AWO International: Need Urgently - Consultant for Feasibility Study for New Partner Organization in Indonesia

1.    Background

AWO International e.V (Workers’ Welfare
International) is a German Non-Government Organization (NGO).  It was founded 1988 as a professional association for humanitarian aid and development
cooperation within the framework of German welfare organization
“Arbeiterwohlfahrt” (literally: Workers’ Welfare) in order to professionalize
AWO’s decade long engagement in Development Cooperation and its commitment to
Humanitarian Aid.

AWO International aims to create and
strengthen awareness about the need for international collaboration and
advocates development work in the area of welfare provision to working
people.  AWO International is committed
to work towards the betterment of socially and economically marginalized
communities such as women, children, youth, the rural population, ethnic
minorities and indigenous people, refugees and displaced people. It aims at enabling
and initiating development processes on their own capacities. It therefore
supports collaborative development projects which are engaged in improving the
livelihood and promoting the empowerment of those affected by humanitarian
crisis in urban and rural areas. Special emphasis is given to the promotion of
women as gender equality and children development.

The program is funded by the German Federal
Ministry for Economic Cooperation and Development and carried out in close
collaboration with local partner NGOs. Within this program AWO International is
extending financial and technical support to a number of partner organizations
in Indonesia and the Philippines. Our strong commitment is to support the
implementation of Social Justice and Ecological Sustainable Economic

AWO International in Southeast Asia

The program in Southeast Asia focuses on
community development activities at present in part of Indonesia and the
Philippines. Gradually, the scope of development cooperation widened in number
and nature with project-based support to partners working on issues ranging
from community development, organic farming, trafficking to child labor. At present,
they are two partners in Indonesia working on project in Aceh and West-Java
regions and three partners in the Mindanao region of the Philippines.
AWO International in Southeast Asia and its
partner organization until today apply the following project interventions as
part of an integrated approach:

Strengthening of Livelihood: Sustainable Development through Sustainable
Agriculture, Strengthening of livelihood activities to promote local/natural
resources; training to promote increase in productivity and improvement of
market access; activities to improve basic infrastructure.

Child Development and
Community Health:
Empowering communities to take in active role in their children health and
education as well as their own. Improvement of access to better nutrition,
sanitation, health awareness and medical services by providing these services
through schools, clinics and community centers.

Protected Children
Development and Education: Supporting equal opportunity to marginalized groups of children, women
and minorities through self-development. Encouraging to become stronger
individuals by improving their skills and expanding their knowledge, thus
reducing the vulnerability towards child trafficking, child labor and child
prostitution.

Strengthening of social
structure: Activities (capacity
building and institutional support) to strengthen the organizational
development of partner organization and to promote community based
organization.

Support for the
participation in decision-making structures: creation of thematically coherent civil
society networks and linking marginalized sections of society with government
agencies/schemes (advocacy and lobbying).


Within the above mentioned subjects the
Southeast Asia Office in Yogyakarta is currently working with five partners,
two in Indonesia and three in the Philippines


AWO International in Indonesia

The following two partner organization based
in West Java that develop and deliver training in rural development related to
Sustainable Agriculture” and “Child Development and Community Health”.

·         BINA DESA focuses through community development on Sustainable
Agriculture by utilizing local resources through environmentally sound methods
that are energy efficient and balance local wisdom with nature and the environment.

·         IBU Foundation provides support for the Child Development at PAUD
Programs and for Community Health at POSYANDU Centers. They aim to empower
individuals and communities to take an active role in their own education and
health care and provide better access to education and appropriate nutrition as
well as, health awareness and medical services by providing these services
through schools, clinics and community centers. They train leaders for
self-education.  (For further information

2.    Objectives of the
Consultancy

An extension of the program is now planned in
the Southeast Asia Office with  new
partners in Indonesia. The program extension will focus on the subjects of Youth-
and Children Rights mainly referring to Labour and Trafficking

A
consultant shall be contracted to prepare the project extension by executing a
feasibility study for further partner cooperation in the Jabotabek area to
promote its social structure.


