GIZ Indonesia for the ASEAN Municipal Solid Waste Management Enhancement (AMUSE) Project: Waste Management Advisor

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. The ASEAN region is one of the fastest growing regions in the world with high population growth and rapid urbanisation. Cities and municipalities lack the resources and capacity to ensure clean air and land, as well as basic supplies in the water, waste and energy sectors, although these areas are the key to a good quality urban environment and services of general interest. In 2016, the volume of waste generated in Southeast Asia reached around 150 million tonnes and is one of the big challenges and critical problems the region is facing.



Cities and municipalities, particularly in the less developed and more rural ASEAN Member States (AMS), face considerable difficulties in ensuring basic waste management services for their citizens. Against this background, the ASEAN Municipal Solid Waste Management Enhancement (AMUSE) was initiated. The project is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the ASEAN Secretariat (ASEC).

The project aims to contribute to an improved environmental quality in medium-sized cities in the ASEAN region through strengthening the competences for optimizing waste disposal and recycling in small and medium-sized tourist cities. This project will particularly provide service packages in Vietnam, Laos, Cambodia and Thailand. The project is under the purview of the ASEAN Senior Officials on the Environment (ASOEN) and overseen by its relevant ASEAN Working Groups. Based at the ASEAN Secretariat in Jakarta, Indonesia, the AMUSE project is looking for a Technical Expert who shall in close coordination with ASEC support and coordinate the project implementation with technical knowledge.

GIZ seeks a qualified Indonesian candidate for one (1) position of:

                                                                                             Waste Management Advisor

A.      Responsibilities

•       Provide advisory to AMS through the relevant working groups on the establishment and further development of opportunities and platforms for the exchange of experiences and knowledge transfer as well as develop capacity development measure
•       Support the Principal Advisor in promoting greater integration and participation of the private sector, especially the tourism sector, in joint approaches to solutions at national and local level;
•       Supporting development and implementing approaches to a circular economy (e.g., separate collection, recycling) in four pilot cities in the four AMUSE implementing countries with the participation of the private sector.
•       Coordinate the collection, documentation, and analysis of information with regards to the project strategy and implementation
•       Liaise and cooperate with the AMUSE Cambodia, Thailand, Laos and Vietnam country coordinators and their partners, as well as ASEC.

B.      Tasks
1.      Coordination tasks
•       Coordinating, supporting, and advising the implementation of the regional component of the AMUSE project, including the policy development and public outreach campaigns at regional level.
•       Supervising the design, preparation, and organization of technical workshops as well as high-level events (in-person and virtual) and other activities on waste prevention and management as well as sustainable (plastics) value chains and the reduction of waste leakage from land-based sources
•       Coordinating the knowledge management as well as monitoring and evaluation of project impacts on component level as well as contributions on a national and regional level
•       Coordinating the preparation of appropriate input, confirmation of data for various project reports including annual reports and contributing to the other reports required by GIZ Head Office

2.      Advisory tasks
•       Supporting the inception phase of AMUSE, including operational planning process and other related activities
•       Preparing of Terms of Reference (ToR) and other tender documents, selection and management of national and international short-term expert as well as quality assurance of the work results
•       Advisory services in the field of waste management, circular economy, waste prevention, policy development, and organizational development
•       Consulting, coordinating, and implementing strategies and activities with the government, private institutions, academic actors, as well as other relevant Development Partners and NGOs and related GIZ implemented projects to ensure synergies
•       Providing inputs/review & backstopping of policy papers and research studies developed in the frame of project context

3.      Networking and cooperation tasks
•       Moderation and facilitation of dialogue events (workshops, conferences) with the ASEAN Working Groups
•       Ensuring communication and coordination with the subcontracted consulting firms as well as the regional project team
•       Representing the project and GIZ implemented activities on Circular Economy, Waste Management, as well as Environment and Climate protection in meetings, workshops, and conferences

4.      Other related tasks
•       Preparing of reports and presentation documents
•       Contributing to GIZ Indonesia internal coordination/knowledge management structures, relevant working groups, team meetings, country planning, etc.
•       Performing other project related tasks as assigned by the Principal Advisor in Jakarta.


C.      Required qualifications, competences and experience
Qualifications
•       University degree (MA /MSc or higher) or comparable qualification from a certified institution in environmental engineering, environmental management, circular economy or any related environmental degree;

 Professional experience
•       At least 7 years of working experience, of which 4+ years expertise in the technical field (Circular economy, waste management, policy development)
•       Familiarity with ASEAN context and regional frameworks/strategies for marine litter reduction is preferred

Other knowledge, additional competences
•       Good analytical skills as well as excellent organisational skills; efficiency, accuracy, and high-quality delivery of all work-related output; results and performance orientation
•       High work ethics, reliability and self-motivation, proactivity, and ability to handle multiple simultaneous assignments with competing priorities under the condition of tight time schedules and fixed deadlines, attention for details
•       Good communication skills and intercultural competences, confident dealing with high-ranking (government) representatives of the regional, national and local partners
•       Well-developed skills in people’s management as well as financial and organizational skills
•       Excellent interpersonal skills, ability to work in a team, social competence
•       Very good working knowledge of IT and communication technologies and relevant computer applications (e.g. MS Office)
•       Readiness for travel to project countries (Cambodia, Thailand, Laos and Vietnam)
•       Fluency in Indonesian and English (written and spoken) is required; German language knowledge is considered an advantage
