Consulting Services - Individual Consultant (2 position) REQUEST FOR EXPRESSIONS OF INTEREST 


The Government of the Republic of Indonesia has received loan from the World  Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as  Assistant Coordinator - Project Management Office (PMO) Spatial Data  Improvement. 

2 (two) Assistant Coordinators - Project Management Office (PMO) Spatial Data  Improvement will be hired to work with the Coordinator conduct Pilot Project to  improve the quality of spatial data in village/kelurahan units, involving the  District Land Office (Kantor Pertanahan / Kantah), Provincial Land Office (Kantor  Wilayah / Kanwil), and Directorate of Cadastral Measurement and Mapping. The  goal is to improve the quality of spatial data, to build a complete  village/kelurahan in accordance with field facts, and to obtain an Standard  Operating Procedures (SOP) to improve data quality as reference material in  subsequent implementation.  

The assignment will be full-time work and the selected specialist will be  contracted until the end of October 2023, with a probation period in the first 3 (three) months and will be extended based on a performance review. The  assignment is expected to start as soon as possible

Assistant Coordinator - Project Management Office (PMO) Spatial Data  Improvement will work together with the Coordinator, Directorate of Cadastral  Measurement and Mapping, Ministry of ATR/BPN, Directorate General of Land  and Spatial Survey and Mapping, Pusdatin, and the PMU Team of One Map  Project in dealing with operational, coordination, administrative, including but  not limited to: 

a) Assist the coordinator on developing and conceptualizing business processes  including but not limited to the scope of Spatial Data Improvement work, as  well the Standard Operating Procedure (SOP). Synthesize analysis  results/recommendations from each Individual Consultant/Specialist; 

b) Assist the coordinator on managing the entire Spatial Data Improvement  process starting from the planning, preparation, transaction, development  (monitoring and evaluation) stages; 

c) Perform analysis needed to support Spatial Data Improvement work, including  but not limited to strategic planning, methodology, monitoring, finance, risk  management, technology development; 

d) Assist the coordinator on establishing guidelines and standards for project  success, including but not limited to technical aspects, Standard Level  Agreement (SLA), etc.;

e) Assist the coordinator on developing a technical methodology to ensure that  Spatial Data Improvement activities deliver the expected results; f) Provide capacity building to ATR/BPN employees. 

The Consultant will be engaged for time based assignment (eight hours per day  during working week). The selected Consultant is expected to be contracted as  soon as possible. 

The Consultant shall have the following minimum qualifications and experience:

1. Bachelor’s degree from reputable university in any disciplines;

2. Understanding Complete Systematic Land Registration (Pendaftaran Tanah Sistematis Lengkap - PTSL), while knowledge in Geographical Information  System (GIS) would be an advantage; 

3. Minimum 3 years of experience of practice in the ATR/BPN or Government  projects, development area, or private commercial practice (particularly land,  spatial, or IT-related projects); 

4. Experience in working with the ATR/BPN or Government agencies, rural  communities, and NGOs and experience in working for Government-funded  projects or World Bank/international agencies/other multilateral agencies – funded projects; 

5. Mastering spatial analysis applications (AutoCAD, ArcGIS) 

6. Experience in database and MS Excel; 

7. Very good command of spoken and written Bahasa Indonesia and English;

8. Willing to work long hours and travel to project sites and able to work  independentlyunder minimum supervision; 

9. Good communication skills and ability to work in a team; 

Interested consultant must provide information indicating that they are qualified to perform the services (CV, References, Salary History, etc.). The selected candidates  will follow the process of interview and written tests.  

The consultant will be selected in accordance with the procedures set out in the  World Bank’s Procurement Regulation for IPF Borrower (fourth edition November  2020).
