SENIOR EVALUATION SPECIALIST - BAPPENAS


FIELD SUPPORT SERVICES PROJECT (FSSP)

 

  1. Summary of the Project

 

Field Support Services Project (FSSP) Indonesia is a five-year project funded by Global Affairs Canada (GAC) and managed by Cowater International. FSSP provides administrative, financial, procurement, and logistical services, as well as support to the in-country development programming for the Government of Canada through the provision of technical specialists in gender equality, governance and human rights, and environment and climate action and assisting GAC in procuring and managing local development initiatives. These programs take place in Indonesia and the ASEAN regions.

 

  1. Background

 

Evaluation is a systematic and objective assessment of the design, implementation, and results of an ongoing or completed intervention. To ensure that evaluation is carried out appropriately and more measurable, the process of formulating policies/programmes/activities must follow the rules of a logical framework. The results of evaluation are expected to serve as feedback for improving development performance. The National Medium-Term Development Plan (RPJMN), as defined in Law no. 25/2004 on the National Development Planning System (SPPN), Article 4 (2), is an elaboration of the President's vision, mission and programme, the preparation of which is guided by the National Long-Term Development Plan (RPJPN), which includes a national development strategy, general policies, programmes of ministries/institutions and inter-ministerial/inter-institutional, regional and inter-regional programmes, as well as a macroeconomic framework that includes an overall picture of the economy, including the direction of fiscal policy, in a work plan in the form of a regulatory framework and an indicative financial framework.

The evaluation of the RPJMN 2020-2024, as stipulated in Presidential Decree No. 2/2015, will be conducted twice: (1) the RPJMN Midterm Evaluation, which will be conducted in the third year of the implementation of the RPJMN 2020-2024, and the results of which will be used as input for the preparation of the annual government work plan (RKP); and (2) the RPJMN Final Evaluation, which will be conducted in the last year. In 2022, the mid-term evaluation was prepared to review the development achievements in order to implement the Nawacita contained in the RPJMN 2020-2024, focusing on the achievement of the macro-objectives and the development agenda.

In addition, the final evaluation of the RPJMN 2020-2024 was carried out to evaluate and assess the implementation of the national development planning, and to formulate inputs and recommendations for the preparation of the next RPJMN (RPJMN 2025-2045). The resulting inputs include follow-up actions that need to be taken to improve the achievement of national development in the future, especially with regard to development programmes that will be maintained in the next development period. Also, considering that this evaluation results are used for the minister in cabinet meetings with the president, as well as strategic meetings with parliament, this evaluation becomes very crucial and strategic. Therefore, comprehensive evaluation methods and analysis are extremely required so that the evaluation results lead to qualified policy recommendations.

Several challenges in conducting the evaluation are including the difficulty in identifying the impact of multi-intervention policies; the large number of indicators and various levels of indicators in the development policy structure. In addition, there is a requirement to improve the quality of the reporting based on the users such as higher officials, the public related to government accountability and planner related to lessons learned for formulating policy.

In summary, as an institution who is responsible for the RPJMN evaluation process, the Ministry of National Development Planning/BAPPENAS must be equipped with the most accurate and comprehensive evaluation methods and analysis which is relevant with the latest evaluation trends. Various forms of reports must be developed in order to ensure the evaluation findings can be understood by various users.

 

3.   Objective

 

Global Affairs Canada (GAC) requires the services of a Senior Evaluation Specialist (the Consultant) to support BAPPENAS in identifying methodological tools, analysis and reports’ framework that can be utilized in the Final Evaluation of RPJMN 2020-2024 process, and to provide lessons learned and best practices from different models mainly in middle income countries. The consultant is expected to provide input to BAPPENAS in developing strategies, building mechanisms and procedures for the Final Evaluation process of RPJMN 2020-2024 (from methods to reports). Types of evaluation will include, but not limited to:

 

a)  Evaluation of Development Implementation Performance. The evaluation of development implementation performance in the final evaluation of the RPJMN 2020-2024 consists of three performance evaluations, including the evaluation of macro and development agenda performance, major project performance and other institution contribution (line ministries’ Key Performance Indicators).

b)  Evaluation Process of Development Implementation Policy, is to analyse the effectiveness of the implementation of strategic policy interventions during the implementation period of the RPJMN 2020-2024 for the implementation of the development agenda.

c)   Evaluation of the Impact of Development Implementation, is an evaluation of the benefits felt by the community from the implementation of the policies to achieve developments carried out by the government during the implementation of the RPJMN 2020-2024.

 

4.   Description of Services

 

The expected services of the Senior Evaluation Specialist will include, but not be limited to:

a)  Work closely with BAPPENAS, line ministries and other stakeholders to:

  1. Provide input and concepts for different evaluation methods (quantitative and qualitative).
  2. Provide input to sharpen evaluation analysis and improve the quality of evaluation reports.
  3. Assist in the preparation of presentation materials and evaluation reports to be submitted to the Minister, President of the Republic of Indonesia and Parliament.
  4. Sharing and formulating best practices in the national development evaluation.
  5. Incorporate findings into document for final presentation to BAPPENAS in March 2024.
  6. Establish a timetable for intermediate reports and consultations.

b)  Develop the final report to be submitted to BAPPENAS, and

c)   Perform other relevant tasks as assigned by BAPPENAS and FSSP.

