The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community
groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG)
targets by expanding access to these services.
To achieve the above, assistance provided by the project is divided under three main technical components, including:
1. Mobilizing demand for WatSan service delivery;
2. Improving and expanding capacity for WatSan service delivery; and
3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. To achieve these objectives IUWASH need high caliber incumbent to fill the positions of :
1. Behavior Change Communication Specialist, based in Jakarta, code (BCCS-JKT)
The primary objective of this position is to support IUWASH in the achievement of its sanitation targets under the first three areas mentioned above, individual household sanitation systems (referred to as “SAN-1”), communal sanitation systems ( “SAN-2”) and sewerage systems (“SAN-3) which are implemented under the project’s Component 1 which seeks to “mobilize demand for WatSan services”.
Tasks
· Regularly review IUWASH field work, workplans and reports to learn how BCC does and can further contribute to reaching project objectives.
· Review IUWASH research and current strategies, plans, and materials on sanitation BC and BCC. Discuss with staff and recommend changes if needed.
· Prepare SOWs for creative work and production of materials, as necessary.
· Establish and maintain relationships with potential private sector funders of communication activities. Negotiate and participate in preparing MOUs or other agreements.
Minimum Qualifications:
· A bachelor’s or master’s degree in a relevant field such as communications; public health, or environmental engineer;
· At least five years of experience in behavior change program cycle;
· At least 3 years experience in advocacy for media;
· Familiar with water, sanitation and hygiene programs in Indonesia;
· Posses experience working for/or with local governments;
· Has experience in community/community organizing work;
· Has experience in government advocacy;
· Has experience and good understanding on capacity building programs;
· Has experience in managing implementing partners from CSOs/NGOS/GOI;
· Ability to understand, speak, and write basic English;
· Flexibility to work on evenings and weekends on occasion, and to travel substantially within Indonesia.
2. Sanitation Institutional Specialist, based in Jakarta, code (SIS-JKT)
The primary objective of this position is to support IUWASH in the development and strengthening of local sanitation management units (referred to as “SAN-5”), as well as linking these with sewerage systems (referred to as “SAN-3) and septic management systems (referred to as “SAN-4”) specifically under the project’s Component 2 which seeks to “Increase Capacity for WatSan services”.
Tasks
· Review and support IUWASH national and regional programs under SAN 5, which is the development and strengthening of local sanitation management units, including implementation of workplan activities and regular reporting
· Collaborate with other IUWASH sanitation and those from partner government agencies (especially MOHA/KEMENDAGRI, MPW/KEMEN-PU and Bappenas) and donors (especially USDP and INDII) in supporting required regulation and legislation on local sanitation management units, including linking these to the city sanitation strategies.
· Prepare and conduct orientation for regional IUWASH, PEMDA staff and other stakeholders, including grantees on how to setup and operationalize local sanitation management units, including development of SOP for operating and managing the units.
· Support IUWASH National and regional sanitation teams, and relevant local stakeholders in linking programs under SAN 3 (sewerage systems) and SAN 4 (Septage Management) with Sanitation Management units.
Minimum Qualifications:
· Possess at least a university degree (S1) majoring in Environment/Civil Engineering, Economics and Law.
· At least 5 years experience in developing public service institution especially in water and sanitation.
· Fluent in English (written and oral).
· Some Experience with USAID programs/projects is highly desirable.
3. Sanitation Marketing Specialist, based in Jakarta, code (SMS-JKT)
The primary objective of this position is to support IUWASH in the achievement of its sanitation targets under the first two areas mentioned above, individual household sanitation systems (referred to as “SAN-1”) and communal sanitation systems (referred to as “SAN-2”) and specifically under the project’s Component 1 which seeks to “mobilize demand for WatSan services”.
Tasks
· Regularly review IUWASH workplans and reports to learn how sanitation marketing does and can further contribute to reaching project objectives. Interview appropriate persons (and review appropriate documents) from WSP and other programs to learn how they approached sanitation marketing, results, and lessons. Develop brief reports that summarize major findings that can be used in further refining project sanitation marketing systems and materials.
· Collaborate with IUWASH regional staff and those from partner agencies (MOH, MPW, NGOs, etc.) in conducting any new required research and in compiling information in each region on:
· Types and models of toilets, latrines, and septic tanks available
o Costs
o Advantages and disadvantages of each
o Ranges of purchase and installation costs
o Ease of installation
o Ease of O&M
· Develop a one-day orientation for regional IUWASH and MOH staff on general principles of sanitation marketing and how to compile local resource materials such as types of systems, costs, lists of local vendors, masons, carpenters, plumbers, etc. Help give these orientations in the 5 IUWASH regions.
