SCI seeks Consultancy Institution for RSS Project

Save the Children needs Consultancy institution for RSS Project for the position of:

  • Consultancy to work on children workshop to conduct asses physical road safety infrastructure near schools, Code: <Cons_RSS>
​Indonesia is the fourth most populous country in the world and home to approximately 80m children. Vehicle ownership in Indonesia is projected to grow from less than 10m in 1985 to approximately 130m in 2025.[1]  In addition, more people will live in urban areas as it is anticipated that two-thirds of the population will be in urban areas by 2030, up from approximately half in 2010.[2]  More of these urban residents will depend on the use of their own vehicles for transport in heavily congested cities. 

The Indonesian Traffic Corps reported 31,185 fatalities and nearly 150,000 injuries from traffic accidents in 2011, although it is widely considered that there is underreporting.  Of these, 70% were motorcycle drivers or passengers and 29% of victims were under 15 years old.  Nearly 10,000 of these children died in accidents (Indonesia Traffic Corps, 2011).  These fatalities are concentrated in five of the most populated provinces- East Java, Central Java, West Java, North Sumatra, and Jakarta. 

As such, the Government of Indonesia (GoI) realizes that this is a growing problem.  The GoI is one of the middle income country governments that has developed comprehensive policies to promote road safety. In June 2011, the Vice President launched A Decade of Action for Road Safety by committing to reduce number of road fatalities by 50% in 2020 and Indonesia also developed a 25-year plan for Road Safety.  The GoI also passed laws making helmets and seatbelts mandatory in 2009.  In addition, the GoI is working on a school curriculum for road safety.   However, these initiatives are underfunded and implementation at the local level has been weak.  Hence, to date, they have not yet resulted in reduced fatalities from road accidents
