Project Summary: *
The objective of SIAP-1 is to contribute to good governance in Indonesia by
strengthening integrity and accountability in government – principally at
the national level. It will do this by supporting governmental and non-gover
nmental efforts to strengthen integrity and accountability.
In Year I and II, MSI, through SIAP 1 program, has worked with a variety of
anti-corruption agencies, such as the Corruption Eradication Commission
(KPK) and the Supreme Audit Body (BPK) to strengthen integrity and
accountability.
In Year III, SIAP 1 started to work with Indonesia's Ministry of
Administrative and Bureaucratic Reforms (MENPAN) in the development of a
public services monitoring system in Indonesia.

*Position Summary: *
The Program Officer will support the Component Manager by providing
technical support to the Anti Money Politics and Administrative Reforms
programs, and will manage program support to Komisi Informasi and
Ombudsman. He/she will cooperate with program assistants and report
directly to the Component Manager.
*Responsibilities: *
Under the direct supervision of Component Manager, the Project Officer will
be responsible for providing planning, implementing, and reporting on
programs. In particular, he/she will:
1. Handle program implementation on support to Komisi Informasi, and
Ombudsman RI under supervision from Component Manager, include program
planning, implementation, coordination, monitoring, and reporting.
2. Assist Component Manager in the program planning, coordination and
monitoring on support to Administrative Reforms and Campaign Finance.
3. Prepare work plans and develop material needed to assist the
Component Manager.
4. Monitor progress of technical project activities to measure
performance and results.
5. Conduct meetings on a regular basis with Government of Indonesia
officials and grantees concerning project activities, along with the
Component Manager, and represent the Component Manager if/when requested.
6. Ensure timely implementation of activities, in accordance with
project schedules developed jointly with the Component Manager.
7. Periodically, write reports on the project’s activities and
achievements to Component Manager.
8. Perform other duties and responsibilities assigned by Component
Manager.

*General provisions and limitations: *
· All final decisions related to this Project are made by the COP
and MSI/HQ responsible and authorized personnel.
· Any communication with USAID is the authority of the COP and
MSI/HQ responsible and authorized personnel.
· Any Meeting with Indonesian Senior government officials should be
communicated in advance to the Component Manger and COP.
*Qualifications: *
· Strong technical knowledge in integrity and accountability in
Indonesia.
· Good understanding of Access to Information and public service
monitoring.
· Demonstrated ability to interact professionally and work
constructively with a range of individuals, including USAID mission, local
partners and government officials;
· Good management and administrative skills
· Experienced in maintaining network with government, political
parties and parliament.
· Bachelor (S1) degree in relevant field of work or related studies
· Prior experience with governance programming
· Have the capacity to work both independently as well as in a team
setting
· Willing to undertake field travel and work under demanding
conditions
· Ability to establish priorities and undertake assigned tasks with
minimum supervision
· Ability to effectively address multiple tasks
· Proficient in spoken and written English, and in in the use of MS
Office Software
