Project Description 

Resonance is seeking candidates to serve as the Government Liaison Officer for the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:  

1.    Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.    Strengthened small-scale fisheries governance.  

3.    Increased government and market-based incentives for sustainable seafood products.   

4.    Improved protection of ETP marine species affected by fishing practices.  

 

RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

 

USAID Ber-IKAN Government Liaison Officer will report to DCOP. S/he will support USAID Ber-IKAN in close collaboration with the Technical Counterpart Agency, Ministry of Marine and Fisheries (KKP). USAID Ber-IKAN is seeking a Government Liaison Officer to support partnership between USAID Ber-IKAN and KKP. This position is needed to ensure good communication, so that administrative matters are accomplished in a timely manner for USAID Ber-IKAN activities to run well. This position will primarily be based in KKP Office with some time spent in the USAID Ber-IKAN Office.

 

The Government Liaison Officer will be eager to work on administrative matters, such as day to day correspondence, the ability to manage files/ documents, able to support setting up meetings and must have good communication skills. The staff will report to USAID Ber-IKAN but daily interaction will be extensively with Ministry of Marine Affairs and Fisheries (KKP) staff.

 

The function and roles of the Government Liaison Assistant are:

 

1.       Facilitate effective day to day communication between USAID Ber-IKAN and KKP

2.       Support communication between USAID Ber-IKAN, KKP and other technical ministries related to the implementation of the USAID Ber-IKAN project.

3.       Support preparation of official letters (e.g. meeting invitations, visa requests, tax exemption letters) and ensure that these letters are delivered and responded to in a timely manner.

4.       Participate and communication of administration matters such as Technical Agreement (TA), preparation of Hand Over Good and Services (Berita Acara Serah Terima/BAST), and others.

5.       Bridging the communication and activities of USAID Ber-IKAN and KKP, regarding activities preparation, coordination, and implementation to ensure the work plan can be run well.

6.       Document and communicate to USAID Ber-IKAN requests regarding project operations from the Secretariat USAID Ber-IKAN in KKP.

7.       Produce bi-weekly summary update reports.

8.       Any other tasks deemed relevant and feasible by the USAID Ber-IKAN DCOP.

 

 

QUALIFICATIONS: 

·       Bachelor’s degree (or equivalent experience) required.

·       At least 5 years of experience in conducting or supporting project administration and communication, particularly working and dealing with government.

·       Experience working with USAID projects is preferred.

·       Strong interpersonal skills and demonstrated ability to work well as a team.

·       Ability to work under pressure and manage competing priorities and deadlines.

·       Good oral and written communication skills in English and Bahasa Indonesia.

·       Understanding and knowledge in fisheries and climate change (Preferred).

·       Ability to work independently with minimum supervision.

·       Has ability to write report/working papers in English
