ChildFund International : Videographer consultant - Video Documentation Out Of School Children Project


PURPOSE:

This ToR will outline the responsibilites of a Consultant to design, produce, edit and deliver video documentation and documentary video of out Of School Children Project by ChildFund, UNICEF and CITAMADANI.

 

 

BACKGROUND:

ABOUT CHILDFUND INDONESIA

ChildFund has been in Indonesia since 1958, with MoU in 1973 with Ministry of Social Affairs. ChildFund Indonesia is currently working with 14 partners at grass root level throughout 8 provinces, by providing technical assistance and financial support to ensure the improvement of conditions, not just on child-by-child basis but all children within the family, community and state. In total, to date ChildFund in Indonesia with partners are working in 188 villages, across 32 districts of 8 provinces in Indonesia, (South Sumatera, Lampung, Banten, West Java, Jakarta, Central Java, Yogyakarta, and East Nusa Tenggara) approximately 27% of Indonesia’s provinces ChildFund Indonesia project beneficiaries totaling to approximately 3 million children and family are benefited from the program.

 

We tailor our interventions to the very different developmental tasks and needs of children as they progress from infancy through young adulthood. We pursue systems change that improves conditions not just child-by-child but for all children within a community and nationally. Pursuant to our objectives, we are engaging with communities, local and national Government and ministries in the sector of Child Protection, Education, Health, Emergency Response, Adaptation & Risk Reduction, Food Security, Economic Development, Gender Mainstreaming, ChildFund Indonesia directly assists and provides programmatic benefits to children and families across its working areas.

 

ChildFund Indonesia works in partnership with community based organizations throughout Indonesia to suppport children and youth who are Deprived, Excluded and Vulnerable (DEV) so that they can improve their lives and become young adults, parents and leaders who will bring lasting and positive change in their communities.

 

To 0 5 years old children, we aim to ensure healthy and secure infants.

 

We know a healthy and secure infant has better chances in life. For this reason, we promote programs that offer Nutrition and care during the prenatal period and early years; Protection against potentially life threatening childhood illnesses; Opportunities to develop and learn through play and exploration; and promoting stronger relations with the adults who care for them. In achieving these, we implement:

 

·       Improvement of health services for the mothers and the under fives (maternal and child health program).

·       Strengthening the quality of Early Childhood Development services for children under 6.

·       Quality improvement of nutrition services for children under 6.

·       Quality health services for children under 6.

·       Exclusive breastfeeding information dissemination and outreach.


·       Parenting program to strengthen Early Childhood Development, through developing PCP/Parent- Children Playgroup and supporting the development of Early Childhood Education and Development/PAUD.

 

To 6 14 years old, we aim to ensure educated and confident early adolescent.

 

We support children as they grow and develop by promoting programs that offer Knowledge and life skills in schools, at home and in the community; Foundations to build lifelong learning and confidence; Interaction with other children, family and community members to develop social skills.

 

In achieving these, we implement:

 

·       Establishment of Child Forum to engage children in developing their potential and talents (Study Club, English Club, Art and Dancing Club, Choirs Club, Sport Club)

·       Social and Financial literacy through school and child forum

·       Life Skills Education through school and Child Forum

·       Mobile library

·       Parenting Program

·       Child Friendly School

·       Safe schools

To 16-24 years old, we aim to ensure a skilled and involved youth.

 

We assist youth with the critical transition to adulthood by promoting programs that offer Training to acquire the skills needed to enter workforce and meet the challenges of adulthood; Skills training to help youth understand and express emotions in ways that foster safe and fulfilling relationships; Enhanced social and leadership skills training so youth can become meaningfully involved in the betterment of their communities. ChildFund Indonesia also seeks to strengthen the ability of families to care for and protect their children, while helping communities to better support families. In achieving these, we implement:

 

·       Providing life skills training, peer education and peer support in form of youth forums.

·       Promoting youth participation at village decision making and encourage youth active participation and involvement at village planning process

·       Providing access and knowledge on Reproductive Health to youth in our working areas

·       Providing access to role models for youth to learn best practices and lessons learned from successful young adults

·       Providing access and materials in form of trainings and group discussions to support youth work readiness in enabling youth to access and compete in job market and in starting up business.

 

Child protection is a central thread that binds and cuts across ChildFund Indonesia programming and embedded in the programming within each life stages, with ultimate goal to ensure, as part of civil society, that children are free from violence and exploitation. We are focusing our effort in reducing children’s vulnerability to violence and exploitation through a community based child protection mechanism, built through a bottom up process, and in partnership with children, community,


schools, government and other stakeholders including business partners to create protective environment for children.

 

We are addressing the needs for Adaptation & Risk Reduction(ARR) for children according to their life stages. For early age 05, We implement Early Childhood and Family based ARR, targeting community and government institutions at village level, addressing issues of hazard preparedness and early warning, risk mapping, advocacy, emergency response, protection, ensuring livelihood resilience and its diversification. Advancing to children aged 6-14, we implement Child centered ARR programming, targeting parents and caregivers particularly at community and school level, addressing issues on children’s vulnerability, exclusion, participation, and emergency response. For adolescent aged 15 – 24, we implement a Youth led ARR programming, targeting Youth Forum and groups, Village and District Disaster Management Agency, aiming to address Youth participation, exclusion, vulnerability, community preparedness, emergency response, climate change adaptation, and skills training for youth livelihood development.

