Save the Children Vacancy for Sponsorship operation: Project Officer (2) & Project Assistant (2) in Sumba island, NTT

We have over two million supporters worldwide and raised 1.6 billion dollars last year to reach more children than ever before through programs in health, nutrition, education, protection and child rights, also in times of humanitarian crises.  By mid-2013 most of our international programs will be delivered through a merged operation with 14,000 staff, managed through seven regional hubs and reporting to a relatively small, central office.

Save the Children is currently beginning a comprehensive, long-term education program for children in Sumba island, NTT over the next 5-10 years.  This will be funded by an individual sponsorship program from donors in Korea and the United States. Currently Save the Children has an immediate need for some experienced field staff for project implementation. These positions will be based in Sumba island.

The position we are looking for are:


1.    Project Officer Sponsorship – (code: PO SPONSORSHIP) – 2 post, based in Sumba island, NTT


Program Officers (PO) will work in the field on implementing Early Childhood Education (ECE) and primary education quality programs with participating communities and schools.  The PO will ensure the quality and timely implementation of activities and contribute to programmatic planning.  In addition, s/he will facilitate communications with sponsored children and participating communities. The PO will have direct report to Sr. Project Manager and she/he will manage 2 sub-ordinates (Project Assistants).

Job Responsibilities:

1.       Participate in development of annual/monthly work plans, implement activities in work plans, ensure quality of actions including facilitating monitoring and evaluation, represent Save the Children with key local stakeholders, and support communications/monitoring with sponsored children.

2.       Participate in the development of annual and monthly work plans for the sponsorship project.

3.       Ensure the sponsorship project activities in Belu are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field.

4.       Together with outside technical experts, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally.

5.       Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with children, communities, schools, and key district government officials and non-governmental stakeholders.

6.       Contribute to systematically building local government capacity and co-implementation of the sponsorship project including coordinating school/community selection, community mobilization, training, mentoring, monitoring, and project public events such as results dissemination.

7.       Participate in program evaluation including baseline studies and annual program evaluations.

8.       Support the development and implementation of an effective monitoring and evaluation system for the sponsorship project.

9.       Support communications responsibilities under the sponsorship program including regular contact with sponsored children.

10.   Together with Project Assistant ensure timely procurement of goods and services for project delivery

11.   Provide effective management and supervision of Project Assistant.

12.   Ensure that there is close coordination with any other Save the Children project in Sumba.

13.   Together with sponsorship team, undertake advocacy activities at the policy and community mobilization levels to ensure the sustainability of the project.

14.   Provide timely reports on their activities.

Requirements:
Education: Bachelor Degree or equivalent in a relevant field.

Skill and Experiences:

•        Minimum 4 years of total experience with Non-Government Organizations in Indonesia with at least 2 years experience in education programs, preferably with International NGO’s.

•        Knowledge about ECE and primary education in Indonesia.

•        Proven skills to develop an implementation plan and then efficiently implement activities.

•        Proven ability to manage financial resources according to donor and organization regulations.

•        Excellent interpersonal, communication skills.

•        Preferably English proficiency- both verbal and written

•        Capacity to write high-quality reports.

•        Computer literate.

•        Capable to work and lead effectively as part of a multi-cultural and multi-disciplinary team.
•        Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches.
•        Willingness to work in rural and remote areas.
•        Ability to ride motorcycle and with appropriate license.



2.    Project Assistant Sponsorship – (code: PA SPONSORSHIP) – 2 post, based in Sumba island, NTT

The Project Assistants will be responsible to support Project Officer in implementing all program activities in the area of sponsored children and participating communities.

Job Responsibilities:

1.       Support other technical staff to ensure that project activities are implemented according to the detailed implementation plan including supporting the technical implementation of the project in the field.

2.       Support the implementation of sponsorship project education activities in Belu.

3.       Together with outside technical experts, support high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally.

4.       Ensure close collaboration with community-level local stakeholders including establishing and developing strong and effective relationships with children, communities, and schools.

5.       Facilitate activities including community mobilization, training, mentoring, monitoring, and project public events such as results dissemination.

6.       Participate in program evaluation including baseline studies and annual program evaluations.

7.       Support the implementation of an effective monitoring and evaluation system for the sponsorship project.

8.       Support sponsorship communication including regular contact with sponsored children.

9.       Support the Project Officers to ensure timely procurement of goods and services for project delivery.

10.   Provide timely reports on program activities.

11.   Participate and updates in team meetings

12.   Together with sponsorship team, support advocacy activities at the policy and community mobilization levels to ensure the sustainability of the project.

13.   Support any other activities deemed necessary

Requirements:
Education: Bachelor Degree or equivalent in a relevant field.

Skill and Experiences:

•        Minimum 2 years of total experience with Non-Government Organizations in Indonesia with at least 1 years experience in education programs, preferably with International NGO’s.

•        Preferable basic knowledge about ECE and primary education in Indonesia.

•        Proven skills to efficiently implement activities.

•        Proven ability to manage financial resources according to donor and organization regulations.

•        Proficiency in English preferable.

•        Computer literate.

•        Capable to work and lead effectively as part of a multi-cultural and multi-disciplinary team.
