Vacancy at GAP-CC : Climate Change Consultant

The Deutsche Gesellschaft fuer
Internationale Zusammenarbeit (GIZ) GmbHis a federal enterprise assisting the German Government in achieving its
objectives in the field of international cooperation. It offers demand-driven,
tailor-made and effective services for sustainable development. GIZ has two
registered offices in Germany: one in Bonn and one in Eschborn, near Frankfurt
am Main. The company operates from about 90 offices around the globe.


Overview
As a continuation of
the long and successful cooperation between Germany and ASEAN in the Regional
Forestry Programme (ReFOP), the ASEAN-German Programme on Response to Climate
Change (GAP-CC) supports the ASEAN Multi-Sectoral Framework on Climate Change
(AFCC) in  advancing the formulation and
implementation of regionally-coordinated strategies and policies for food
security and climate change within its Member States.

The programme
provides capacity development and policy advisory services to to strengthen
political commitments and involvement of stakeholders, interest groups, regional
entities and networks at different levels.

The ideal candidate
will be responsible for three areas: policy advice and ASEAN coordination, lead
Component 3 of the AFCC Strategic Plan of Action, “Strengthening of national
and regional knowledge sharing, communication and networking on climate change and
food security”, and develop and implement GAP-CC communications strategies.

Duties and Responsibilities
Policy Advice and
ASEAN Coordination (40%)
·         Provide strategic policy advice
and technical support on climate response strategies and climate proofing.
·         Provide secretariat support to
the meetings and activities of the ASEAN Multi-sectoral Framework on Climate
Change (AFCC).
·         Lead in liaison and coordination
of activities between GAP-CC, GIZ programmes and projects in the region, ASEAN
Secretariat and its Member States, donor and partner agencies.

Knowledge Sharing (40%)
·         Provide leadership in capacity
development of knowledge sharing methods and tools in AFCC and GAP-CC.
·         Together with the knowledge
services consultant, promote and support knowledge sharing between AFCC Members
and networks, and knowledge mobilisation to influence policy and practice.
·         Work closely with other
members of the AFCC Management Team in identifying and developing a knowledge
sharing strategy and relevant activities for AFCC.
·         Monitor and evaluate knowledge
sharing processes within AFCC, establish ‘best practices’ model.

Communications (20%)
·         Develop, implement and monitor
GAP-CC communications strategies, including preparation of needs and results
assessments.
·         Develop communications tools
and materials for GAP-CC and AFCC.
·         Work closely and coordinate
with GIZ Corporate Communications in Jakarta and other GIZ programmes and
projects in the region.
·         Be responsible for the
development, management and expansion of the GAP-CC website.

Requirements
Education, experience, technical skills
·         Master’s degree in
Environment, Natural Resource Management, Agriculture  or related fields
·         At least eight (8) years’
experience on climate change at international level.
·         Strong writer with significant
experience with print and online communications, including website content
management.
·         Experience in knowledge
sharing including a strong understanding of how knowledge sharing works.
·         Fluency in English is
essential. Additional ASEAN languages preferred.

·         Commands excellent
interpersonal and communications skills, with the ability to effectively and
positively interact with people in a multi-cultural level.
·         Have the ability to work
independently, multitask and strategise at macro-level, as well as being an
effective team player.
·         Possesses skills in personal
organisation, planning and priority setting, and have the ability to manage
multiple tasks without issue.
·         Strong client-service approach.
·         Desire to learn and able to
nurture innovative ways of doing things.

The contract will commence as soon as the suitable
applicant is found. Contract duration will be for the period of six (6) months,
with possibility of extension.
