Background
The International Labour Organization (ILO) is a specialized UN agency with a tripartite  structure encompassing representatives from government, employers, and workers. This makes the  ILO a unique forum in which the governments and the social partners of the economy can freely and  openly debate and elaborate labor standards and policies. The Jakarta office of the ILO undertakes a  diverse program of activities and projects for Indonesia and Timor Leste related to issues such as  employment, labor rights and standards, social protection and skills development. The main  counterparts are the ILO constituents, the Ministry of Manpower and Transmigration, the labor unions  and the employers’ organization, as well as a range of other partners in government and civil society.
The International Program on the Elimination of Child Labor (IPEC) is a specialist program  of the ILO, which is operational in 70 countries worldwide. Its objective is the effective abolition of  child labor, assisting member States and social partner constituents in designing and implementing  policies and programs to prevent and eliminate child labor in accordance with international labor  standards, including an urgent focus on the elimination of the worst forms of child labor.
The ILO project “Reducing Child Domestic Work by Promoting Decent Work for Domestic Workers” is focusing on Indonesia, with aims to reduce child domestic work by building the capacity of Domestic Workers Organizations, so that they are better equipped to i) Advocate for increased legal protection and enforcement for domestic workers and child domestic workers in particular; ii) Empower domestic workers to improve their working and living conditions; iii) create and expand mechanisms for reporting illegal cases of exploitation to the relevant authorities, and iv) raise awareness of issues relating to domestic work and child domestic work.
Reporting lines
The incumbent will be based in Jakarta and will report to the National CTA, also based in Jakarta.
Position
To support the implementation of this project, the ILO Office for Indonesia and Timor-Leste is hiring an Advocacy Officer. The incumbent will be responsible for the development and implementation of the project’s advocacy, strategy and as such will work in close collaboration with the project partners.
Duties and Responsibilities
  • Provide technical input into the design, development and implementation of a strategy to build the capacity of DWOs to advocate for new and/or improved legal protections for domestic workers and CDWs
  • Support the development of tools to utilize in advocacy related work
  • Identify gaps in public awareness of domestic worker exploitation (including CDW) and assist DWOs to design and launch  awareness raising campaigns to address identified gaps
  • Develop a strategy and activities with DWOs to build awareness on how the public can report/refer cases of exploitative CDW to the appropriate authorities or service providers
  • Support the development of innovative partnerships, in particular with partners that can help advocacy efforts and awareness raising
  • Support the development of strategies on use of Information Communication technology as a means to build awareness of domestic workers and the public
  • Facilitate knowledge sharing of best practices and lessons learned and support development and promotion of a Promising Practices report.
  • Work closely with the project’s Capacity Building Officer to ensure effective coordination
  • Coordinate and oversee the project activities implemented  in Jakarta Province
  • Provide supports to Provincial Coordinators  in the implementation of  advocacy activities at the local level
  • Involve in monitoring and reporting of the Project
  • Brief ILO specialists, project experts, associate experts and visiting officials and provide
    relevant information on advocacy activities.
  • Represent the ILO in relevant working group and meetings and facilitate collaboration and
    knowledge sharing between organizations.
  • Other relevant tasks requested by the Chief Technical Advisor of the Project and the Director of the ILO office in Jakarta.
Qualifications requirements
Education - University degree in social/development studies, law and other relevant disciplines or relevant work experience in the labour, employment or industrial relations field.
Experience - At least five years’ relevant professional experience at the national level.  Professional experience with issues related to advocacy, institutional capacity building, development, labor and trade unions would be an advantage.
Languages - Native speaker of Bahasa Indonesia and excellent command of spoken and written English.
