Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Our program in Indonesia has made significant progress at the national policy level. Currently Save the Children immediately need for an experienced professional personality to support our team of a project in Kabupaten Bandung funded by Reckitt Benckiser (RB) for 6 months period of consultancy contract.

Consultant: RB Global Community Challenge Event Coordinator
Background of Consultancy
West Java province is the most populated Indonesian province, with 18% of the national population living in this rapidly industrializing area. Here, the infant, newborn and maternal mortality rates are all worse than national averages. Considering West Java's large population, the province is contributing significantly to the poor health situation in Indonesia. The SELARAS project funded by Reckitt Benckiser is being implemented in one of the districts in West Java - Bandung District - which has an estimated population of 3.2 million people. SELARAS aims to improve newborn health through increased quality of hygiene and hand washing practices among health staff and Traditional Birth Attendants to prevent infection, increased knowledge and practices of household caregivers on newborn health, and improved policy and resource allocation to support improved hygiene and hand washing practices for newborn survival.
Job Purpose
1. Reckitt Benckiser (RB) began its partnership with Save the Children in 2003. As part of their new strategic vision, RB has decided to significantly upscale the partnership with Save the Children. Global Community Challenge is the biggest employee fundraising event in RB's fundraising calendar. It takes place every two years, and the next event will take place in Indonesia in June 2013. As many as 60-70 employees from RB offices across the world will take part in either a trek to Mount Rinjani-Lombok or a 7 day-community challenge activity in SELARAS project areas in Bandung. The participants will be part of a hugely rewarding and unique experience helping families and communities to give their children a healthy start in life.
2. The RB Global Challenge Coordinator will take responsibility in essential office and field preparation, actual implementation community challenge activities and also post-implementation in terms of documenting and reporting.
3. The RB Global Challenge coordinator will work together with the SELARAS Program Manager and team, and members of the community in SELARAS targeted area in facilitating and preparing the community challenge activity in 4 sub districts in Kabupaten Bandung. The activities will involve a variety of manual labor tasks such as renovating health clinics, general repairs of hand washing facilities, bathrooms, delivery rooms, as well as improving outdoor areas.
Key Accountabilities
1. Be the main contact for coordinating the Community challenge in RB funded program area in West Java.
2. Ensure regular update of preparation progress to Save the Children Indonesia and Save the Children UK team.
3. Coordinate and liaise with Adventure Indonesia (the local Event Organizer assigned for the RB Global Community Challenge 2013), all preparation for the community challenge activities, obtaining support from local government and communities.
4. Prepare itinerary, volunteer works sheet and work manual for the volunteers and local community representatives (local committees) involved in the community challenge.
5. In coordination with the Communications Unit of Save the Children Indonesia, develop media engagement strategies, providing written materials and inputs where required, and facilitate visits to the site.
6. Support other program activities of the SELARAS program as necessary.
7. Conduct community and stakeholder meeting on RB Global Challenge.
8. Provide documentation and final report, especially on RB Global Challenge.
Key Deliverables
1. Draft of Itinerary, volunteer works sheet and work manual for RB volunteers.
2. Draft of written materials in consultation with communication unit
3. Confirmed list of community sites and health facilities to be renovated, along with proposed budget needed for the minor renovation
4. Construction Supervisor is selected to supervise minor renovation of health facilities (including required written documents for selection, and commence the selection process).
5. Facilitate and establish local committees at targeted areas.

Requirements:
Education: Bachelors University Degree in Bachelors University Degree in social Science or other related discipline
Skill and Experiences:
ü Highly desirable
ü Strong conceptual and analytical skills and the ability to think strategically and creatively.
ü Excellent communication skills (written/spoken) both English and Indonesian (level 4 of 5).
ü Excellent awareness of cultural sensitivities.
ü Experience of managing projects and events as part of project team and/or event organizer.
ü Experience representing organizations with the media.
ü Experience of working in a multi-cultural environment.
ü Ability to prioritize, plan and organize work in a complex institutional setting.

