IT Manager - MCAI-II based in Jakarta

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. 

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

On behalf of MCA-Indonesia II, we are seeking talented, highly qualified, and experienced Individual Consultant to take part in these interesting and challenging consulting services as:

IT Manager

I.                    Position Objective

The Information Technology (IT) Manager will provide technical support and lead a team of technicians in the development and maintenance of an Information Technology system to support the business applications and IT communications requirements of the Millennium Challenge Account (MCA) office.

The IT Manager will manage the implementation of an IT Infrastructure and will develop a team to support and extend the system. This includes applying technical expertise and coordination with pre-selected vendors to implement the MCA IT infrastructure, including set-up and installation of servers, backup services and software.

II.                  Tasks and Responsibilities

  • Act as a working technical Lead in the formulation and implementation of the MCA’s IT systems and develop policy and strategy, including the IT annual budget and work plans.
  • to ensure the secure and stable information technology network and systems for the MCA.
  • Manage a small team of Systems Administrators and Systems Analysts who provide daily administration and customer support for the MCA IT systems.
  • Assist in the development and implementation of IT policy and controls.
  • Lead development and implementation of MIS-based functional requirements and management of assigned MIS projects to ensure optimal alignment of the MIS infrastructure with current and future needs.
  • Manage procurement efforts for systems and services, to include requirements definition, procurement evaluations, and vendor coordination.
  • Maintain accurate inventory of hardware and software assets, and manage renewals accordingly
  • Ensure integrity of MCA’s computerized systems and the security measures over the network infrastructure and data stores.
  • Monitor systems and IT infrastructure and develop management metrics for the continuous improvement of the computing environment.
  • Manage, motivate, and develop MCA IT consultant staff to ensure that they are well equipped for current and future systems challenges.
  • Develop and update relevant system documentation, which may include: the business continuity plan, data back-up plan, disaster recovery plan, project schedules, MIS infrastructure and training plans.
  • Coordinate the MCA’s website content development.
  • Perform system administration and engineering tasks, as needed, in support of the IT Team.
  • Perform any other duties as may be assigned from time to time.

 

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

  • University degree in Computer Science or Information Systems or Information Technology or other related field.
  • Ten (10) or more years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems, including websites, web-based applications, database design and administration, LAN and WAN design and management, Windows domain services management, and project management.
  • Effective analytical skills.
  • Experience managing staff and contractor resources.
  • Ability to work with minimal supervision and ability to work as part of a team.
  • Fluency in Indonesian and excellent written and verbal communication skills in English.

 

Desired Qualifications

  • Experience with cloud-based technology (Google Applications or Microsoft Office 365).
  • Experience with the engineering, design, and management of:
    • Data center infrastructure (power, cooling, etc.);
    • Network infrastructure (Cisco switches and routers);
    • Firewall administration (Palo Alto);
    • Backup systems (Veeam);
    • Virtualization (Nutanix preferred);
    • Servers (Windows Server);
    • Anti-Virus (Sophos);
    • Windows Desktop OS (Windows 10); and
    • Microsoft Office / M365.
  • Experience administering and managing a windows Active Directory Domain.
  • Experience administering and managing Windows Updates, Windows file shares, Windows DNS, Windows DHCP services.
  • Experience with Business Automation Applications (SAP) and Microsoft Databases (SQL Server).
  • Experience with network security audits.

 

IV.               Duration and Performance Location

The Consultant is expected to work for a base period of 12 months.  There is potential for a follow-on contract to cover the implementation of the five-year Compact. Any follow-on options will be based on satisfactory performance and mutual agreement.
