DESCRIPTION
JSI is a public health
management consulting and research organization dedicated to improving the
health of individuals and communities throughout the world over the last forty
years. JSI is currently seeking an outstanding Project Officer in Indonesia for
a portfolio of activities on the Country Health Information System and Data Use
(CHISU) global cooperative agreement funded by the United States Agency for
International Development (USAID). CHISU is a 5-year program designed to
enhance host country capacity to produce high-quality health information, to
optimally manage this information, and to institutionalize evidence-based
decision-making. In Indonesia, CHISU is working with the Center for Data and
Information Technology (Pusdatin), Digital Transformation Officer (DTO) and
other health directorates to strengthen governance enabling environment for
HIS, increase interoperability of information systems, improve data analysis
and use, and strengthen organizational development of local partners.
The Project Officer will work under the supervision of Project Manager to
support program implementation of CHISU in a complex and fast moving project
environment. As the Project Officer for CHISU Indonesia, the candidate will be
responsible for day-to-day project activities implementation involving
procurement activities, event and travel management, ensuring that activities
are implemented on time and within budget, compliance with JSI rules and
regulation with a high level of accuracy and documentation standard. The
Project Officer will be working closely with the Operations Team.
This is anticipated to be a full-time position based in Jakarta, Indonesia.
RESPONSIBILITIES
The
Project Officer will work closely with Project Manager to ensure CHISU
activities are implemented in line with the work plan, on time and within
budget in a quality manner that engages stakeholders from all levels of the
health system in the process and promotes long term sustainability. The Project
Officer will be working with the project management team to support the
technical team to document cost share, ensuring all forms are completed and
submitted to the operation team.
Specific responsibilities will include, but are not limited to the following:
- Responsible for managing simple procurement for goods and services for activities implementation, ensuring compliance with USAID and JSI rules and regulation and timely delivery.
- Responsible for managing vendor contracts and service agreements.
- Manage and ensure the accuracy and timely update of Procurement Tracker, including all contracts tracker.
- Support all logistics and procurement related to business travel (domestic and international), including transportation, hotel, visas and travel insurance. Ensure sufficient supporting documentation and accuracy for the payment process and other reporting requirements.
- Collect the documentation for hiring an individual for the event and its payment submission.
- Coordinate with the Admin Officer/Assistant for the logistic support for the activity held by CHISU.
- Coordinate with Admin Officer/Assistant to provide the attendance, logistic notes, participant confirmation, invitation letter, etc for the activities.
- Support in getting the out-of-town participant confirmation to attend activities for the further travel arrangement process.
- Act as operations in charge for particular assigned activities.
- In collaboration with Admin Officer/Assistant, review and validate the calculation of participant allowances for the activities and required.
- Responsible for the filing system management as per CHISU Standard.
- In collaboration with the CKM Specialist, support the knowledge management activities such as filing the project documentation related with monitoring, evaluation and learning activities in CHISU’s shared folders.
QUALIFICATIONS
- Bachelor’s degree in business/finance management or other relevant field.
- Demonstrated experience at least 5 years in procurement and event management.
- Experience working in USAID funded projects is preferred.
- Knowledgeable procurement process.
- Familiar with MS. Office and Google workspace.
- Excellent spoken and written in English and Bahasa Indonesia.
- Excellent interpersonal and communication skills and demonstrate ability to effectively interact and collaborate with people/peers in multidisciplinary teams as well as work across departments, divisions and institutions.
- Excellent teamwork and facilitation skills.
- Good in personal organization, planning and priority setting, demonstrate flexibility and capable of managing a variety of tasks with minimal supervision.
- Values continuous improvement and learning.
