Urgently Needed: Evaluator Program

Yayasan Harapan Permata Hati Kita (YAKITA) required Evaluator for program "Drug Abuse & Addiction Intervention Response and Preventing HIV in Aceh", supported by Caritas Germany and Caritas Italiana, with the following TOR:

A.     Background
Number of drugs abuse and illegal drugs distribution in
Aceh province hasincreased rapidly.Kepolisian Daerah Aceh mentioned that in 2012, there were 999 drugs cases in Acehprovince,highly increased from 2011 with 605cases.  Number
of suspect to be saved also increased from 864 people (2011) to 1.131 people (2012).While
drugs users in Aceh increased by 5 percent and also
drugs distributor.  It is reported that
there were 1.260 inmates in prison involved with
drugs cases in Acehor about 60% from 2100 inmates.
It is indicated that drugs problem in Aceh province must be
seriously handled, and of course various and related elements need to be
involvedin this effort. Based on this figures, it can be concluded that the
increase of drugs abuse cases also followedby law enforcement, as it is showed that in prison, 60%
inmates were those who have problem with drugs abuse.
YAKITA (Yayasan Harapan Permata Hati Kita) is a
National NGO establised in 1999 and  its
HQ is located in Ciawi, Jawa Barat. Since 2007, YAKITA has collaborative
program with CARITAS Germany to handle the HIV-AIDS and drugs problem in Aceh, such
as:  provide the drugs rehabilitation
center, delivering information to society, counseling services to parents,
family and also public, about drugs problem.

B.     Objectives

            Evaluation on program has the following objectives:
a.    To evaluate design, implementation, results, impact and effectiveness
of intervention done starting from programimplementation, including
quantitative aspect indicated as the indicator of main and supporting
performance, as agreed in two years proposal  ( 2011-2013 )collaboration between YAKITA and Caritas
Germany, and
qualitative aspect such asgood practices,changing the working
culture, organizational culture, pattern of thinking, etc.
b.      To identify the constraints faced during the program implementation and
the actions have been taken by YAKITA to solve those problems.  In this context, it is related toCaritassupportto YAKITA in facing the problem at field level.  So, we suggestthe program evaluation also identify  to what extent the technical supports from
Caritas contributed to the achievement of outputs and goals of the project.
c.      To identify further steps in
terms of program sustainability within the project period and dissemination
steps on thegood practicesgained within program implementation and the organizational policies in
ensuring program sustainability.
d.  To analyze the strength and weaknesses of YAKITA in relation to the
support given by the beneficiaries.

 Coverage of
Evaluation

This evaluation will be the process to maximize the
program success, so the coverage for this evaluation includes:
1.      To evaluate the progress of program implementation, based
on the whole work plan of the program set in the proposal (including the
financial aspect).
2.   To
give inputs to do re-planning on activities, if any, as the impact of the
deviationbetween implementation and
initial target set in proposal(2011 – 2013).

The
data gained will be analyzed by quantitative and qualitative methods to measure
the impact and effectiveness of the program, through the following key
questions:
a.       To
what extent the strategy
and activities supported by Caritas Germany& Caritas
 Italianaachieved
the objectives?
b.      What
are the impacts of the program activities?
c.       Are
there unpredictable impacts?
d.      What
are the challenges?
e.       What
are the lessons learned from the program implementation?
f.       What
recommendations can be made to ensure the sustainability activities have been
supported by Caritas Germany&
Caritas Italiana, in the future?

C.     Main Task of Evaluator
 1.      Prepare draft and methodology of
evaluation
2.      Make presentation on initial
findings
3.      Do analysis and reporting
4.      Make the final report
5.      Presentation on the evaluation
results

1. Evaluation Methodology
The methodology depends on
the proposal of the external evaluator and will be defined during the
preparation of the evaluation. However, we suggest that main focus is given to
assess the impact for the beneficiaries of the project in their daily lives.
For this it makes sense that as much as possible participatory methods are
being used. Other methods that can be used are:

·      Conduct
interview with staff of YAKITA and Project Staff of Caritas Germany
·      Focus
Group Discussion with beneficiaries of the project
·      Conduct
interview with relevant local stakeholders
·      Conduct
desk review of relevant documents necessary, including project proposal, project
budgets and reports.
·      SWOT
analysis of the project and the partner organizations
·      A
Stakeholders analysis of the current project;

F.     Expected Outputs

a.       Recommendation on
the formulation of policies/arrangement of procedure and mechanism of programdevelopment process.
b.      By the provided
procedure and mechanism, it is hoped that the program can be developed for its
sustainability.
c.       Executive summary
in English. The report should contain the detailed findings, a description of
the methodology applied as well as a lesson learnt/recommendation as defined in
the ToR. The report should be presented in three hard copies (for YAKITA,
Caritas Germany and Caritas Italiana) and a soft copy in both Ms Word and PDF
Format.
d.      A presentation
for Caritas Germany, Caritas Italiana and YAKITA

G.    Qualification

Evaluator for this activity is the national or
international consultant with the following qualifications:
1.      Has good
understanding about rehabilitation program for drugs addicts
2.      Has experiences
in doing program Monitoring andEvaluation, particularly the rehabilitation program
3.      Has professional
experiences both innational and internationallevel
4.      Has good
capability in analysis, communication, and advocacy skill.
5.      Has good
capability in report writing both in English (for national consultant)

H.    Location

Program evaluation will be conducted in Banda Aceh.and
Lhokseumawe, as Caritas Italiana also give support to project in Lhokseumawe
for a year.

I.       Time
for Evaluation

As the project of phase IV will end on July 2013, so
program evaluation will be conducted in July 2013 for a week.

Based on this ToR, we (Caritas Germany, Caritas
Italiana & YAKITA) request any party/person(s) who are interested and able
to facilitate this evaluation, to submit a tender to facilitate this
evaluation, to YAKITA<yakita@cbn.net.id>
and cc to Fiyanti <fiyantio@yahoo.com>, at the latest on July 17, 2013 (a week from this advertisement).

The tender should at least include:
1.    An
offering in Rupiah to facilitate this evaluation
2.    A
detailed work plan and methodology proposed for facilitating the evaluation
3.    A
company profile and/or CV of the evaluator(s) showing the experience in
facilitating an external evaluation and knowledge of the subject at hand.