Minimum Qualifications:
· A bachelor’s or master’s degree in a relevant field such as social marketing, business or social science;
· At least five years of experience in behavior change program cycle;
· Familiar with water, sanitation and hygiene programs in Indonesia;
· Posses experience working for/or with GOI
· Has experience in community/community organizing work;
· Has experience in government advocacy;
· Has experience and good understanding on capacity building programs;
· Has experience in managing implementing partners from CSOs/NGOS/GOI and Financial Institution
· Has experience in maintaining network with civil service organization and social media communities.
· Ability to understand, speak, and write basic English;
· Flexibility to work on evenings and weekends on occasion, and to travel substantially within Indonesia.
4. Municipal Finance Assistant, based in Jakarta, code (MFA-JKT)
The primary objective of this position is to support expanded access to piped water and sanitation through strengthening the financial capacity of local service providers (especially PDAMs) and enhancing their relations with related stakeholders (local government, financial institutions, civil society, as well as national government) throughout IUWASH work areas.
Tasks
The main tasks of the Municipal Finance Assistant will include, but not be limited, to:
· Assist in supporting the work of regional Municipal Finance Specialists, much of which targets improving financial management and analysis among partner local governments and PDAMs, such as through providing assistance in:
o Financial planning and analysis;
o Conducting financial feasibility studies for high-priority sector projects;
o Restructuring and better managing debt;
o Attracting new/additional financial resources to the sector (such as through the development of Public Private Partnerships or “PPP”);
o Improving the level of cost recovery through tariff adjustments and the introduction of improved billing and collection systems;
o Advocating to partner local governments and others on the need for increased sector allocations.
· Assist in regularly compiling and analyzing data generated by local partners and collected by regional Municipal Finance staff. This includes data related to APBD (local government) sector budget allocations and PDAM financial performance.
Minimum Qualifications:
· Possess at least a university degree (S1) majoring in Accounting, Economics and Financial Management.
· At least 2 to 3 years experience providing technical assistance to Local Water Supply Companies (PDAM) and preferable also sanitation infrastructure program support with local Government in Jakarta.
· Experience in financial analysis of PDAMs / local government, and familiar in conducting audit report and developing financial projection.
· Able to work independently in limited supervision/facility in his/her designated areas
· Excellent team player with a range of people, excellent interpersonal skills, with experience in community facilitation, training and organizing work
· Experience in report writing, preferable in English
5. Procurement and Admin Associate, based in Jakarta, code (PAA-JKT)
Specifically, the Procurement and Admin Associate will be responsible to assist for managing the procurement process for all services and commodities within the Jakarta office and overseeing the execution and compliance of procurement procedures for both the Jakarta and four regional offices. As part of this role, she/he will work with Administrative & Procurement Officer to develop procurement, inventory management, and be responsible for ensuring all procurement and administrative staff under her/his purview are adequately trained and comply with established policies. Also, the Procurement and Admin Associate will assist in managing the inventory management system for the Jakarta office and oversee the allocation and tracking of resources remotely through TAMIS and inventory audits of regional offices. At the end of the project she/he will assist Administrative & Procurement Officer and together with Logistics Assistant managing the disposition process of project commodities.
Tasks
· Assist Administrative and Procurement Officer (APO) oversee the procurement process for all commodities, including providing guidance to administrative and program personnel on appropriate procedures.
· Work with APO in maintaining proper records and control systems for all procurement actions.
· Develop purchase orders with vendors for the frequently purchased items or services.
· Work with the APO and Operations Manager, and other component leads in the procurement of services, including the processing of Fixed Price Subcontracts.
· Work with APO in oversees the organization and compilation of overall program inventory.
· Negotiate and maintain relationships with vendors for recurring project services including hotels and travel agencies.
Minimum Qualifications:
· Bachelor’s degree in Accountant, Economics, Communication Studies, Environmental Engineering, Social Science, or Business Administration from recognized national or private universities;
· A minimum 5 years of progressively experience in development work particularly in procurement management and inventory administration, and at least five years of experience in managing development projects with large donor agencies preferably with USAID projects;
· Fluent in English (written and oral).
