Re-advertise USAID C4J Open Vacant Position for SC HR Specialist

Chemonics International Inc., a
leading international consulting firm, seeks to fill the following long-term,
full-time position for a project funded by the U.S. Agency for International
Development (USAID), Indonesia Changes for Justice (C4J). The primary objective
of the C4J project is to improve the performance of Indonesia’s justice system,
a prerequisite for good governance and sustained economic growth, through
cooperation with the Supreme Court and Attorney General’s Office (AGO) of the
Republic of Indonesia.


Supreme
Court (SC) Human Resource Specialist

Job
Responsibilities
          
To
enhanced Management Transparency and Accountability in the SC, and improved
SC Human Resources capacity.  The HR Specialist will work under the leadership of the Deputy Chief of
Party (COP) and with other C4J staff cooperating
with the
SCon a number of reform activities.  The HR Specialist will
also ensure a good and professional relationship with the SC and any other
counterparts.

Under the direction of the Chief of Party (COP), the HR
Specialist will contribute to the annual work plan contract specifications and
will be ready to undertake other project duties as required to collect and
provide data to the Deputy Chief of Party (DCOP) and the Monitoring and
Evaluation Specialist for relevant related indicators.
          
Specific
Tasks

The
HR Specialist will contribute to all of the C4J Project’s human resources
reform activities in the SC. Specific expectations include:

•   Developing
effective working relationships with leaders and counterparts, C4J staffs and consultants, professionals from other
projects.
•   Meet with SC leaders and as needed to
accomplish the assigned activities.
•   Cooperate with the counterparts and lead
activities relating to such issues as: organizational restructuring, design and implementation
of more
     effective and efficient HR programs in the area of recruitment; career development,
talent management, performance management, workload
     assessment, competency
development, and assessments; education and training ofleaders and lower level staff; preparation
of job
     descriptions; and other HR program needs as they arise.
•   Assist the counterparts to develop policies,
programs, standard operating procedures (SOPs), and other written documents as required,  design       and implement a strategy and plan for
new or revised HR policies and programs in a manner
that transfers knowledge and helps assure that the
    HR system and programs effectively and
efficiently.
•  Mentor HR professionals in the SC as needed,
and participate in the training and development of their staff.
•  Meet regularly and coordinate with prosecutors
and other staff in district and provincial prosecutors’ offices.
•  Supervise the work of subcontractors and
their staff.

The
SC HR Specialist will cooperate with the Chief of Party, Deputy Chief of Party,
other project staff, to:

•  Maintain technical quality control for all
assigned areas of work, including organization restructuring, human resources program
development,           and the socialization of these programs.
•  Ensure that the performance targets and
project deliverable outlined in the C4J Project contract are completed in a timely and
cost-effective
    manner, and that they meet acceptable quality standards.
•  Contribute to project weekly reports,
quarterly reports, annual work plans, and other project reports and deliverable as required.
•  Undertake assessment trips, initiate and
evaluate the progress of any pilot projects, and suggest needed adjustments based on progress made.
•  Prepare regular oral and written progress
reports that demonstrate the status of project activities toward expected results, as well
as other
    reports as required.
•  Carry out other duties as assigned by the
Chief of Party or Deputy Chief of Party.

 Reporting

The
SC HR Specialist will report directly to the Deputy Chief of Party.

Qualifications
and Salary

The
AGO HR Specialist shall have a minimum of five (5) years of
professional experience with developing human resource management systems, preferably leading development of job descriptions,
work load assessments, competencies, and career management. Prior
experience with the Indonesian justice sector and an understanding
of itscriminal
justice system processes is preferred.
In-depth
technical knowledge of the GOI human resource system and regulations,
and a master’s degree in a relevant field is preferred.
Prior experience with technical assistance projects and work with donor-funded
projects in the areas of human resources is also preferred. Strong
management, facilitation, and leadership skills are required. Written and
verbal fluency in English and Bahasa Indonesia, and excellent writing skills is
required.  Strong
inter-personal and communication skills are required.

Compensation
will be negotiated with Chemonics International and will be based on the consultant’s
demonstrated salary history, professional experience, education and training,
and market factors.

Time
Frame

This
long-term, full-time position is available immediately and is expected to last
for the duration of the project.  The
project begins on 15 May 2010 and ends on 11 May 2014.