 

5.   Deliverables/Outputs

 

The Senior Evaluation Specialist is expected to work in close coordination with BAPPENAS and FSSP to produce deliverables as follows:

a)  Work Plan for the duration of the contract to be reviewed and approved by BAPPENAS.

b)  Presentation materials and evaluation reports, with the format to be agreed in consultation with BAPPENAS.

c)   Final Report.

 

6.   Description of the Consultant’s Profile

 

GAC requires the services of a national expert with solid knowledge of planning development, planning or related fields and training experience in development planning, monitoring, evaluation design, management and methodologies.

Competencies

a)  Capacity to identify and analyze data and able to grasp data pattern and implement it on writing the report.

b)  Capacity to synthesize various evaluation methods and analysis (mixed method).

c)   A drive for results, incl

d)  uding a proven track record of high standards/accountability for work products, meeting deadlines, an ability to prioritize tasks within his/her work program and strategies for working collectively with others on the team to deliver products.

e)  Ability to deliver quality reports/analysis/assessments within a stipulated time frame.

f)    Good facilitation skills and ability to generate ideas from, and build consensus among, a wide variety of stakeholders, and

g)  Excellent English and Indonesian writing skills.

Required skills and experience

The Consultant is expected to possess skills and experience in the following areas:

a)  Knowledge of the institutional structure and operational techniques of BAPPENAS and other Indonesian institutions that are likely to be involved in evaluating national development plan.

b)  Minimum 10 years of experience in managing mixed-methods evaluation is required, preferably with experience in both single and multi-intervention government/donor program evaluations.

c)   At least 7 years of relevant experience in writing and researching on development evaluation both in quantitative and qualitative approach.

d)  Demonstrated experience in developing comprehensive reports on comprehensive mixed method evaluation designated for various stakeholders.

e)  Demonstrated experience in developing framework evaluation related to development performance, process and impact (qualitative and quantitative) evaluation.

f)    Demonstrated experience in conducting development performance and assessment for agencies and/or programs as a basis for incentives and merits.

g)  Demonstrated ability to work effectively in teams and collaborate intensively with various people, teams and processes. Strong organizational skills ability to work rapidly and guide timely decisions and action.

h)  Experience working with various stakeholders (line ministries, regional governments, private sectors, development partners, and NGOs), including strong facilitation skills particularly design of stakeholder participation in conducting evaluation,

i)    Computer literacy in Word, Excel and PowerPoint.

 

Experience considered as an asset:

a)  Minimum 5 years of experience in preparing and formulating materials and presentation, as well as providing inputs for higher officials/work closely to the president/minister/other relevant positions regarding government program evaluation/assessments.

b)  Experience in the fields of qualitative and quantitative research and economic research environment and an understanding of the development issues and challenges in Indonesia.

c)   Understanding regulations related to evaluation in Indonesia.

d)  Experience in conducting/managing study related to other countries’ evaluation methods and mechanism on their midterm development plan,

e)  Experience in developing complex evaluation with complex parties.

 

Educational background

Minimum post-graduate degree from an accredited, recognized institution in a relevant discipline such as economics, public policy, international development, or other related fields. Additional graduate qualifications, evaluation certifications and professional evaluation association membership will be considered as an asset.

 

7.   Working Arrangements

 

The Consultant will work from his/her home base in Jakarta with virtual/nonvirtual meetings/interviews with BAPPENAS, GAC and relevant partners. As necessary, in producing analysis/report/briefs, the Consultant will need to do his/her own literature review and perform triangulation by interviewing experts.

The Consultant will submit deliverables to BAPPENAS in Jakarta. Payment is conditional upon satisfactory delivery of the assignments. If travel to other regions or cities is necessary, all necessary costs will be borne by GAC, through the Field Support Services Project (FSSP).

 

8.   Duration of the Contract

 

The total expected duration of the assignment is up to 90 days. All reports must be finalized and submitted within this period. The Consultant is expected to start on second week of January 2024 until mid September 2024.

Payments will be processed monthly upon the presentation of a timesheet and invoice detailing the level of efforts for each deliverable.

3.    Financial Proposal shall be submitted in the following format:

  • The financial proposal should specify an all-inclusive daily rate for up to 90 working days;
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee and when applicable any other relevant expenses related to the performance of services under the contract, not including travel expenses.

EVALUATION OF APPLICATION

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable; and b) having received the highest score out of the weighted criteria (70% technical score (comprising of 15% technical qualifications desk review, 25% written test, and 30% interview) and 30% financial score.

The proposals that achieve a minimum of 70% for the technical qualifications desk review shall be further considered for an interview and written test. The financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received for the assignment.
