunities and challenges for Timor-Leste, Oxfam in Timor-Leste is developing a new influencing country strategy for 2021-2025. This strategy will build on Oxfam’s strengths in partnership, inclusion, gender justice, fighting against inequality and supporting citizen’s voices in decision-making.

Oxfam in Timor-Leste is committed to building local leadership as well as accountability to communities and people we work with, empowerment of marginalized groups, and inclusion of diverse voices. The Country Director will lead a team that delivers these principles.

The Role


The Country Director will be responsible for developing, managing, and representing all Oxfam’s program and operations in Timor-Leste, ensuring high levels of accountability and program impact.
Key areas of responsibility include:-
1. Providing strategic and high quality leadership to the Oxfam Timor-Leste country program and supporting the teams in developing and implementing quality programming in the campaigns/advocacy, development and humanitarian sectors.
2.   Ensuring that the management systems and processes used by the Timor-Leste team support and promote effective management of the country program.
3.   Building strong and effective working relationships with stakeholders on behalf of Oxfam in Timor-Leste, especially in country stakeholders in Government, local civil society, development agencies and the private sector
4.   Overseeing delivery of the Oxfam Country Strategy (OCS) in Timor-Leste.

What we are looking for


In order to lead and deliver Oxfam’s vision in Timor-Leste and to support our commitment to building local leadership we are currently seeking an outstanding and empowering Timorese Country Director. This leader will have demonstrable strategic and creative leadership, management and coordination skills in a network setting, a multi-cultural worldview and understand the systemic challenges and strengths of being a global organization.

Excellent communication skills, including fluency in Tetum and English are essential.
