Background
OXFAM in Indonesia currently works with more than 50 partner
organizations, networks, alliances and CBOs. Through this work, OXFAM aspires
to make a sustained and significant positive impact on poverty and injustice. OXFAM
believes it is only by the collective effort of many actors (civil society,
state, private sector and others) that this goal can be achieved. Each of these
actors has a role to play in accordance with its responsibility, legitimacy,
its capacity and strengths, while holding duty bearers to account for their
commitments. These relationships are not about side-lining, displacing or
instrumentalizing others; they seek instead to foster complementary and to
harness the added value each may bring.
Last year (October 2012) the various
Oxfam affiliates active in Indonesia (OGB, ONL, OAU, ONZ) have agreed to bring
the various programs and projects under a more harmonised management system to
reduce confusion and promote efficiency particularly with regard to cost
effectiveness and impact.Working with partners is central in this joint
approach. The Oxfams are all working along one agreed country strategy (JCAS) in which work is on three
programme: Gender Justice, Economic Justice and Rights in Crises.
However, there are challenges in our current partnership as well as
differences in the various approaches of the four Oxfam affiliates that may
hinder the effectiveness and the efficiency of our effort to make lasting
changes in people’s lives. Therefore, it is our expectation that this
assessment may help to understand our
partnership practices and make necessary action points henceforth.
The Qualification of Consultant:
This study will be done by an experienced
evaluator and/or researcher with broad knowledge on NGO- funding relationship
with local partners, Partnership, Organizational Development, Capacity Building
and key development issues, as well as capable of working in various contexts.
The experiences expected from the consultant are as follow:
a. The Consultant must have extensive experience working with various Civil
Society Organizations, local and international Non-Government Organizations as
well as conducted research and/or study or publication in partnership and
organizational development. Working experience in OXFAM will be an added
advantage
b. In overall, the consultant should have knowledge, experience and
competencies in:
§ Significant experiences in research and review of partnership and
organizational development
§ Minimum 5 years of development work, especially in organizational
development and civil society organizations/local non government organizations
movement.
§ Good understanding of rights based approach in development intervention
§ Good facilitation skill, especially in dealing with decision makers and
wide range of audience
§ Strong analytical skill and quantitative and qualitative data collection
§ Excellent communication and writing skills in both English and Bahasa
§ Familiar in operating Microsoft Office programs such as Word, Excel and
Power Point and if possible with the latest technology of data collection
method
