Project Description 

Resonance is seeking candidates to serve as the MEL/CLA Data Management Officer for the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:  

1.    Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.    Strengthened small-scale fisheries governance.  

3.    Increased government and market-based incentives for sustainable seafood products.   

4.    Improved protection of ETP marine species affected by fishing practices.  

 

RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

Objective 4 activities is consisting of:

a) Support GOI to Collaborate with the Private Sector to Strengthen and Implement Evidence-based ETP Marine Species Bycatch Regulations and Policies;

b) Support GOI Collaboration with the Private Sector to Reduce Direct Fishing, Poaching, and Bycatch of ETP Marine Species through Fishing Activities;

c) Improve Sustainable Management of Wild Fish-based Mariculture to Avoid Decreasing Wild Fish Stock Populations, including ETP Populations and

d) Increase Stakeholders’ Compliance with ETP Marine Species Policies and Regulations.

 

The purpose of this agreement is to engage an expert consultant to support USAID Ber-IKAN developed report of ETP marine species profile fishery in FMA 711 and 715 and give us feedback for technical protocol/guideline in ETP marine species affected by fishing practices data collecting with their scientific knowledge possessed as an expert.

 

ACTIVITY DESCRIPTION

1.       Filed visit, the Short-Term Technical Assistance will conduct the following tasks:

·       Support Indonesia government to develop profile of ETP fisheries.

·       Inventory challenges of Indonesian fisher behaviour related with ETP marine species.

·       Develop short profile ETP marine species fisheries by site visit.

 

2.       Forum Discussion Group on ETP marine species interactions by fishing practices, the Short-Term Technical Assistance will conduct the following tasks:

·       Moderator in session gap assessment in the data availability and data need of ETP marine species affected by fishing practices to developing Profile ETP fisheries in USAID Ber-IKAN location (FMA 711 and 715).

·       Gap assessment in the data availability and data need report.

·       Feedback report for technical protocol / guideline in ETP marine species affected by fishing practices data collecting.

·       Guideline for field visit data collecting for developing profile ETP fisheries in USAID Ber-IKAN location.

 

3.       Report of Profile ETP fisheries in USAID Ber-IKAN location (FMA 711 and 715), the Short-Term Technical Assistance will conduct the following tasks:

·       Analysis data from field visit

·       Developed report of Profile ETP fisheries in USAID Ber-IKAN location (FMA 711 and 715)

 

DELIVERABLES

·       Field Report

·       Report of gap assessment in the data availability and data need to develop ETP profile fishery.

·       Feedback report for technical protocol/guideline in ETP marine species affected by fishing practices data collecting.

·       Guideline for field visit data collecting for developing profile ETP fisheries in USAID Ber-IKAN location.

·       Draft report of Profile ETP fisheries in USAID Ber-IKAN location (FMA 711 and 715).

·       Final report of Profile ETP fisheries in USAID Ber-IKAN location (FMA 711 and 715).

 

PERIOD OF SERVICE: 

·       Three (3) months, starting from July 2023 – September 2023, with possible extension with LOE 27 days

 

QUALIFICATIONS: 

The USAID Ber-IKAN is seeking an/a consultant/technical assistant, which can demonstrate:

·       Bachelor’s degree in fisheries (or equivalent experience) required.

·       At least 10 years’ experience in ETP marine fisheries and fisheries activity.

·       Have a minimum of 5 years’ experience working in ETP marine fisheries.

·       At least 3 years of experience in conducting or supporting research projects, manage data collection and administration.

·       Experience working with USAID projects is preferred.

·       Strong interpersonal skills and demonstrated ability to work well as a team.

·       Strong knowledge and capable of developing ETP marine species protocol/guideline.

·       Ability to work under pressure and manage competing priorities and deadlines.

·       Good oral and written communication skills in English and Bahasa Indonesia.

·       Willing to travel in districts and provinces.
