Positions for USAID Project
IIE is one of the world’s largest and most experienced global higher
education and professional exchange organizations. IIE, in collaboration with
IIEF, is seeking candidates for multiple positions for the anticipated Program
to Extend Scholarships and Training to Achieve Sustainable Impacts (PRESTASI) 3,
funded by USAID. All positions will be
based in Indonesia and are contingent on IIE being awarded a contract and USAID
approval of the proposed candidate.

1)
Chief of Party (COP)
Responsible for overall program
leadership and direction, providing oversight to ensure quality work and
compliance with contractual obligations and results. Requirements include:
·
Substantial experience with
training and capacity development programs, including expertise in participant
training;
·
Proven leadership and
effectiveness in the administration of similar size (approx. $15-30M) international
donor-funded projects, including demonstrated skills and success in strategic
planning, management, supervision, and budgeting;
·
At least seven years of
experience in senior management positions related to participant training
programs, with significant experience in a team leader
capacity;
·
Familiarity with USAID project
management, and rules and regulations (previous COP experience preferred);
·
Graduate degree required in
related field; and
·
English fluency.
2)
Deputy Chief of Party (DCOP)
Supports the COP on overall technical and
operational management of the project, including overseeing
effective monitoring and evaluation, outreach, and communication activities.
Requirements include:
·
In-depth experience providing
technical assistance in international exchange, scholarship management, higher
education, and/or short-term training;
·
At least seven years
progressively responsible experience managing USAID- or similar donor-funded
projects;
·
Experience with
advocacy/marketing to various audiences, including academic institutions,
private sector and NGO communities, and government;
·
Previous supervisory experience;
·
Graduate degree in related
field; and
·
Excellent oral and written
communication in English and Bahasa Indonesia.
3)
International Training Specialist
Responsible for
identifying and placing participants in appropriate U.S. training programs. Requirements
include:
·
Excellent understanding of the
unique training needs of participants coming from diverse regions, rural areas,
and underserved populations;
·
Demonstrated experience
identifying and placing participants in U.S. training programs and excellent
understanding of variable placement factors (cost, field of study, student
background, etc.);
·
At least five years of
experience in development and implementation of international programs;
·
Advanced degree or Bachelor’s
degree with equivalent managerial experience; and
·
Excellent oral and written
communication in English and Bahasa Indonesia.
4)
Local Recruitment/Outreach Specialist
Responsible for managing all aspects of a
rigorous outreach program. Requirements include:
·
Excellence in innovative
outreach that promotes participant training through a variety of mediums;
·
Experience recruiting
candidates from disadvantaged and remote areas throughout Indonesia;
·
At least five years of
experience in development and implementation of international programs;
·
Advanced degree or Bachelor’s
degree with equivalent managerial experience; and
·
Excellent oral and written
communication in English and Bahasa Indonesia.
5)
Finance Manager
Responsible for overall financial management of the project,
including all accounting, reporting, and compliance activities. Requirements
include:
·
Experience in establishing and
managing project financial and accounting systems, monitoring budgets, preparing
and managing monthly financial statements and forecasts, and maintaining cash
flow projections;
- Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations, and USAID rules and regulations;
·
At least 10 years of experience
in financial management/project administration, preferably with USAID programs
of similar size;
·
Previous supervisory
experience; and
·
Graduate degree in accounting
or business administration; and
·
English proficiency.