 

ChildFund Indonesia also works to promote societies whose individuals and institutions participate in valuing, protecting, and advancing the worth and rights of children

 

OUT OF SCHOOL CHILDREN

Nationwide rapid response monitoring of the situation of OOSC in the context of COVID19, led by UNICEF, indicates the number of OOSC is increasing; and 3 out of 4 children enrolled in school have at least one risk factor that could lead them to drop-out of school. This increase is largely due to the immense social-economic impact of COVID19 on households, families had no choice but to prioritize food over education in many cases. Children also faced lack of access to internet, no devices to access school materials etc. during the pandemic. Additionally, budget commitments for child development programs (Life Skills Education) at the district level are low. For the above-mentioned villages, only 50% of the local government allocated village funds for youth and adolescent empowerment programs (YACINTA 2022). These challenges are among the causes for the Indonesian government not to realize it’s universal 12-years of compulsory education policy.

 

The programme will address OOSC issues through implementation of the Community-Based Development Information System (CBDIS) or Sistem Informasi Pembangunan Berbasis Masyarakat (SIPBM) which will strengthen the capacity of local governments to conduct community-based mapping to identify OOSC and their barriers to access education services. The programme will equip young people with skills to become active citizens in their communities, with the Adolescent Kit as a tool to do so.

 

OUTPUTS, OBJECTIVES, AND TARGET AUDIENCE

Output of this assignment:

A.      One documentary video feature of approximately 10 minutes in duration (short video documentary feature). The short documentary video will broadly capture the implementation to tackle issue Out Of School Children Program, from approaches to implementation

B.       Samples of success stories and best practices of children who benefited from the program

C.       One short version of the above documentary feature (approx 4-5 minutes in duration) that will broadly capture the implementation adolescent circle as will be described further.


D.      One documentary video feature that will compile interviews of the project’s stakeholders

(village leaders, parents, facilitators, government)

 

Objective of the video:

·       Issue Awareness: to convince target audience that it is very important to build capacity of government and village authority and using Community Base Data Information System for the village development plan in regard Out Of School Children.

·       Brand Awareness: to convince target audience that the Adolescent Circle is unique and significantly important as an approach to build the core competency of adolescent in school or for non-formal education

SCOPE OF WORK

A.      The selected individuals or group of individuals will conduct the following:

1.       Prepares Story outline and story board for each videos

2.       Prepares a detailed project management plan for the entire production process, including:

a.       Detailed production schedule and timetable

b.       Detailed cost estimate through to final deliverables

c.       An expanded creative approach, including a developed treatment, preliminary shooting schedule and outline shot list

d.       Other information, such as a research and interview list, on-screen talent needs, stock footage approach and search plan

e.       Developed music and sound approach

f.        Rights information

3.       Shoot new footage as required in reference to the outline, key points and key shots which will be produced by the consultant in partnership and with input from ChildFund Indonesia’s assigned representative, the Communications Specialist

4.       Acquire proper rights clearances for use of all archival and sourced material, if applicable

5.       Script and produce soundtracks, voiceovers, subtitles and graphics, if applicable and as appropriate

6.       Final editing and production

 

B.       Locations

Filming of additional footage and interview will be taken at locations within the jurisdiction of the Republic of Indonesia. It is anticipated that these will include Kabupaten Kupang and Kabupaten Timor Tengah Selatan of NTT Province.


C.       ChildFund Indonesia expects all videos will have professional-grade production features including, but not limited to, the following components where appropriate:

o   Wide and tight shots, including focus on details;

o   Narration through an entire scene or sequence as appropriate;

o   Voice-over at key moments as appropriate;

o   Short interviews; and Screen cues.

D.      Final delivery:

o   Videos Feature

o   Copies of all materials in Audio Video Interleave (AVI) or in original format

o   Master production files

o   Rights documentation

 

During the production process, ChildFund Indonesia will cover (a.) Transport as appropriate, from point of departure to footage shooting location, and from footage shooting location back to point of departure, (b.) Accommodation during travel for production

 

DELIVERABLES

GENERAL REQUIREMENTS

·       It is understood and agreed that the prospective contractor/videographers claims no proprietary rights to the ideas and written materials contained in or attached to the proposal submitted.

·       ChildFund International in Indonesia is not responsible for any costs incurred prior to the effective date of the awarded contract.

·       It is not expected that the selected videographer will be required to make an oral presentation, unless proposal clarification is needed.

·       Selection will depend on meeting the project requirements at the best value for the project.

QUALIFICATIONS

It is expected that the videographer/ team of videographers will be competent professional individuals within the journalistic video and television community, organizations within the public relations, press, media and other communications sector experience preferably with Indonesian experience.
