Media Monitoring and Analysis
Consultant
I. Background
Tifa Foundation
is a grant-making organization that works to promote an open society by
actively strengthening civil society in Indonesia. Established in 2000, Tifa
continues to sharpen its strategy to uphold democracy in Indonesia. Following
its efforts to encourage transitional democracy and consolidated democracy in
the previous years, Tifa is dedicated to advance quality democracy in Indonesia
since 2012.
Tifa works to
promote an open society in Indonesia, one which respects diversity and honors
the rule of law, justice and equality. For almost two decades, Tifa has been
supporting the work to promote Indonesia’s democracy and openness. This work
has been manifested in many different knowledge and communication products,
including books, printed publications, video, posters, events, program, etc.
To fulfill its
new role as an active advocacy and grant-making institution as well as for fundraising,
Tifa is looking a consultant that could help conduct daily media monitoring of
issues that are of interest to Tifa Foundation and its networks as part of
Tifa’s strategic planning.
II. Purpose of Consultancy
To conduct media
monitoring/ tracking (collect data and analyze) on Aceh governance and KKR Aceh-related
content of national and regional print, broadcast and online media, social
media trends, and present the results, in order to patterns stakeholder
position and preferences
III. Specific Objectives
·
Track issues that trailing the
establishment and work of KKR Aceh;
·
To determined the parties that
of concern with issue of KKR Aceh;
·
To analyze stakeholders
position and preference in relates to the work of KKR Aceh;
·
To identify and analyze any
emerging issues relating to KKR Aceh’s work;
IV. Scope of responsibilities
and focus of the Monitoring
IV.1 Key responsibilities
·
Track media content on KKR Aceh
ever since the issuance of Qanun
Aceh on KKR (Qanun 17/2013) December 31, 2013
·
Carry out daily monitoring (7
days a week) for quality and quantity aspects issue related to KKR Aceh
·
Produce and publish weekly
monitoring analysis
V. Focus of the Media monitoring
The media
monitoring company will analyze the conduct of individual, national and local
government or authorities, activist, commissioners, public figures, within the
context of the KKR Aceh work and responsibilities as a whole. The tracking
should take starting point since the issuance of Qanun Aceh on KKR (Qanun 17/2013), December 31st 2013. The
daily monitoring should start from September 1st, 2017 – November 30th,
2017.
VI. Methodology for Media
Monitoring
The media
monitoring in Aceh issue will be conducted through both quantitative and
qualitative content analysis methodology. Quantitative content analysis will
collects data about media content such as topics or issues, volume of mentions,
‘messages’ determined by key words in context, circulation of the media
(audience reach) and frequency. It will also consider media form and impact.
Qualitative content analysis will examine the relationship between the text and
its likely audience meaning. The monitors will pay attention to audience, media
and contextual factors.

Deliverables
The monitoring
agency is required to provide:

Inception reports
·
Daily monitoring briefs
·
Weekly analysis
·
Final report
The monitoring will
be conducted starting September 1st – December 31st , 2017 for 98 estimated working days. The consultants will be provided
with information to prepare (with the support of Tifa Foundation) a table with
tasks, timelines and deliverables, for which the consultants will be
responsible and accountable.
VIII. Qualification
The consultant
shall have the following expertise and/or criteria:

Proven experience in monitoring
of issue specific to development sector, including but not limited to, policy
development, good governance, transparency and accountability, human rights,
environmental rights, land issue and conflicts, indigenous communities.
·
Experience of working with
non-profit sector
·
Experience in analyzing and
interpreting media monitoring data
·
Excellent written and verbal
communication skills in English
Interested agency should apply by

Portfolio of at least three
past experience from similar projects
·
Proposal explaining outlining
preferred methodology and workplan
·
Budget indicating all-inclusive
fixed total contract price, supported by a breakdown of costs
IX. Honorarium and Fees
Fee for this
project would be around Rp70.000.000,-(inclusive of any tax eligible under
Indonesian law) depends on the service offered and the agencies’ experience and
skills