· Must have a thorough knowledge of procurement and inventory management skill and understand the rules, regulations and procedures on procurement of goods and services;
· A good knowledge of local non-U.S Non-Governmental Organization working profile with foreign donors;
· Must have computer skills in word processing, spreadsheet, graphic and statistic, and internet; and
· Must be willing and able to travel extensively to cluster areas in the region(s).
6. Finance and HR Associate, based in Jakarta, code (FHRA-JKT)
The Finance/HR Associate will support the Finance and HR Officer for all transactions related with mainly for payroll, health insurance, income tax and Jamsostek calculation and submission. S/he will audit all vouchers for reasonableness, allowability and allocability, and further ensure that all backup documentation is complete. The Finance/HR Associate will record all transactions in the field accounting system in a timely manner and assist the Finance Officer in overseeing the regional financial transactions on those expenses.
Tasks
· Assist HR & Finance Officer in preparing payroll
· Ensuring compliance with withholding local income taxes and remittances to tax authority and JAMSOSTEK (Monthly and Annually)
· Make sure timesheets from all staff are available, completed correctly and submitted on time.
· Support HR Officer handling health insurance claim and submission to the Health insurance provider
· Review the invoice or payment request for accuracy and compare to the original invoice, purchase order, or other supporting documents as applicable. If expense is a regular monthly expense, review balance against previous invoice.
· Audit vouchers to ensure that no procurement is paid for without having gone through the appropriate competition, negotiation and approval process as outlined in the Project Manuals.
· Enter all transaction into the accounting system; identify the proper account codes and expenditure type for each transaction. Check entries for accuracy.
Minimum Qualifications:
· Bachelor degree in Accounting/Management with at least 3 years’ experience in applicable field.
· Hands on knowledge of all taxes matters specially article 21 and know-how of JAMSOSTEK withholding processes.
· Fluent in English (written and oral).
· Some Experience with USAID programs/projects is highly desirable.
7. Capacity Development and Sanitation Marketing Specialist, based in Jakarta, code (CDSMS/WJDB-JKT)
BCC/Capacity Development and Sanitation Marketing Specialist will focus on building capacity in community organization and mobilization/setting up small-medium business to support increased access to improved water and sanitation services. S/he has responsibility for implementing behavior change and sanitation marketing activities at the community level which will encompass formal/in-formal training, on-the-job training, supportive supervision, mentoring, exchange and study visit.
Tasks
Her/his responsibilities will include, but not be limited to, the following:
· Help plan and implement capacity building activities in BCC tasks directed at improving families’ key hygiene practices, including development training materials and modules
· Lead the implementation sanitation marketing activities at city level, including mobilization, preparation, setting up small-medium business (SME) and micro-credit scheme, regular supervision and monitoring for improvement and solution to increase water and sanitation access
· Work with BCC/STBM Specialist in the implementation of project demand mobilization activities; programs to improve community input and participation in system planning and operations; pilot activities; and scaling up of successful pilots.
· Work with BCC/STBM Specialist in formulating behavior change promotion strategy, data collection and field documentation
Minimum Qualifications:
· A bachelor’s or master’s degree in a relevant field such as communications, social science, community development, public health, or environmental engineer;
· At least 3 years of experience in behavior change program cycle;
· At least 2 years of experience in capacity building program;
· Familiar with water, sanitation and hygiene programs in Indonesia;

8. Municipal Finance Specialist, based in North Sumatera, code (MFS-NS)
The primary objective of this position is to support expanded access to piped water and sanitation through strengthening the financial capacity of local water service providers and enhancing their relations with related stakeholders (local government, financial institutions, civil society, as well as national government) within the IUWASH Region of North Sumatera.
Task
The main task of the Municipal Finance Specialist / North Sumatra will include, but not be limited, to:
Component Two related tasks:
· Support water supply development among particular PDAMs as concerns financial aspects of their operations and which will be conducted in association with other project specialists.
· Support sanitation development at particular cities/districts in relation to financial aspects that required by other specialists for improvement of sanitation sector.
Component Three related tasks:
· Work with PDAMs and local government to produce APBD Index and PDAM Index on both a semi-annual and annual basis.
· Work with PDAMs to review their financial statements and assist them in obtaining new funding for priority water sector improvements.
· Advocacy to local government or related organization on PDAM and sanitation development.
· Work with PDAMs to determine, structure, and allocate strategic equity investments to boost service quality and coverage;
Minimum Qualifications:
· Possess at least a university degree (S1) majoring in Accounting, Economics and Financial Management.
