Chief Of Party, Scaling-Up For Most-At-Risk Population (SUM-II): Organizational Performance, Indonesia

RTI is seeking Chief of Party candidates for the United States Agency for International Development (USAID)-funded project: Scaling-Up Most-at-Risk Population (SUM II): Organizational Performance. SUM II aims to provide targeted assistance in organizational performance for the scale-up of effective, integrated HIV interventions for most-at-risk populations and people living with HIV.
The position is based in Jakarta, Indonesia. Candidates with working experience in developing countries and preferably Indonesia; knowledge of the HIV field; high capability in developing mutual partnerships with local government, Civil Society Organizations (CSOs), and stakeholders; and familiarity with donor practices and policies are especially invited to apply. Responsibilities
Provide overall management and technical oversight, and supervise project implementation and work in collaboration with Training Resources Group (TRG), the prime contractor for this project.
Serve as the project’s key representative to USAID, other donors, government counterparts, and public and private cooperating country organizations and institutions.
In partnership with TRG, work directly with USAID on management and decision-making.
Develop and implement annual program work plans, meet performance milestones, and negotiate agreements on those plans with USAID, counterparts, and partner organizations.
Ensure that project activities are meeting client and stakeholder expectations and that project results are met and pro-actively disseminated.
Ensure the timely administration of grants to civil society organizations (CSOs) and to organizations providing technical assistance (TA), and oversee the capacity building program to support CSO growth and development.
Plan with and utilize the Technical Support Unit, which comprising all project partners (TRG, RTI, APMG, and Burnet Institute) to ensure activities are responsive to the existing evidence-base.
Ensure the timely and quality completion of all program technical and financial deliverables and reports.
Supervise and provide direction to all program technical and administrative staff across project provinces.
Qualifications:
Note: SUM II is midway through its third year of implementation. It has a well-defined and ambitious work plan, a small national and regional-based staff, and an extended team of Indonesian TA organizations, with expertise in organizational development, financial management, community development and monitoring and evaluation. The core focus, at this point in SUM II implementation, is threefold: 1) to strengthen the capacity of CSOs to expand coverage and quality of STI, HCT and CST services to MARPs; 2) to provide principal CSOs with workplace-based training, coaching and systems development that result in organizational effectiveness and financial sustainability; and 3) to expand the engagement of CSOs in multi-institutional partnerships in the district and province level HIV response, e.g., providing operational support for health services for MARPs to district and provincial AIDS commissions, departments of local government, and the private sector. SUM II’s COP position requires an individual skillful in the day-to-day tactical support to workplan implementation and SUM II’s very capable staff, and also skillful in networking and building partnerships with Indonesian government and private sector leaders, and with other HIV and AIDS program implementers, such as Global Fund, AusAID, and UN agencies. Reputation and track record of prospective candidates will be considered foremost.
Masters degree or PhD from an accredited university in Public Health or a relevant field.
15 years or more of international experience working on health projects.
HIV experience, including prevention, care and support with most-at-risk populations (MARPs), and NGO capacity building experience.
Impeccable professional and managerial reputation is required.
Demonstrated leadership and management skills to effectively and efficiently implement the project activities. Prior USAID COP experience is valued.
Demonstrated ability to work effectively, responsively, and collaboratively with USAID, government counterparts, other funding organizations and donors, and public and private cooperating country organizations and institutions.
Understanding of how gender, ethnic and other social, economic, institutional, and political factors may affect project implementation or achievement of the project’s results.
Knowledge of public health system issues and challenges in developing countries, and HIV epidemiology.
Experience and understanding of USAID performance management, grants and subcontracts management, and contract reporting requirements.
Must be fluent in English and possess excellent oral and written communication skills. Bahasa Indonesia skills would be desirable.
