Deputy Team Lead, CATALYZE Indonesia

Project Overview and Role:

CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.


The CATALYZE “Asia Social Protection (ASP)” activity in Indonesia focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS Kesehatan, and private partners, CATALYZE will support BPJS Kesehatan to promote female informal sector workers’ enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE collaborated with BPJS Kesehatan to co-create innovative interventions with the private sector that align with current BPJS Kesehatan objectives to address challenges to JKN enrollment and is hiring a team for the implementation phase. 

 

Position Location: Jakarta, Indonesia

 

 Primary Duties and Responsibilities: 

  • The Deputy Team Lead will play a pivotal role in providing administrative, operational, and financial management oversight for the CATALYZE Program. Reporting to the Team Lead in Jakarta, this position’s responsibilities spans project operations, client reporting, stakeholder engagement, financial management, and compliance.
  • Assist the Team Lead in implementing, monitoring, and adapting project activities, including work planning, budgeting, and reporting requirements.
  • Oversee program administration, implementation/operations, and fiscal management to ensure financial activity aligns with budget allocations, internal policies, and USAID regulations.
  • Lead team to meet stakeholder and client reporting requirements, overseeing, and ensuring timely and compliant programmatic and financial reporting to USAID, the Government of Indonesia, and other stakeholders as appropriate.
  • Manage Field Manager, Finance and Operations Associate, and Accountant to ensure program activities are planned, implemented, and financed in a timely manner.
  • Assume responsibility for overseeing project budget and finances, including financial performance reporting, budget projections, and expenditure control.
  • Represent the project at relevant professional meetings, working groups, and seminars to enhance project visibility and knowledge sharing.
  • Prepare and present analyses, recommendations, briefing notes and assessments for both internal and client use.

Required Qualifications:

  • Extensive experience in progressively increasing project management roles, with a minimum of 8 years in a senior leadership position on a health project implemented in Indonesia or a similar setting.
  • Experience managing USAID cooperative agreements and/or contracts as well as experience in implementation of donor priorities.
  • Deep understanding of USAID and USG policies and regulations, particularly in the context of project management, reporting, and compliance.
  • Exceptional organizational and analytical abilities, with a proven track record of managing multi-disciplinary teams.
  • Demonstrated experience in working with local partners to ensure compliance with sub-award requirements.
  • Proficiency in interacting with host country agencies, including central and local government, development partners, civil society, and community-based organizations.
  • Prior experience in developing strategic plans, workplans, and activity plans for donor-funded health programs.
  • Effective communication skills, with the ability to present data and information in a compelling manner to diverse audiences.
  • Excellent written and spoken English and Bahasa, with the ability to communicate across technical disciplines and non-technical audiences; strong oral and written communication skills in English are essential, as the
