BPJS-K Regional Advisor

 

Project Overview and Role:

 

CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.

 

The CATALYZE “Improved Social Protection and Economic Empowerment of Women in Asia” activity focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS-K, and private partners, CATALYZE will support BPJS-K to promote female informal sector workers’ enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE is collaborating with BPJS-K to co-create innovative interventions with the private sector that align with current BPJS-K objectives to address challenges to JKN enrolment.

 

To support this ongoing collaboration and coordination between CATALYZE and BPJS-K, the project is seeking to hire a Technical Advisor on a consultancy basis to develop the program design based on technical input from BPJS-K and the private sector, and work with CATALYZE team to develop the necessary project documents to gain approvals from BPJS-K and USAID to implement the program.

 

Primary Duties and Responsibilities:

 

The consultant will support both BPJS-K and CATALYZE. Consultant will report to CATALYZE Indonesia Team Lead based in Washington, DC. He/she will work closely with remotely based CATALYZE team in DC and Technical Advisor Consultant, and will be supported by a Jakarta-based Program Assistant to successfully complete the assignment. The Consultant will be engaging the Research and Innovations Unit (Risnov) within BPJS-K as primary focal point, while also coordinating with other relevant units as appropriate to the program design finalization process. This assignment is expected to last 2-3 months to undertake the following tasks and functions. The anticipated level of effort is up to 30 days.

 

The project is currently co-creating this design in partnership with BPJS-K, other government entities, and the private sector. The primary purpose of this role is to support the finalization of the project design process, specifically by leading the outreach to BPJS-K units to ensure their buy-in to the program. Successful project design process by the Regional Advisor involves drawing out insights from the units, incorporating their feedback as applicable, at the same time negotiating design elements to fit project requirements, best practices, and restrictions.

 

This individual will provide support in the following responsibilities:

  • Support Risnov in bringing the broader BPJS-K units on board, such as by actively identifying and reaching out to relevant units, organizing and leading meetings to present the partnership design, and providing technical context to support the program design.
  • Map out legal and regulatory policies that may be relevant to the proposed interventions and may influence program implementation.
  • Facilitate the finalization of the intervention design, including implementation model and monitoring and evaluation framework, by providing BPJS-K norms and practices to reference in the framework, as well as by gathering feedback from BPJS-K units on their preferences on the framework, and effectively facilitating the BPJS-K units to buy-in to the frameworks developed through this consultative process.
  • Assess the technical capacity and assistance necessary within BPJS-K and across partners to ensure successful implementation of the project, and inform a short report.
  • Facilitate meetings and information gathering to support USAID/ CATALYZE project to put institutional agreement in place with BPJS-K to enable CATALYZE project implementation.
  • Provide routine communication and coordination of CATALYZE activities with BPJS-K.
  • Other assignment as assigned to support CATALYZE program design process

 

The Consultant will receive guidance, tools, and technical support from CATALYZE Washington DC to be able to expediently complete tasks at high quality.

 

With CATALYZE staff: Participate in weekly check-ins to facilitate movement within activity.
With BPJS-K: Report weekly to BPJS-K supervisors with progress updates and inputs on key tasks to advance the program design process

 

Key Competencies Required:

 

  • Technical
    • Good understanding of BPJS-K at central and national levels
    • Demonstrated experience with health insurance, health financing or economics, monitoring and evaluation, and program design
  • Partnerships
    • Good networking, team building, organizational, and communication skills
    • Demonstrates openness to change and ability to manage complexities
  • Communication
    • Good interpersonal skills and ability to communicate effectively with various stakeholders
    • Ability to communicate effectively with and relate to people of different cultures, demonstrating an ability to see issues from other perspectives
    • Excellent writing skills

 

 Required Qualifications:

 

  • Minimum of 10 years of relevant working experience in health insurance, health finance and economics, particularly in social protection and health issues
  • Master’s degree in health financing, economics, or relevant field; PhD preferred
  • Deep knowledge of BPJS-K’s organizational structures, priorities, and processes
  • Past work experience working at or with BPJS-K required
  • Demonstrated experience in program design and implementation, including monitoring and evaluation
  • Meeting and workshop facilitation experience required
  • Experience working with donor agencies, other multilateral organizations, commercial private sector, or civil society organization preferred
  • Good knowledge of social protection and health policies
  • Fluency in Bahasa, basic English proficiency
