Since 1970, DAI has worked in 150 developing and transitioning countries, providing comprehensive development solutions in areas including crisis mitigation and stability operations, democratic governance and public sector management, agriculture and agribusiness, private sector development and financial services, economics and trade, HIV/AIDS, avian influenza control, water and natural resources management, and energy and climate change. DAI, the contractor for the USAID Mitra Kunci Initiative, commenced implementation of the project in January 2017.


Background:

The Mitra Kunci Initiative is a five-year, $15 million, USAID-funded program implemented by DAI Global, LLC that will promote more inclusive economic growth by improving access to workforce and entrepreneurial skills for poor and vulnerable youth. The Mitra Kunci team will provide USAID project implementers and workforce stakeholders with technical support, connections, and platforms to help build a more robust and responsive workforce development ecosystem. In addition to management support, capacity building, and coordination, DAI’s technical assistance will include identifying, piloting, and scaling new workforce development approaches and innovations. The ultimate goal of USAID’s inclusive workforce development work is to connect 200,000 poor and vulnerable young Indonesians with learning and livelihood opportunities.

Objectives and Duties:

Essential Duties:
General Finance and Budgets:
  1. Maintain and gather project’s accounting file system from Mitra Kunci Provincial Office, ensuring all vouchers are complete;
  2. Preparing financial documents based on monthly Petty Cash Voucher, Petty Cash Logbook through copying and scanning all documents related to each transaction;
  3. Ensure all documentation for all transaction records including employee advances, petty cash voucher, and travel expense report supported with proper and completed documents and are in alignment with DAI Mitra Kunci and USAID standard policies and procedures;
  4. Facilitate financial monitoring of expenses from all clusters and assist the Provincial Project Coordinator in preparing financial overview;
  5. Provide valid, relevant and accurate financial and operating information on a timely basis to support the Provincial Project Coordinator in setting the goals, decision making and control the performance of Mitra Kunci;
  6. Support Provincial Project Coordinator in preparing budget and forecasting for operations and program activities monthly, quarterly (in line with Quarterly Financial Reporting) and annually;
  7. Coordinate with Jakarta Finance Team as needed for documentation of all expenses. 
Accounting:
  1. Under supervision of Provincial Project Coordinator, lead all aspects of financial management and accounting, including preparing and administering petty cash, preparing monthly and quarterly forecasts, etc.;
  2. Responsible for preparing monthly Cash Book and general ledger transactions to ensure accuracy and compliance of Mitra Kunci financial reports;
  3. Support Provincial Project Coordinator to ensure timely and accurate monthly financial reports are sent to Jakarta-based Finance & Administration Manager.
Internal Controls:
  1. Conduct regular visits to carry mini audit in all site offices, review accounting process, system and procedures and ensure that we fully adhere to USAID and DAI standard policies and procedures, donor intent and requirements and government regulations;
  2. Support Finance & Administration Manager to ensure smooth audit process and ensures compliance with internal and external financial, accounting, and administrative policies and procedures;
  3. Work closely with external audit and the tax consultant on taxation issues;
  4. Verify and monitor each transaction from East Java Provincial Office and make sure that fully comply with all DAI, USAID and Indonesia government rules and regulations.
Other:
  1. Support the Provincial Project Coordinator to manage the Surabaya office in close coordination with Jakarta-based with HR & Office Manager;
  2. Support procurement processes in accordance with USAID rules and regulations, and in coordination with Jakarta Procurement Specialist;
  3. Support Provincial Project Coordinator to review sub-grants, sub-grant budgets, grantee programmatic and financial reports, and grant payment documentation for accuracy and completeness, in line with DAI policies and USAID rules and regulations;
  4. Experience in at least one of the following areas will be an advantage: Disabled Persons Organization (DPO), Gender Equality and Social Inclusion (GESI) with a focus on the inclusion of persons with disabilities (PWD), Positive Youth Development (PYD).
 Other tasks relevant to fulfilling the objectives of Mitra Kunci.

Qualifications:
  1. Bachelor’s degree in finance, accounting, or other relevant studies.
  2. Has minimum ten years of experience in financial and administrative functions, including accounting, budgeting, financial management, office management, administrative assistant, etc.
  3. Experience working on USAID-funded projects is highly preferred.
  4. Understanding of USAID grants management and procurement strongly preferred.
  5. Experience in at least one of the following areas will be an advantage: Disabled Persons Organization (DPO), Gender Equality and Social Inclusion (GESI) with a focus on the inclusion of persons with disabilities (PWD), Positive Youth Development (PYD).
  6. Proven strong organizational and problem-solving skills.
  7. Fluency in written and spoken Indonesian essential; basic English proficiency an advantage.
  8. Excellent interpersonal skills, ability to communicate effectively, and good team player
  9. Computer literate and master the following software packages: Microsoft Word, Excel, Outlook and others relevant. Knowledge of accounting software preferred.

 Base of Operations:
  • This position will be based in Surabaya, Indonesia.
 Reporting:
  • Reports to Provincial Project Coordinator, close coordination with HR & Office Manager and Finance and Administration Manager in Jakarta for daily operations.
