Context:

Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.  IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.

IOM Indonesia aims to improve the quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. IOM also contributes to the increased protection of vulnerable subgroups of displaced persons, such as unaccompanied migrant children (UMCs), victims of sexual and gender-based violence, pregnant women, and the elderly, among others, through the establishment of referral mechanisms involving the active participation of specialized state and non-state service providers.

Under the direct supervision of the Field Coordinator and functional supervision of National Programme Officer (Health Care), and overall supervision of the Deputy Chief of Mission in IOM Mission Indonesia, the National Migration Health officer (NMHO) will provide health assistance, including mental health assistance for migrants who are referred by the Indonesian Government authorities to IOM care and support services. The incumbent shall coordinate the activities of migration health team in the IOM sub offices where he/she is based (Makassar, Kupang and surrounding).

 

Responsibilities and Accountabilities

  1. Establish a referral system and manage a quality assured primary care clinical consultations for asylum seekers/refugees/irregular and migrants under IOM care in Eastern region  (Makassar, Kupang and surrounding).
  2. Ensure that mechanisms are established for urgent health assistance where requested by the local authorities or due to migrant’s specific vulnerability, and for completing baseline health needs assessment for all migrants within 10 working days of being endorsed under IOM care.
  3. Ensure that IOM health assistance for beneficiaries adheres to essentials of primary care principles and includes a diverse set of services which includes health education/health promotion concerning prevailing health problems including the methods of preventing or controlling them; support and advice on a safe food supply and proper nutrition, adequate supply of safe water and basic sanitation; provision of maternal and child health care; provisions for reproductive health services including family planning; immunizations against the major infectious diseases and adherence to expanded immunization coverage for children and young adults; prevention or control of locally endemic diseases; appropriate level of primary care clinical consultations, treatment of common diseases and injuries and access to secondary and tertiary medical care as appropriate including mental health services.
  4. Provide support, supervision and guidance/advice to Migration Health Nurses and other Program Assistant on dealing with daily operational challenges in providing primary clinical care services and in facilitating for preventive care and accessing secondary and tertiary care services as needed.
  5. Ensure that each location with migrants under IOM care has identified and made necessary arrangements with secondary and tertiary care facilities for medical referral of migrants while respecting IOM procurement and financial procedures and regulations.
  6. Undertake monitoring of Health care provisions provided in each location with migrants under IOM care through regular reporting and periodic field visits and provide bi-weekly updates on issues with regard to access to health services for migrants and provide monthly reporting on service provisions to the SMHO in a timely manner.
  7. Ensure that emergency medical referral systems are establish in all locations with migrants under IOM care to provide a time efficient medical attention to emergency medical needs in coordination with relevant authorities and IOM Health/Operations staff in the filed.
  8. Undertake assessment of health staff performance on a regular basis and inform SMHO on staff training and other needs on a quarterly basis.
  9. Undertake to establish and monitor an efficient medical procurement system in coordination with field staff and finance/procurement colleagues to meet the needs of Health Care provisions.
  10. Maintain medical filing systems of beneficiaries with due diligence to maintaining confidentiality.
  11. Establish coordinated response to assure safe travel for migrants being moved under IOM auspices.
  12. Liaise with relevant health authorities and Operations and Administrative / Finance colleagues regarding the health issues of migrants and other vulnerable groups.
  13. Provide Health Assessment services as requested by the Health Assessments Coordinator.
  14. Undertake any other duties as may be assigned.

Required Qualifications and Experience

Education

  • University Degree in Medicine from an accredited academic institution with two years of relevant experience in General Practice and/or Family Medicine
  • Master’s Degree in Public Health or Medical Science.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • A registered /licensed medical doctor is a requirement for any applicant.

 

Experience

  • Registered Physician with independent program management skills, such as supervision capacity, quality assessment and control and report writing;
  • Previous work experience dealing with the health management and care of vulnerable groups; delivery of public health services, TB program , STI and reproductive health services and/or HIV/ AIDS programming are distinct advantages;
  • Experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations;
  • Experience in the implementation and management of a large and complex health programme;
  • Previous public health work experience in international organization is a strong advantage;
  • Experience in liaising multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, Non-Governmental Organizations (NGOs) and Donors, including familiarity with the humanitarian cluster system;
  • Experience with team management/ supervision is required, preferably within the context of immigration/resettlement medical examinations;
  • Experience in managing health assessment programmes of a significant size, management of resources and personnel within migration health or public health projects.

Skills

  • Proven capacity to develop and supervise quality control/assurance mechanisms in medical activities;
  • Understanding of biostatistics and basic research concepts. Knowledge in assisting emergency operations activities;
  • Proficient in computer applications: Ms-Office;
  • Proven capacity to communicate to specialized audiences on migration and health topics;
  • Proven writing skills to draft high quality concept notes, proposals and donor reports in English;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.

Languages

Fluency in English and Bahasa Indonesia, both written and spoken.

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