 Task
specification

·                Analysing  the social, political, economical and cultural
conditions in Jabotabek  referring on the
situation for youth and  children (e.g.
extent of discrimination and/or identification of marginalised sections of
society, human rights situation, family structures  etc.) that may have a bearing on the partner
evaluation.
·                Brief Analysis of
the actual policies of the Governments with regard to Youth and Children
Rights.
·                Situation of Social Security with special
reference to the Informal Sector / Health / Poverty Reduction / Civil Society /
Women and Youth / Gender Equality / Education / Migration and Human Trafficking.
·                Analysis of the role of civil society/NGOs,
their working and the government’s perception thereof (opportunities and
challenges).
·                Organizational analysis of selected NGOs
operating in Jabotabek in view of possibilities and capacities for partnering
with AWO International in the abovementioned thematic areas. This includes the
following:

-          The organization’s capacity: Ability to
implement projects in view of time and funding limitations.
-          Accountability: Reliability of the
organization’s financial system and ability to adapt to standards/funding
directives of the BMZ.
-          Political and administrative standing: The
organization’s compliance with AWO’s idea of solidarity with the
underprivileged not as an act of mercy but of social responsibility and respect;
its standing within the country’s civil society; its registration status and
eligibility for fund transfers from abroad
-          Beside the competency on Youth- and Children Rights
referring to trafficking and labour, the
organisation’s capacity should be analysed with issues linked to promotion
of social structures, the  experience on Community Development / Advocacy
and  other subjects of relevance for a
prospective/potential project intervention for AWO International in cooperation
with the respective organization.
-          The organisation´s interest to cooperate with
AWO International.


Overall
around 10 organisations shall be identified and screened:

3.    Methodology

-          Mix of primary and secondary data/information
gathering. The expert to be contracted is expected to make use of secondary data/materials
(records, proposal, reports, etc.) before conducting data/information gathering
at a (prospective) project site.
-          The expert is expected to consult
representatives of all relevant stakeholders in as far as possible. This
includes political decision makers, concerned government bodies, other
organizations operating in the same sector/area, e.g. Save the Children, Terre
des Hommes, Kindernothilfe, Plan International and other relevant national and
international organization focussing on children rights issues. Also other
private  foundations, decision
makers/management and staff as well as potential target group members, (prospective)
partner organisation’s. etc. should be considered.

4.    Qualification
·         Holding relevant degrees from universities in the subjects of social
science
·         Extensive  experiences in the
elaboration and preparation of studies and surveys within the subject of social
structure,
·         Extensive knowledge about NGO activities in Indonesia,
·         Several years of residence within the area of Jabotabek, or at least
very familiar with this urban societies due to extensive studies or
surveys
·         If not of Indonesian citizenship at least fluent knowledge of Bahasa
Indonesia
·         Commitment to maintaining the highest standards of confidentially at all
times.
·         Local context knowledge

5.    Time Frame and Remuneration

The
data/information gathering should be carried out within 15 days maximum in
February/March 2013: The binding time frame and respective amount of paid days
for travel, preparation and writing as well as the daily fee will be specified
in the legal contract between AWO International and the consultant.
Reimbursement of travel costs will be in line with the local travel regulation
of the AWO International Regional Office Southeast Asia. The report should be
submitted latest February 22.
6.    Assistants

The tasks specified
in the ToRs will be carried out by an external consultant. If necessary, he/she
can make use of help of local assistants within the limitations of the contract
and upon approval of the contracting agency. Costs incurred for a local
assistant(s) will be borne as per the contract. The division of work between
the consultant and a local assistant(s) will be left to the consultant.
7.    Reporting

The
report has to be compiled in English and  should be submitted to AWO International Southeast
Asia Office within one month after finishing the data/information gathering in
a word-file on a CD or in a Dropbox file. It is envisaged that the consultant
will brief the Regional  Director of the
AWO International Southeast Asia   Office in Yogyakarta  after his field trip.


Based
on the issues specified in the previous paragraphs and the attached check list the
report should be structured as follows:

·         A statement on the general conditions as
specified
·         Identification of and statement on potential
project partners
·         A brief summary of the most important
findings
·         A list of the most
important interviewees as well as materials used
·         Information on limitations or constraints of
the study

It is
envisaged that the final report shall comprise around 30 pages (10.000-15.000
words)
8.    The Offer

Before a contract will be
signed, the  AWO Southeast Asia office
expects offers latest until 12 February 2013. The offer shall include
* a survey concept based on the methodology described,
* the steps to be taken in the procedure.
* An example of a check list for the identification of the project partners