1. Introduction
SELARAS is calling for proposals for a partner to conduct a baseline survey from November to December 2012.
The main objective of the requested proposal is to implement a baseline survey that meets international standards and to document the process so as
to provide accurate information that will serve as a foundation for the project's monitoring and evaluation.
2. Deadlines
Proposals must be received by Save the Children International staff by 5:00pm on November 7th, 2012.
3. Project Overview and Scope of Work
The Scope of Work is included in the Terms of Reference (TOR) found in Annex 1. The TOR includes:

4. Proposal Requirements
a. Language: All documents related to this tender shall be in English and all costs shall be expressed in IDR.
b. Format : Proposals may be submitted electronically. All pieces to the proposal must be clearly labeled. Acceptable formats include Microsoft Word, Microsoft Excel, and PDF. The applicant may fax the signed cover page.
c. Page Setup : The document should be on A4, single-spaced with one-inch margins, and 12-point font with times new roman.
d. Length : The proposal should not exceed 20 pages. The technical section may not exceed 10 pages. The suggested breakdown is as follows: cover page (1pg.); organizational profile, institutional capacity (4pgs.); Technical Section (10pgs.); and, Cost Narrative (5pgs.). There is no limit on the length of spreadsheets associated with the cost estimates or on any annexes.
e. Annex Material : Appropriate annex material may include: Curriculum Vitae of key personnel, organizational profile (or other supplemental material to the information in the body of the proposal), copies of reports, and letters of support.
5. Proposal Contents
Applicants should address the following areas in their proposals:
a) Institutional Capacity
Applicants must present in narrative format a description of their:
(i) company profile (supplemental material may be placed in the annex);
(ii) organizational capacity to conduct the scope of work;
(iii) previous experience conducting similar work;
(iv) training capacity; and
(v) letters of support (attached in the annex).
b) Technical Proposal
In the technical section, applicants should describe their approach to the following:
(i) questionnaire design and implementation;
(ii) sample size calculations and sampling design;
(iii) enumerator and supervisor training;
(iv) fieldwork;
(v) data processing;
(vi) data analysis.
6. Cost estimates
Applicants must provide a detailed financial proposal that covers the following items and includes a narrative on the assumptions behind their estimates:
a) Salaries. Includes personnel for technical assistance, data collection, data entry and analysis (e.g. staff, interviewers, supervisors and drivers).
b) Daily costs for lodging, meals, and incidental expenses during training and during fieldwork; mode of transportation; vehicle rental; gas (breakdown items)
c) Printing. Includes survey questionnaires, interview guides, and final reports.
d) Communications (e.g. telephone, fax)
e) Supplies. Includes paper, pens, and other materials for fieldwork.
f) Training costs.
7. Evaluation
a) Review Team: A Save the Children International-Indonesia team will review and evaluate proposals received on their technical merit and cost estimates.
b) Review Criteria: Save the Children will evaluate proposals based on the following general criteria: institutional capacity/institutional credentials (30%); technical proposal (30%); comprehensiveness - demonstrating a complete understanding of the SOW and all aspects of the technical design (10%); and cost estimates (30%) - assessing cost estimates against the implementation plan.
8. Terms and Conditions of Solicitation
Period of Validity
The proposal shall be valid for a period of 50 days, starting from the submission date.
Notice of Non-Binding Solicitation
Save the Children reserves the right to reject any and all bids received in response to this solicitation, and is in no way bound to accept any proposal. Additionally, we reserve the right to negotiate the substance of the finalists' proposals, as well as the option of accepting partial components of a proposal if appropriate. Quantities provided are estimates only at this time and will be subject to change.
Confidentiality
All information provided as part of this solicitation is considered confidential. In the event that any information is inappropriately released, Save the Children will seek appropriate remedies as allowed. Proposals, discussions, and all information received in response to this solicitation will be held as strictly confidential, except where noted otherwise.
Notification
Prior to the expiration of the validity of the proposal, Save the Children shall notify in writing the successful company that submitted the highest-scoring proposal and will invite them for contract negotiations. Save the Children reserves the right to invite the second ranking company for parallel negotiations.
Right to Final Negotiations
Save The Children reserves the option to negotiate final costs and final scope of work, as well as reserves the option to limit or include third parties at Save the Children's sole and full discretion in such negotiations. Upon failure to reach agreement on the contents of the contract as stipulated in this document, Save the Children has the right to terminate the negotiations and invite the next best-rated company for negotiations.
Communication
All communication regarding this solicitation shall be directed to appropriate parties at Save the Children. Contacting third parties involved in the project, the review panel, or any other party may be considered a conflict of interest, and could result in proposal disqualification.
Acceptance
Award of a proposal does not imply acceptance of its terms and conditions. Save the Children reserves the option to negotiate on the final terms and conditions.
