Vacancy at the Royal Norwegian Embassy: Project Manager - Climate and Forest Team

 

The Royal Norwegian Embassy in Jakarta is currently looking to fill 1 vacancy in the Climate and Forest team. We are seeking a dynamic, articulated and accomplished individual to fill the following position:

PROJECT MANAGER

for analysis and reporting, portfolio development, and grant management

(fixed 2-year contract)

The Climate and Forest team currently consists of 5 people and operates on a political mandate from Norway’s International Climate and Forest Initiative (NICFI) in Oslo. It is based at the Embassy, and is also part of the Norwegian Foreign Service, with a worldwide network of more than 99 missions representing Norwegian political, economic, development, immigration and consular interests.  The Royal Norwegian Embassy in Jakarta covers the relations between Norway and Indonesia, Timor-Leste and ASEAN. The Embassy has 9 diplomatic staff, and 16 locally employed staff members.

Norway’s International Climate and Forest Initiative was established in 2008 with the aim of reducing emissions from deforestation and forest degradation in tropical forest countries. NICFI has established bilateral partnerships with 9 countries around the world, and the program in Indonesia is the second largest in terms of financial commitments and number of focus areas. NICFI works with governments, civil society and the private sector to promote forest friendly economic growth through policy interventions, investments on the ground and by creating incentives and public awareness. NICFI is part of the Norwegian Ministry of Climate and Environment and works bilaterally through Norway’s foreign missions in our partner countries. The bilateral climate and forest partnership with the Government of Indonesia recently moved to the results-based phase of REDD+.

The Project Manager will be assigned to a portfolio with their own responsibilities and is expected to contribute to implementing NICFI’s strategic approach.  The tasks will include liaising and networking with partners in selected geographic and thematic areas, producing analysis and reports on key developments related to climate and forests, planning and preparing meetings, workshops and visits, as well as providing solid support on grant management. The selected candidate is expected to provide leadership on her/his area of work, be a self-starter and stay closely connected to partners and developments on the ground. A more detailed work description will be developed as the portfolio grows, and she/he must be prepared for future adjustments of the project/program portfolio. She/he must be prepared for some travelling in the field.

The Embassy offers a good working environment, the opportunity to work largely independently and results-based, and a competitive salary package. During the current COVID-situation, significant time working from home must be expected. This requires a very high level of work ethic and independence. A certain amount of working (compensated) overtime will be expected. As long as the pandemic is ongoing, work related travelling will be strictly limited.

Required Knowledge, Skills and Abilities:

  • Documented knowledge, practical experience, and professional networks from climate change work in Indonesia. Knowledge and experience from forestry, sustainable land management, natural resource management and/or agriculture will be an advantage.
  • Demonstrated analytical skills in assessing policies, strategies, programs, documents and reports, as well the ability to present concise and informative summaries.
  • Interest in, and proven ability to follow, international, Norwegian and Indonesian developments in his/her area of work, and to keep colleagues at the Embassy informed of such developments.
  • Documented ability to work independently, in a planned and organized manner, and to meet deadlines under demanding conditions.
  • Ability to take initiative and to tackle challenges with a solution-oriented approach
  • Readiness to take on new tasks and areas of responsibility, if and when required.
  • Demonstrated ability to closely follow up contractual arrangements for support to the Government and to Civil Society Organizations through precise and thorough assessments of progress reports and financial reports.
  • Good interpersonal skills and ability to work within a team consisting of both Indonesian and Norwegian staff.
  •  Oral and written fluency in both Bahasa Indonesia and English is a requirement. Language skills will be tested during the selection process.
  • Computer literacy in Microsoft Office (Word, Excel, Outlook, Explorer) is a requirement.
  • Communications and/or social media skills is an advantage

Education and experience

  • Higher University degree in relevant disciplines for the positions
  • Work experience in project/program management and development cooperation related to forestry, environment and/or climate change
  • Experience from work with government institutions at national, provincial and/or local level
  • Work experience in private sector engagement and/or sustainable palm oil is an advantage
