Vacancy Announcement "Socio-economic Specialist"

The Wildlife Conservation Society-Indonesia Program (WCS-IP) has grown significantly over the last few decades and has contributed to supporting the Indonesian Government, particularly the Ministry of Environment and Forestry (KLHK) in conserving Indonesia's biodiversity. WCS-IP currently has a program that focuses on landscape/seascape conservation, species conservation actions, and local community engagement.



The WCS Indonesia Program (WCS-IP) is structured under five core thematic programs: Forests; Marine; Wildlife Trade & Policy; One Health; and Rights & Communities. The WCS Indonesia Marine Program focuses on the establishment and effective management of MPAs and development of sustainable marine resource use, as interlinked strategies to secure and manage Indonesia’s coastal marine resources. MPAs benefit both biodiversity and marine resource use management by protecting habitats and protecting breeding populations of important marine organisms.

To achieve our overall goal of saving wildlife and wild places, WCS-IP is currently seeking qualified candidates for the position of Socio Economic Specialist. The roles of the Socio Economic Specialist are to i) Lead socioeconomic studies and its data management within the WCS Indonesia Marine Program; ii) Provide technical assistance in the management and oversee the development and measured growth of the WCS Indonesia Marine Program work on gender equity and social inclusion (GESI). The Socio Economic Specialist will have a primary reporting line to the Marine Science Unit Manager.
TASKS AND RESPONSIBILITIES

Environmental Social Science-Based Approach

    Provide input and advice related to the development of socioeconomic strategies and approaches under the WCS Indonesia Marine Program.
    Lead the design of all Marine Program socioeconomic survey approaches and methodologies in coordination with senior program staff and field coordinators.
    Lead Marine Program socioeconomic teams (including field teams) in the design and implementation of socioeconomic monitoring and evaluation assessments including improving and maintaining the socioeconomic database system.
    Support data analysis and interpretation for presentations and publications on the WCS-IP rights-based approach to conservation interventions.
    Provide supervisory support related to socioeconomic research to the staff and students of WCS-IP’s Research Fellowship Program, alongside other staff of the WCS-IP Science Unit.
    Work with the Marine Science Unit team, Project Coordination Unit (PCU), site teams, and other staff to provide guidance on the design and implementation of socioeconomic data collection and program evaluation.
    Support the research permit process, obtain WCS’s Insitutional Review Board (IRB) approvals, and ensure that ES activities adhere to the requirements under the IRB as required for ES activities within the WCS-IP Marine Program.

Gender Equity and Social Inclusion

    Provide technical assistance for the development and implementation of several GESI pilot projects and support documentation of the GESI lessons learned within the WCS Indonesia Marine Program.

Knowledge Management, Outreach and Capacity Building

    Review and submit activity reports and assist the Marine Science Unit Manager in preparing project narrative/progress reports, as required by donors and/or stakeholders. Support the organization of donor, government, and consultant visits to project sites, such as evaluation missions, and accompany them in the field, as needed.
    Assist with documenting lessons learned from project implementation and the identification of, and where needed initiate, technical assistance required for WCS-IP in using its leverage through partnering with MoEF and other organisations to introduce social safeguard instruments based on socio-economic interventions, to strengthen seascape activities and initiatives that engage rural communities.

DELIVERABLES

The Socio Economic Specialist will be responsible for producing the following deliverables:

    Develop tools and undertake socioeconomic monitoring (including Behaviour Change Communication survey) in WCS Indonesia Marine Program sites

• Coordinate with ES scientist – Rights & Communities Program, in assisting WCS staff in online facilitation and the use of the Participatory Narrative Inquiry (PNI) approach and online collaboration tools. Using PNI and other online facilitation approaches; conduct internal workshops with WCS staff; explore experiences of gender, diversity, and social inclusion and create strategies. The approach will be used to develop a diversity strategic plan that outlines gender and social inclusion-related issues, identifies strategies to improve social inclusion, and presents recommendations on how to operationalize within WCS operations.
• Coordinate with ES scientist – Rights & Communities Program in Gender Equity and Social Inclusion concept note; and targeting gender equity and social inclusion projects
JOB REQUIREMENTS
QUALIFICATIONS

The post holder should have a postgraduate qualification in social sciences and/or a related discipline.
EXPERIENCE

    Strong background in social science, monitoring and protected area management, including policy analysis and developing appropriate interventions.
    Proven ability to design, conduct, analyses and write-up socio-economic research programs, such as social studies, economic feasibility assessments, or assessments of the effectiveness of conservation interventions.
    At least 3 years working experience in social science, and project related to gender equity and social inclusion.
    Proven track record of program management, including project development, implementation and backstopping, staff supervision and budget oversight.

COMPETENCIES

    Strong managerial capacities, as well as strategic technical and intellectual skills in conservation and protected area management.
    Leadership, results-orientation, team-building.
    Strong facilitation, coordination, networking and negotiation skills.
    Good analytical and planning skills; ability to set forecasts and refine/review them in the light of experience and further analysis.
    Strong sense for innovation and new approaches to conservation.
    Decisiveness and independence.
    Good judgement, ability to work under pressure.
    Ability to maintain financial and technical control of projects in the field.
    Good report writing and presentation skills.
    Excellent interpersonal and communication skills.
    MS Office, as well as database and other analytical software.
    Excellent writing skills in both English and Bahasa Indonesia.
