GGGI Indonesia: Senior Associate, Sustainable Mobility

The  Senior Associate is to support the implementation of the Project in Bali Province. Reporting to the Expert of Sustainable Mobility, he/she will support the project team mainly with administrative tasks compliant to GGGI’s project management procedures and national regulatory framework, including project budget monitoring, procurement, and foreign worker document management. Additionally, he/she will support data collection activities including data processing, analysis and report writing to ensure the delivery of outputs and support policy engagement related to sustainable transportation and electric mobility in Bali.



PURPOSE
The primary role of the Senior Associate is to support the project team in the timely delivery and safeguarding the consistent quality of outputs and activities of the Project under the Green Growth Program in Indonesia. The Senior Associate supports the Project team in ensuring process integrity in program operation and specific project and output delivery, fully meeting established institutional policies, standards and donor requirements across budget execution, procurement & human resource processes implementation and other operational functions.

ENGAGEMENT
The Senior Associate will work as a part of GGGI’s Country Program. At the project site, he/she will work in close collaboration with the Bali Provincial Government and relevant city/district agencies, universities, and other local stakeholders.  

The E-mobility Senior Associate will conduct the following tasks, among others:

  • Build and maintain relationship with local government agencies, both provincial and municipal, and other stakeholders including universities, NGOs, and the private sector to ensure buy-in for smooth project delivery.
  • Conduct policy engagement with local stakeholders to ensure project delivery aligns with local priorities and answers local needs.
  • Support the identification of potential collaborations with local stakeholders to build a pipeline of priority projects that will accelerate the implementation of EV in the province.
  • Support the engagement with other development partners in target area in similar issues to ensure complementarity between initiatives and avoid overlaps/redundancies.
  • Establish and maintain communication with national and local authorities governing the management of foreign workers for this specific Project.

DELIVERY
  • Ensure the delivery of administrative tasks supporting the overall operations of the Project. This includes supporting the Expert of Sustainable Mobility in monitoring the project budget; procurement of goods, services, and consultants; and other required administrative tasks in the field.
  • Support the procurement and transfer of asset, namely the electric buses and supporting infrastructures, based on the results of technical studies. These shall be compliant to relevant national regulatory framework, including asset procurement, transfer, and technical specifications.
  • Liaise with the Communications Team in Jakarta to develop communication materials extracted from activities in the field for GGGI’s documentation and to be disseminated to the wider audience.
  • Liaise with the Monitoring and Evaluation Team in Jakarta to ensure that both GGGI and Donor’s mid-term and end-of-project reporting mechanism is smoothly implemented. This includes gathering and providing necessary documents and information related to the Project.
  • Liaise with relevant national and local authorities governing foreign expert management to ensure that procedures for such workers involved in the Project are compliant to the national labor regulatory framework.
  • Manage knowledge database and documentation related to the Project in coordination with the Communications Team, Monitoring and Evaluation Team, and other relevant Staffs in Jakarta.
  • Support in reviewing relevant development partners’ project documents to ensure complementarity between initiatives and avoid overlaps/redundancies.
  • Support the delivery of policy advisory outputs under the Project through activities such as analysis of the regulatory landscape and institutional arrangement of EV, and review of relevant EV development roadmap.
  • Support the project team with necessary on-site surveys for outputs leading to the piloting of electric buses and supporting infrastructures.
  • Support the development of capacity-building, based on prior needs assessment, to support EV implementation in Bali. This includes activities such as designing educational materials and organizing EV-related fora targeting national and subnational stakeholders.

QUALIFICATIONS
  • Advanced degree in issues related to sustainable development is seen as an asset.
  • 4 years of professional experience related to sustainable urban development issues. Basic knowledge in the sustainable transportation sector and its gender and social inclusion aspect in Indonesian context are seen as an asset.
  • Experience in working with the government (national and subnational level) and non-government counterparts on a day-to-day basis in Indonesia is essential.
  • Knowledge of asset procurement and transfer compliant to the relevant national asset procurement, transfer, and technical specification regulatory framework is an asset.
  • Fluency in English and Bahasa Indonesia for reporting and presentations are essential. Deep knowledge and understanding of socio-economic aspect and ability to converse in local dialects of the target area are seen asset.
  • Willingness to relocate to Bali for the duration of the Project, with possible occasional travels to Jakarta.

  • Experience in project management, in particular budget management and procurement aspects.
  • Experience in research and analysis to support project implementation.

  • Excellent multi-cultural literacy and interest in being a part of an international team working in an evolving and entrepreneurial environment.
  • Excellent communication (both written and oral) and facilitation skills.
