BACKGROUND
CARE International Indonesia (CII) is
implementing SESAMA (Sustainable Settlement with Economic
Security of Uprooted People and Their Host Communities through Strengthened
and Adequate Mediation Approach ) project in Kupang, East
Nusa Tenggara Province.
The
overall objective is to provide sustainable settlements and livelihoods
support for the new citizens (ex-IDPs
from East Timor) who has left behind
in the recovery process. This process
applies through the group’s active participation in the mainstream
development planning and budgeting process.
On the specific objective, the project
is targeting 6,019 new citizens (IDPs) and host community are expected to
have sufficient access to land tenure, appropriate shelter, community
facilities, health and education services, livelihoods assets and skills,
also power to be participate in the community decision-making process as the
basics to achieve sustainable settlement and livelihoods.
During
project socialization and SESAMA community field facilitator engagement into
15 villages, reported that new citizen
general the conditions in 15 assisted villages were alarming with limited
livelihood resource accessibility. The new citizen recognized to have
difficulties in agriculture activities as the only option to support their
livelihood, lack of clean water accessibility, health and education services,
evening addition the unclear status of the occupied land in term of the
ownership. Since, the land owned by a landlord, then the new citizens who have not paid the
land rent could be evicted by the owner according to the agreement. Therefore, the new citizens are still
hoping for Jadup or Jaminan Hidup (Life Assurance) as promised by the
government when they were living in refugee camps and this assurance has
unclear status and have not confirmed by the Government of Indonesia (GOI).
In addition, the resettlement of new citizen in the big number out of the
local has created possibility of domination and build insecurity in manage
the available resource.
CII-SESAMA
has conducted HLSA (Household
Livelihood Security Assessment) separately to assess specific livelihoods of
the new citizen and local community in each village, and to recognize who are
vulnerable. The assessment used qualitative method and integrated with the
participative approach of PRA (Participatory Rural Appraisal). The results of
this assessment are intended to enrich the preparation of RPJMDes (Medium
Term Development Plan for the Village), as an effort to facilitate and to
accommodate appropriate program intervention according to the village needs
and potencies through active participation of both communities and
marginalize groups. Therefore, the
result of HLSA provided village profile and became the basis for future
decision-making of program intervention. The project also conducted a
baseline study and referred to the results to develop its intervention. After
three years of project implementation, CII collected
several information related directly to the project to get a real update of
the project progress. Enumerators are needed to assist the consultants and collect data during the endline survey.
