Position : Information & Technology (IT) Consultant

Working Period : November - January 2013
BACKGROUND
Strengthening Integrity and Accountability Program (SIAP 1), an USAID funded project which is managed by Management Systems International is supporting several government institutions on improving their public policy and internal management. Database of public reports/complaints is one of the important tools in conducting the task to ensure the completion of public reports/complaints by the Government of Indonesia (GOI). The database records public report/complaint, not only the ones that are submitted at the Jakarta's office but also in their representative offices in 23 (twenty three) provinces in Indonesia.
In this regards, SIAP-1 will engage the services of the IT Consultant to assist GOI Partner in improving their Report Completion Information System (SIPL). The expert will also train all users on the new application, thus the application can be used optimally.
SCOPE OF WORK:
A. Objective:
1. Change the interface of report completion information system's application to become user friendly, with the aim of reducing the time needed to access with medium-speed internet connection;
2. Modify storage system of follow-up data based on the need to complete report/complaint;
3. Improve functions that have not worked accordingly, e.g Response data recording;
4. Add new functions according to the need of information to complete public report/complaint.
B. Activities:
1. Five (5) days for:
a. Assess and review current GOI partner application
b. Draft the application scheme plan. The scheme must have been approved before designing the application.
2. Ten (10) days:
a. Create new interface of GOI partner application
b. Modify the follow-up data storing
3. Ten (10) days:
a. Improve all the functions that have not worked optimally
b. Add new functions based on the result of assessment and requirement from GOI Partner
4. Ten (10) days:
a. Present the application prototype for GOI partner approval
b. Refine the application based on the feedbacks from GOI partner, lacks, or other technical problems;
c. Develop user manual
5. Ten (15) days:
a. Prepare training materials for the training
b. Conduct a training for GOI partner representative on operating the application
c. Write and provide report to MSI SIAP 1 and GOI partner
DELIVERABLES
1) Approved application scheme plan
2) Prototype of the new application
3) Final application
4) Manual for application users
5) Training Module for GOI partner representative
6) Training Report
7) Report on result of improvement made to the application of GOI partner
Qualifications
1. Be a personal consultant
2. Have at least 5 years of experience related to web programming (PHP, MYSQL, AJAX, CSS, HTML, HTML5 and jQuery)
3. Have an experience with Framework COdeIgniter, Prado, Zend
4. Have a good communication and good personalities
5. Have an experience working with government agencies is preferred