· At least 5 to 7 years experience providing technical assistance to Local Water Supply Companies (PDAM) and preferable also sanitation infrastructure program support with local Government in North Sumatera.
· Experience in financial analysis of PDAMs / local government, and familiar in conducting audit report and developing financial projection.

9. Sanitation Engineer, based in North Sumatera, code (SE-NS)
The Regional Sanitation Engineer will be supporting the IUWASH sanitation program in 9 target cities of North Sumatra region. In addition he/she will also coordinate with IUWASH national sanitation program coordinators and stakeholders at local, provincial and national level. The Sanitation Engineer will support the USAID IUWASH Project’s achievement of the urban sanitation target under Component Two “Improve & Expand Capacity for Water and Sanitation Service Delivery”. S/he will also support, where required Component One “Mobilizing Demand for WATSAN Services” and Component Three “Strengthen Policy and Financial Enabling Environment for Improve Watsan Delivery”.
Task
Her/his responsibilities will include, but not be limited to the following:
· Undertake regular technical assessments in the area of (peri-) urban sanitation for the target locations in the province of North Sumatra to identify existing conditions, main issues, potential demand, possible conflict with other programs and commitment from key local stakeholders (Pemda, Pokja AMPL, local NGO, donor, private partners, etc.).
· In close collaboration with Urban Sanitation Specialist, BCC/STBM Specialists and city coordinators in North Sumatra, facilitate agreements (action plans, technical designs, target, budget sharing), with local stakeholders on program activities supported by IUWASH.
· Support preparation, implementation, monitoring and reporting of IUWASH sanitation programs in line with approved project proposals and budgets. This includes design development that meets standard, construction supervision, development and monitoring of SOW for field activities.
Minimum Qualifications:
· Possess at least a university degree; preferably in environmental/Civil engineering or public health
· At least 3 years of experience working on institutional and community-based water supply and sanitation program
· Excellent interpersonal skills, with experience in community facilitation, training and organizing work
· Able to work independently in limited supervision/facility as well as a team player with a range of people
10. Sanitation Marketing Specialist, based in East Java, code (SMS-EJ)
The Sanitation Marketing Specialist will focus on building capacity in community organization and mobilization/setting up small-medium business to support increased access to improved sanitation services. S/he has responsibility for implementing behavior change and sanitation marketing activities at the community level which will encompass introduction of innovative messages, formal/in-formal training, on-the-job training, supportive supervision, mentoring, etc.
Tasks
Her/his responsibilities will include, but not be limited to, the following:
· Help plan and implement capacity building activities in BCC tasks directed at improving families’ key hygiene practices, especially on development of marketing training materials and modules
· Lead the implementation sanitation marketing activities at city level, including mobilization, preparation, setting up small-medium business (SME) and micro-credit scheme, regular supervision and monitorinsg for improvement and solution to increase sanitation access
· Creating and developing innovative ways to communicate sanitation message to target communities to ensure increased access can be achieved
Minimum Qualifications:
· A bachelor’s or master’s degree in a relevant field such as communications, social science, community development, public health, or environmental engineer;
· At least 3 years of experience in behavior change program cycle;

11. Receptionist/Administrative Assistant, based in East Java, code (RCP-EJ)
The Receptionist/Administrative Assistant is responsible for maintaining a professional appearance of the front office, receiving visitors, managing incoming and outgoing calls, documenting courier movement, and assisting the Administrative task in day to day activities.
Tasks
Her/his responsibilities will include, but not be limited to, the following:
· Receiving calls and ensuring any messages are quickly forwarded to appropriate individuals.
· Arranging meetings and other managing other schedules for IUWASH team member.
· Preparing all packages and documents for mail, courier and messenger; and supervising their distribution.
· Assist in scheduling drivers and vehicle movements.
· Receiving guests.
· Assisting in sending letters/documents, scanned, to partners, agencies and other government entities.
· Assuming the duties of the other Administrative Assistants in periods of absence.
· Undertaking other assignments that may be given from time to time as appropriate by Primary & Secondary supervisor.
Minimum Qualifications:
· Diploma degree in an applicable field.
· preferably a minimum of 3 years experience within an administrative role of donor funded project.
· Excellent communication skills both in English and Bahasa Indonesia, as well as good computer skills, including Microsoft office suite, internet, and database management are required.
· Experience with USAID programs is highly desirable.
