Provision of Tuberculosis (TB) e-Learning Modules for Private Sector Providers


Tuberculosis (TB) is a major public health problem in Indonesia, a high burden country with an estimated 842,000 cases each year, with many of those “missing” due to both under diagnosis and under-notification. Based on the 2016-2017 Inventory Study, 41% of TB cases are diagnosed, but remain unnotified to the national TB program (NTP). The estimated level of under-reporting based on provider group was highest in private GPs and clinics (96% of them didn’t report cases) and hospitals (64% of them didn’t report cases).  

One of the challenges of TB control in Indonesia is private sector engagement. Even though 74% of patients choose private providers as their first option to seek care, to date the private sector notifies 18% of all TB cases in the country. To improve private sector engagement and contribution in TB care, USAID Tuberculosis in the Private Sector activity (TBPS) supports the Ministry of Health to develop a model of engagement that is scalable, sustainable, and appropriate to the Indonesian context.

Improved engagement of the private sector in diagnosis, notification, and successful treatment of TB will require a change in current practices. This includes the provision of adequate and standardized training which is available and accessible to the private sector. The current mandated training curriculum from the NTP requires a minimum of 5 days of face-to-face training, which limits private health providers engagement due to concerns of time constraints, and lack of flexibility. Traditionally, these trainings primarily cater to public sector providers, while private providers lack easy access. The National TB Program (NTP) plans to introduce an accessible, user-friendly approaches to capacity building to enable a more diverse audience. Thus, the NTP and USAID TBPS will engage a technically competent agency to develop a robust e-learning content that will enable training by self or through an instructor. The e-learning will become the primary learning material to provide capacity building modality for targeted health providers. The developed materials will be uploaded to the Badan Pengembangan dan Pemberdayaan Sumber Daya Manusia Kesehatan (BPPSDMK) e-Learning Management System.

This request for proposal seeks a agency/supplier to transform the technical content into high quality e-learning course material using their expertise. The materials developed should be engaging to learners, support knowledge improvement, promote interest and incorporate any type of media and web content.
