The Global Green Growth
Institute is looking to hire an outstanding Program Manager with expertise in natural
resource management, climate change, sustainability and forest policy in order
to oversee their Provincial Support program in Indonesia. This component of
GGGI’s Indonesia program will focus primarily in Central and East Kalimantan.
Background
GGGI is dedicated to
supporting developing and emerging countries to meet their own development and
growth objectives by exploring and implementing green growth plans that
simultaneously target key economic and environmental objectives. These include
poverty reduction, job creation and social inclusion as well as mitigation and
adaptation to climate change, biodiversity loss and energy and water security.
GGGI’s
theory of change leads it to focus on three major outcomes: adoption and
implementation of rigorous green growth plans that form the core of national
and provincial economic development strategies; research which builds a strong
theoretical and empirical basis for green growth, while providing concrete
options and guidance for policymakers; and public-private partnerships that
strengthen incentives for the scaling of resource-efficient investment,
innovation and practice as well as for the engagement of companies in the
implementation of national and sub-national green growth plans.
Role Description
This Program Manager position will report directly to the
GGGI Country Director and will be part of the global Green Growth Planning and
Implementation (GGPI) team. This position will be responsible for managing the
‘Provincial Support’ component of the Indonesia program, which runs in parallel
to GGGI’s other components on ‘Greening the Masterplan’ and ‘REDD+ Finance and
Policy Support’. While it will be your responsibility to provide leadership and
strategic vision to the ‘Provincial Support’ component, you will work closely
with the Program Managers of the two other components to ensure consistency and
integration between the national and local levels of the Indonesia program,
while guaranteeing alignment to GGGI's overall vision.
As
the Program Manager, you will manage a hybrid team that consists of government
representatives (Bappenas and Bappeda), external consultants, local experts and
GGGI staff, including two Program Officers. This will require establishing and
managing relationships with the relevant coordinating institutions green growth
and climate change in Central and East Kalimantan while coordinating the
efforts of the external consultants and internal staff to ensure the delivery
of high-quality and timely technical support.
The
objective of the ‘Provincial Support’ component is to help create the necessary
enabling environment to support green growth at the provincial and district
level in three key Indonesian provinces. There will be a focus on identifying
pilot projects and programs that can demonstrate the multiple benefits of green
growth at a variety of scales and across multiple sectors. In order to achieve
this, you will work closely with provincial governments to carry out detailed
assessments of the policy and technology requirements in order to identify potential
incentive mechanisms that would facilitate green investment necessary to build
sustainable local economies.
This will
include (although not be limited to) exploring regional incentive mechanisms, fiscal
transformation, land tenure and spatial planning reform, as well as sector-specific
interventions, e.g. sustainable palm oil, sustainable forest management, renewable
energy and alternative livelihoods, which can be scaled up. This analysis must
be in carried out to ensure coordination with both current and proposed medium
and long-term development plans (RPJM and RPJP).
As
the majority of these provinces’ greenhouse gas emissions originate in the land
use sector, a key component of each green growth strategy will be reducing
emissions from deforestation and forest degradation (REDD+). Your team will
help identify and design technical assistance for REDD+ implementation, along
with other green growth opportunities identified in the ‘Greening the
Masterplan’ component, with a focus on delivering tangible results on the
ground. Considering the synergies with the other two components of GGGI’s work
in Indonesia, your role will include supporting the other Program Managers with
the necessary engagements at provincial and district level.
As
a result, you will become a key focal point for supporting green growth at the
sub-national level in Indonesia. You are based in Jakarta with frequent travel
to the provinces and districts to allow you to act as central liaison with
government officials at all levels of government. In addition, you will be
responsible for communicating GGGI's engagement at the provincial and district
level to key stakeholders and facilitating their engagement in the
identification and implementation of pilot projects.
As
you implement the above, you will be sensitive to the importance of government
ownership of the various analytical assessments and outputs under this
component. This will require the position to be innovative and proactive in
finding solutions to various bottlenecks and the challenges related to
implementing pilot projects. In addition, you will also oversee capability
building amongst key stakeholders in these provinces for developing and
implementing green growth plans.
Qualifications
and Experience
All applicants must
hold exemplary and relevant academic credentials, and ideally hold a
post-graduate degree in a relevant subject from a leading academic institution.
Individuals will also have substantial work experience in a relevant field in
Indonesia and, preferably, Kalimantan.
Other key skills and
capabilities will include:
- University degree in Natural Resource Management, Environment/Ecological Economics, Forestry or a related field;
- Over 8 years experience in this field of which at least three to five years experience in Indonesia developing and fostering strong relationships with key government institutions, especially at the provincial level (and ideally in Central and/or East Kalimantan);
- Exceptional synthesis and strategic thinking skills in the areas of expertise relevant to GGGI and, in particular, REDD+, forestry and agriculture, valuation of ecosystem services etc;
- Broad knowledge of climate finance, international climate policy, REDD+, carbon markets and the social and environmental safeguard criteria related to REDD+;
- Broad knowledge on the required enabling environment to ensure a successful REDD+ program as well as the challenges and opportunities facing REDD+;
- Familiar with provincial REDD+ and climate strategies, Indonesia’s national REDD+ Strategy and other related government plans at national and sub-national levels;
- Recognized leadership in developing and implementing development policies and strategies on the ground, including public administration to plan for and implement economic development policies and projects;
- Demonstrated capacity for strategic thinking and facilitating in-depth and effective stakeholder dialogues and consultations on multi-disciplinary issues and across sectors, while maintaining a strong sense of realism with regard to country conditions;
- Demonstrated ability to garner support from a diverse range of stakeholders to ensure local ownership of the various analytical results of the assessments;
- Flexibility, responsiveness, and ability to manage multiple activities to tight deadlines, and with demonstrated ability to lead and work in multidisciplinary teams; outstanding stakeholder engagement, client relationship, and consensus building skills;
- Have a wide network across global and Indonesian academic research institutions as well as NGOs and government bodies on climate policy and economic development;
- A track record of delivery of complex programmes, with multi-stakeholder management in Indonesia;
- Effective and efficient operational and organisational skills – project management and project coordination experience;
- Ability to communicate complex economic and policy issues in a clear and simple way to a diverse audience;
- Multi-cultural literacy and easily adaptable;
- Actively seeks and considers diverse ideas and approaches and ability to work as part of a team;
- Strong oral and written English and Bahasa Indonesia are both essential.
